Naval Region 2 innovates and improves the training quality

Over the past years, Naval Region 2 has always attached great importance to innovating and improving the training quality and identified it as a breakthrough to constantly improve the overall quality and combat strength to meet the requirements of firmly protecting the sovereignty over seas and islands of the Fatherland in all situations.

In the process of implementing the task, besides the advantages, the Naval Region 2 has faced several difficulties in the context that the East Sea always has sophisticated developments, while the infringement of sovereignty, sovereignty rights, and continental shelf, smuggling, and illegal transportation of goods tend to increase. Several countries with claims to disputed waters have chased and arrested Vietnamese fishing vessels, promoted survey and exploration, and intensified activities of observation, reconnaissance to grasp the situation at sea and in the air. Meanwhile, the Region’s subordinate units are dispersed, including ships, rigs, stations, and posts that are far from the mainland, operate in severe weather conditions, and have to face complicated and dangerous situations. Moreover, the assurance for the performance of tasks and soldiers’ life is still difficult, etc. Such reality has required the Regional Party Committee and Commanders to have guidelines and measures to lead, direct, and implement synchronously all working aspects, among which, innovating to improve the training quality has been identified as a breakthrough and brought practical effects. Notably, the Region has focused on innovating all aspects of training from leadership, direction, management, administration, and material assurance to contents, programs, methods, and training organisation. It units have adhered to the motto of "basics, practicality, and solidity" and ensured comprehensive and synchronous training between commanders and agencies and units and between ships and shores and radar stations. They have also associated training with disciplines and attached regularity building and political education with military training. Accordingly, the awareness and sense and responsibility of officers and soldiers for this important task have been gradually raised. The bravery and capacity for commanding organisation and training and drill administration of agencies, units, and cadres have been steadily changed and progressed. The level of combat readiness and maneuver ability to perform regular tasks as well as handle unexpected situations of the soldiers have increasingly better met the requirements of tasks. The Region has fulfilled well and excellently all assigned tasks.

At present, the missions of the Army and the Navy have new developments with higher requirements. To fulfill its glorious responsibilities, the Regional Party Committee and Command continue comprehensively implementing the contents and measures for innovating to improve the training quality, of which, attention is paid to the following basic contents:

Firstly, to increase the leadership of the Party committees, commanders, and commissars at all levels for the training task. The 3rd Regional Party Committee Congress (the 2020-2025 term) identified one of the breakthroughs: Improving the training quality and combat readiness. In particular, it specified “To continue breaking through basic training; mastering and being specialised in the exploitation and use of technical weapons and equipment and implementation of the safety regulations”; focusing on "intensive training, strict discipline, and good technical assurance"; and taking the tasks of protecting the sovereignty over sea and islands and the continental shelf of the Fatherland and building a revolutionary, formal, elite, and modern Region as the training targets”. To well perform the training task, the Regional Party Committee and Commanders have instructed the subordinate units to focus on thoroughly grasping the requirements and tasks of the Army and Service that have been shown in the directives and resolutions of the Party, especially the 13th Party Congress Resolution, the 11th  Military Party Congress Resolution, the 13th Service Party Committee Congress Resolution, and the situation of implementing the task of protecting sovereignty over sea and islands of the Region to determine the appropriate training directions, objectives, and requirements. Annually, based on the training orders of the Service Commander, the Party committees at all levels has issued thematic resolutions on training work and clearly defined the main guidelines and measures of leadership, contents for breakthrough, and weak aspects to be overcome. At the same time, they have attached importance to directing the development of training plans and schedules to make it relevant to the tasks, plans, battlefields, combat objects, and the staffing organisation of each unit to ensure high feasibility. The Regional Party Committee and Command have directed functional agencies to intensify training inspection, examination, and re-examination and focus on innovating the organisational form, examination methods and combining regular examination with irregular examination and over-level examination to assess the reality of the units’ training, timely learn from experience, and correct weak points and aspects. They have also strengthened education and propagation to make people fully aware of the training and consider training as the central task of the units. The commanders have directly administered, organised the implementation, and taken responsibility for the training results before their own-level committees and superior commanders.

Secondly, to promote renovating contents, programs, and training methods. Before training, the units have reviewed, adjusted, and stabilised the organisation and staffing based on the regulations of the General Staff. They have proactively developed, approved, and issued training materials, especially sample lesson plans and resolutely removed duplicate contents that are not suitable for new operational conditions. The Region has required agencies and units to focus on comprehensive, but in-depth, focused and key training; combine technical and tactical training with task and situation-based training; strengthen physical training, practice, and night training; combine traditional training with modern training and improving mobility, camouflage, diversion, ... in extreme weather conditions and long field trips. In the immediate future, the Region focuses on basic training and mastering of weapons and technical equipment for forces towards the tasks, plans, combat objects, and operation areas and suitable to organisation, staffing, equipment, and development direction in the coming years. It focuses on basic and in-depth training for cadres of tactics, techniques, level of analysis and assessment of situations, and advice and proposal to ensure that 100% of cadres are capable of training as decentralised, including 90% of good and excellent. For units, they focus on being proficient in tactics; improving maneuverability and independent and long-term combat on sea and islands in complicated terrain and weather conditions; and proficiently using existing weapons and technical equipment to ensure uniformity and stability from each position to the fleet and the entire ship, from individual ships to the fleets and group of ships. They also proactively approach and research new and modern weapons and technical equipment to be ready to receive, master and put to use in a timely and effective manner when equipped.

Finally, to attach importance to ensuring facilities, weapons, and technical equipment to serve the training requirements. Due to the requirements of the task, the Region often has to operate and use all kinds of modern ships, boats, weapons, and technical equipment that continuously operate in harsh environmental conditions, so ensuring good facilities, weapons, and technical equipment is an important issue that directly determines the training quality of the units. Recognising that, the Region has promoted the implementation of two breakthrough contents of the Naval Technical sector: Building technical regularity and mastering weapons and technical equipment; strengthened training to improve capacity and exploitation skills, mastering of weapons and technical equipment; and promoted translation and compilation of documents and improved repair capacity of stations, workshops, and technical centres. At the same time, it has brought into full play all resources to synchronously, adequately, and promptly assure quantity and quality of ships, vehicles, weapons, equipment, and means for the tasks. The units have maintained and strictly implemented the "Technical Day" and maintenance regime and organised contests, and competitions of good vehicles, warehouses, and stations. Besides, the Region has focused on good logistic assurance, built a solid logistic posture on both shore and sea routes to  ensure adequate reserves for combat readiness, and had logistics plans for ships, especially that of quick departure and independent and long-term operation at sea. It has also directed military medical agencies to perform well the management of food safety and hygiene and disease prevention and control to ensure the soldiers’ health, flexibility, and ability to fulfill its tasks well in all situations.

Well implementing the above solutions will make an important contribution to enhancing combat power and ensuring that the Naval Region 2 fulfills all tasks and meets the requirements of firmly protecting the sovereignty over sea and islands of the Fatherland.
