MR9 Military School focuses on building a comprehensively strong, “exemplary and typical” unit

Thoroughly grasping the objectives and requirements for a centre of education and training of professional and technical staff for the Military Region’s armed forces and provinces in the area, MR9 Military School’s cadres, trainers, trainees, and soldiers have brought into full play their roles and responsibilities to overcome difficulties, unite, strive, and achieve important results. In recent years, the School has been tasked with new responsibilities where opportunities and advantages are intertwined with disadvantages and challenges. Therefore, the School Party Committee and Board of Management have been focusing on leading, directing, and organising the comprehensive implementation of the work aspects. Particularly, building a comprehensively strong, “exemplary and typical” school towards standardisation and modernity is one of the key tasks, which is implemented together with several synchronous and effective solutions.

Immediately after the MR9 Party Committee and High Command’s instruction and guidance on building comprehensively strong, “exemplary and typical” units, the School Party Committee and Board of Management have issued thematic resolutions, directives, and plans and concretised criteria suitably with the functions and tasks as a basis for the subordinate units to implement. To achieve high results, the School has required the Party commissioners and commanders at all levels, especially the leading cadres, to raise their awareness, determination, and sense of responsibility for the task of building a comprehensively strong, “exemplary and typical” school towards standardisation and modernity. The Party committees and organisations at all levels have developed plans, proposed specific and practical measures, and included those contents in regular leadership resolutions. At the same time, importance has been attached to leading, directing the education and awareness raising for cadres, trainers, trainees, employees, and soldiers. Specially, the Party commissioners and commanders at all levels have built determination to turn awareness into action, sense of responsibility, and self-awareness in leadership, direction, and implementation. The departments, faculties, and units have been regularly inspected and guided to adhere to each content and criterion. The fulfillment of functions and tasks has been associated with promotion of the pioneering and exemplary role of cadres and Party members, especially the Party commissioners and leading cadres at all levels. Accordingly, there has been a true and solid progression to promote the role of organisations and forces in building clean and strong Party committees and a comprehensively strong, “exemplary and typical” school.

Building a politically, ideologically, and organisationally strong school has been defined by the School Party Committee and Board of Management as the foundation for building a comprehensively strong, “exemplary and typical” unit. The School has focused on doing well the work of political and ideological education to build cadres, trainers, trainees, and soldiers’ strong political stuff and high unity of awareness and action to well fulfill the assigned tasks. Besides strictly observing the contents and programs of political education and law dissemination and education as prescribed, the agencies and units have also selected and held training courses for cadres, trainers, trainees, and soldiers on additional topics with practical contents and timely informed and oriented their thoughts against complicated issues. They have also maintained and well implemented the Grassroots Democracy Regulation and paid attention to building and promoting the effectiveness of cultural institutions to improve the soldiers’ spiritual life. The leaders and commanders at all levels have often closely grasped the soldiers’ ideological developments to promptly resolve outstanding issues to maintain stability, solidarity, and high unity within the units.

The School has regularly taken care of the consolidation and building of clean and strong Party committees and organisations. In particular, attention has been paid to improving the leadership capacity and combat power of the Party organisations and strengthening the management and training of the Party members and development of new Party members. At the same time, importance has also been attached to promoting the implementation of the 4th Central Resolution (12th Tenure) on Party building and rectification in association with the implementation of Directive No.05-CT/TW of the Politburo (12th Tenure), the Determination-to-Win Emulation movement, and the Drive of Promoting tradition, dedicating talents, deserving “Uncle Ho's Soldiers” in the new period; resolutely fighting against improper views and manifestations of “self-evolution” and “self-transformation” internally to contribute to firmly defending the Party’s ideological foundation; upholding the principles of democratic centralism and reform of the leadership methods to improve the quality of Party activities and the capacity for organising the implementation of resolutions; and strengthening the inspection and supervision work to promote the pioneering and exemplary role of the heads of the Party committees and unit commanders. As a result, over the past years, 100% of the School’s cadres, trainers, trainees, employees, and soldiers have had strong political stuff and become committed to their work and ready to receive and fulfill all tasks.

Renovating and improving the quality of education and training work is a central and permanent political task of the School. To implement, the School has adopted multiple synchronous measures to build and standardise the contingent of cadres and trainers; renovate training contents and programs and teaching and learning methods; improve the quality of training management and administration; and increase investment in upgrading and modernising teaching and learning equipment in association with promoting the quality of scientific research. Concurrently, it has researched and completed training contents and programs to ensure continuity and suitability with the training objectives and requirements of each object and the practical situation of the Military Region towards development of trainees’ comprehensive competencies and learner-centered approach. The contingent of trainers and administrators have been built and consolidated with sufficient quantity, quality, reasonable structure, gradual standardisation of educational attainment and pedagogical methods to meet requirements of immediate and long-term tasks. At the same time, faculties and trainee units have been required to increase instruction and exchange of experiences to motivate trainees to self-study to improve the quality of self-study time and promote internal resources to invest in upgrading facilities and training grounds. Accordingly, the quality of education and training of the School has been improved markedly. For the results of recent training courses, the graduation rate has been 100% satisfactory, including over 75% good and very good. All graduates are ready to accept assigned tasks. For Object-2 defence and security knowledge courses, the good and very good rate has reached over 90%.

Regularity building and discipline training is an important content in building a comprehensively strong, “exemplary and typical” school. To do well this issue, the School has promoted regular building on all aspects, from training and implementation of daily, weekly, and combat readiness duty regimes to maintenance of soldier manners and working time. Training work has also been associated with disciplines and implementation of the motto “The entire School operates under functions and acts under military orders”. The agencies and units have strengthened measures for management of soldiers (focusing on trainees), weapons and technical equipment in training, and vehicles in traffic and done well the work inspection and control, especially during breaks and holidays. The role and responsibility of the cadres at all levels in management, education, and training of subordinate cadres, trainees, and soldiers have been brought into full play in parallel with promoting activities of culture, arts, gymnastics, sports, and farming to increase living standards. Cases and acts of violation have been handled resolutely and thoroughly. Therefore, the effectiveness of education and prevention has been promoted to create a positive and steady change in working styles and methods and discipline observance. For several consecutive years, the School has assured absolute safety with no serious disciplinary violations. Its common disciplinary violation rate has decreased to less than 0.2%.

To well function as a working contingent, the School has always been proactively participating in prevention of diseases, natural disasters, environmental pollution, and climate change, especially the Covid-19 pandemic, saline intrusion, and floods in the areas of the Military Region. The School Party Committee and Board of Management have strengthened the leadership and direction of subordinate agencies and units to strictly and closely implement the centralised isolation of two times for 773 Vietnamese citizens and foreigners entering Vietnam from pandemic countries. At the same time, they have well implemented pandemic prevention and control measures throughout the School and closely coordinated with the local Party committees, authorities, departments, and mass organisations in implementing the movements entitled “Joining hands to build the new countryside” or “Joining hands for the poor, leaving no one behind” that have been highly appreciated by the local Party committees, authorities, and people.

The above-mentioned measures and results are an important premise for the School to fulfill the tasks of education and training to contribute to building the MR9’s strong armed forces to fulfill all assigned tasks.
