Over the past years, the Military Region 3 Party Committee has always considered building the Party committees in association with the contingent of presiding cadres as a central and extremely important content to promote the role of cadres and contribute to improving the leadership and combat power of the Party Committee and building the strong Military Region armed force to fulfilling its tasks in every situation.

Grasping and strictly implementing the superior’s resolutions, directives, and instructions, directly the Central Military Commission on the Party building work, the Military Region 3 Party Committee has simultaneously implemented multiple solutions on leadership and direction, of which the association of building Party committees with building the contingent of presiding cadres at all levels and building the contingent of cadres with enhancing the quality of the Party members is the central and throughout content. Therefore, the Party commissioners and the presiding cadres at all levels within the Military Region Party Committee and armed forces have been always sufficient in number, rational in structure, and assured in quality to be capable of fulfilling their duties and responsibilities.

Firstly, the Military Region Party Committee has focused on thoroughly briefing to the Party committees at all levels the need to do well the combination of building the Party committees with building the contingent of presiding cadres in accordance with the requirements on the Party building and personnel work. This is because the close combination between building the Party committees and building the contingent of presiding cadres can promote the role of cadres and focus the leadership, direction, sense of responsibility, and decisiveness before their decisions and requirements of tasks of the units. The practice of military, defense, and Army construction tasks has set requirements for each type of presiding cadre that serves as a basis for fostering and striving. The top issue in building the Party committees in association with building the contingent of presiding cadres at all levels is that the cadres should meet the criteria required by each title. First of all, they should be typical in political stuff, ethical qualities, lifestyle, capacity, and working method and style. They should be also prestigious before the collective and capable of studying and proposing important issues in leadership and direction of all activities of the units. The Military Region Party Committee has requested that the presiding cadres should actively study Marxism-Leninism and Ho Chi Minh thought to have an objective and comprehensive way of recognizing and assessing people and things, avoiding bias, partial, and emotional assessment. They should regularly train the revolutionary ethics and pioneer in implementing Politburo's Directive No.05-CT/TW (the 12^th Tenure) on promoting learning and following Ho Chi Minh thought, ethics, and style in association with implementing the 4^th Central Resolution (the 12^th Tenure) on Party building and rectification. At the same time, they should strictly implement Regulation No.08- QĐ/TW of the Party Central Executive Commission on the responsibility of modeling of cadres and Party members; have a high-minded spirit without being self-satisfied with achievements; proactively foster and train to improve their qualifications and working method and style and perfect themselves on assigned positions. As a result, the Party committees and presiding cadres at all levels of the Military Region always believe in the Party's leadership and have strong political stuff without manifestations of degradation in political ideology, ethics or lifestyle, "self-evolution", and “self-transformation”, that has contributed to defeating the conspiracies and tricks of “peaceful evolution” and “depoliticization” of the Army of hostile forces.

To well prepare the sources of cadres participating in the Party committees in the 2020-2025 term and the following years, the Military Region Party Committee has focused on improving the quality of planning, source creation, training, and fostering of cadres. It has adhered to the requirements of tasks the unit and local situations, and planning work to ensure science, feasibility, and appropriate roadmap and steps. Each Party committee and organization has associated the general plannings of the Military Region with its specific plannings, including forecasting and anticipation of development and periodically reviewed and supplemented to the plannings to proactively prepare cadres, helping overcome shortages of successive sources and imbalances among types of cadres. The planning of cadres has been associated with the planning of the Party committees at all levels to be appropriate, successful, and suitable for each type of Party organization and unit and objectively meet the requirements on quality, quantity, and structure with the right people and right jobs, avoiding emotional and partial manifestations. During the 2015-2020 term, the Military Region Party Committee consolidated nearly 240 positions of commissioners (secretaries and deputy secretaries) at all levels to ensure that 100% of the Party cells at the combat units had solid Party committees - the factors leading the units to fulfill their tasks.

Training and retraining to improve the qualifications of cadres is an important solution - both for the immediate requirement and the long-term task an breakthrough stage - paid with particular attention by the Military Region and the Party committees at all levels through various forms such as training and retraining at institutes and schools inside and outside the Army, etc. In the past 5 years, the Military Region selected and sent 58 cadres to campaign and strategy-level training courses, 1,298 cadres to regiment and division-level training and retraining courses, 1,191 section-level cadres to second-degree, bachelor-completion, and conversion training courses, 729 cadres to advanced political theory training courses, etc. So far, 100% of Military Region's cadres have been trained through academies and schools, of which, the bachelor degree accounts for 65.2%, and postgraduate is 2.6%.

With the viewpoint of “Basing on reality to evaluate, recruit, create sources, and develop cadres”, the Military Region Party Committee has well performed the cadre rotation within each unit and from agencies, units, schools, and local military agencies to the regular units and vice versa, especially the rotation of planned leading and managerial cadres to prepare the source of cadres who meet all criteria for participation in the Party committees at all levels of the next term. Since 2015, the Military Region has reviewed, appointed, and rotated 7,798 turns of cadres who are leaders and commanders of agencies, units, and district-level military commands. Thereby, cadres have been facilitated to train in practice, adhere to the grassroots level, and promote their capacities that have helped overcome the closeness in each agency, unit, and locality and balance the quality of cadres at each level.

Improving the quality of cadre assessment is a solution that the Party Central Committee has attached importance to in closely leading and directing. During the implementation process, the Party committees have had multiple innovations, strictly obeyed the principles and processes, that have ensured the objective and democratic comments and assessments of cadres, accurate reflection of the quality and capacity of each cadre; overcome the phenomenon of general and inaccurate comments; and associated the assessments of the Party commissioners with the performance of assigned functions and tasks, taking the results of leading unit construction and task performance as assessment measures and criteria. At the same time, attention has always been paid to well implementing the regimes and policies, especially the  Army rear policy, to facilitate cadres to have peace of mind, strive, and train to have willpower and determination to fulfill the assigned tasks.

With the aforementioned practical solutions, the quality of cadres in general, the Party commissioners and presiding cadres at all levels in particular in the Military Region has constantly been improved to meet the requirements of tasks in the new situation. So far, 100% of commanders and managers at all levels have qualified to participate in the Party committees in accordance with Regulation No.842-QĐ/QU issued on August 6^th, 2018 by the Central Military Commission. This is a favorable condition for the Military Region Party Committee to improve the quality of cadres planning and well prepare personnel for the Party congresses at all levels for the 2020-2025 term.

The task of building and defending the Fatherland in the new situation poses very high requirements for the armed forces of Military Region 3. Therefore, the Military Region Party Committee continues to closely associate the building of the contingent of Party commissioners with the building of the contingent of presiding cadres at all levels towards “Understanding cadres/Properly using cadres/Loving cadres/Critiquing cadres” to ensure that they are “both red and expert”, contributing a decisive part to building up a clean and strong Military Region Party Committee with leadership capacity and combat power on a par with the requirements of tasks.
