MR2’s Military School innovates to improve the quality of education and training

Implementing Resolution No.1657-NQ/QUTW, dated December 20th, 2022 of the Central Military Commission on “Renewing education and training to meet the requirements of building the Military in the new situation” and the motto “The quality of training of schools is the combat readiness capacity of the units, the Military School of Military Region 2 (hereinafter referred to as the School) has been vigorously implementing a range of synchronised measures to continuously improve the quality of education and training to meet the requirements of building the Military Region’s armed forces for the new era.

Recognising the special and important role of education and training in improving the quality of human resources to meet the requirements of building the Military Region’s armed forces that are “revolutionary, regular, highly-skilled, and gradually modernised”, with some forces advancing straight to modernity, over the past years, the School Party Committee and Board of Principals have had many policies and solutions to lead and direct the breakthrough in improving the quality of this work. In particular, the innovation of programs and contents in association with the innovation of teaching methods and the construction of teaching staff and education management cadres at all levels towards “standardisation and modernisation” has been attached with great importance. At the same time, they have paid attention to directing agencies and units to actively innovate each step in the teaching and learning process in association with implementing the three essential principles of “real teaching, real learning, and real assessment”; and focused on absorbing the heartfelt opinions of leaders and commanders of agencies and units under the Military Region, especially in passing on valuable practical experience to learners, and so on. Thanks to high determination and practical and effective solutions, after more than 15 years of implementing Resolution No.86/NQ-ĐUQSTW, dated March 29th, 2007, of the Central Military Party Committee (now the Central Military Commission) on education and training in the new situation, the quality of education and training of the School has been increasingly improved to meet the requirements of building the Military Region’ strong armed forces. In the period from 2017 to 2021, the School trained and fostered nearly 20,000 cadets of various groups, among them, the rate of good and excellent cadets reached 76.5%, an increase of 5.1% compared to the period from 2011 to 2016. In 2022, the rate of good and excellent cadets was 81.8%, an increase of 0.6% compared to 2021. Despite achieving many important results, the education and training work of the School still has some limitations compared to practical requirements. The content and training programs for some groups of cadets are still outdated. The quality of the teaching staff and education management personnel has not yet met the requirements. Ensuring the material facilities for education and training still has shortcomings and has not kept up with the demands of reality, and so on.

Currently, due to the high requirements of the tasks of building the Military, enhancing national defence, and protecting the Fatherland, the demands of education and training at the School is increasingly high with more diverse training forms and subjects and a large number of cadets. Meanwhile, the practical training and combat readiness at grassroots units are always being renewed. To accomplish the task well, the School Party Committee and Board of Principals continue to thoroughly and strictly implement the resolutions and directives of the Party, the Central Military Party Commission, and the Ministry of National Defence on education and training, with a focus on Resolution No.1657-NQ/QUTW, dated December 20th, 2022, of the Central Military Party Commission on innovating education and training to meet the requirements of building the Military in the new situation, to create a strong transformation in implementing this important task. By adhering to the basic content of the Resolution, the superiors’ guidance and direction, and the objectives and requirements of the task of building the Military Region’s armed forces, the School Party Committee has concentrated on researching and developing specialised resolutions on improving the quality of education and training in the new situation; leading and directing departments, faculties, and cadet units to disseminate thoroughly to all subjects; and specifying plans and action programs with multiple coherent, practical, and feasible measures. To achieve high efficiency, the School Party Committee has required all levels of Party organisations to clearly identify their roles and responsibilities in leading, directing, and organising the implementation of the education and training task in accordance with their functions and tasks; linked the implementation of this task with building pure and strong Party organisations and comprehensively strong contingent of leading cadres at all levels; taken the results of task performance as the basis for evaluating and classifying the quality of Party organisations and members; strengthened the supervision and inspection of the superior Party committees over the subordinates; and effectively carried out the work of summarisation, evaluation, and drawing of experiences from the leadership and direction activities in implementing the task of education and training of Party organisations and agencies at all levels. Moreover, the School has also pushed forward political and ideological education, combined with organising specialised meetings and broad discussions throughout the School to create a democratic environment and promote collective intelligence in research and proposal of solutions to improve the quality of training and education.

Furthermore, adhering to the training perspectives, objectives, and requirements, tasks, and solutions that the Resolution has identified, as well as the practical demands of building the Military Region’s armed forces, in the coming time, the School will continue to renew the training contents and programs, detailed procedures and programs for each target group towards standardisation, modernisation, and close adherence to the construction of output standards that meet the requirements of “training what the units need.” Regarding content, the focus will be on researching and adjusting towards reducing theoretical study time, increasing practical training time, and strengthening night training, outdoor activities, and high-intensity extracurricular training; and closely combining training with practical exercises... to enhance creative thinking abilities and soft skills for cadets and meet the practical requirements of the units. At the same time, it will promote innovation in the practical training process, especially in comprehensive end-of-course internships and exercises; pay attention to assigning cadets to take turns assuming responsibilities in each position and role to develop comprehensive abilities in command, management, order issuance, assignment of tasks, joint combat commanding, tactical formation practice, and application of knowledge to handle situations. To contribute to improving the quality of education and training and implement the motto “The training quality of the schools is the combat readiness capacity of the units,” the School will strengthen the organisation of delegations of cadres and teachers to conduct research and practical surveys at grassroots units to grasp cadets’ ability to meet the responsibilities and tasks after graduation. At the same time, it will receive the opinions and proposals of unit leaders and commanders on the School's training work to, thereby, understand the need to supplement knowledge, experience, capacity, and work style closely with the responsibilities and tasks that cadets will undertake to build suitable “output standards” for each  group of cadets. In addition, the School also needs to pay attention to promoting the role of the Scientific Council, faculties, and management cadres to contribute to identifying the volume of knowledge and training methods appropriate for each target group and designing training programs to meet practical requirements.

Building and developing a contingent of teachers and educational administrators is a crucial factor in enhancing the quality of education and training in general and that of the School in particular. This is also one of the main tasks and solutions identified in Resolution No.1657-NQ/QUTW of the Central Military Commission for the period from now until 2030 and beyond. In line with that spirit, the School will continue to direct agencies, departments, and faculties to actively review and develop plans for using teachers and educational administrators in association with the Project  “Building the contingent of teachers and educational administrators in the Military to meet the requirements of fundamental and comprehensive renewal of education and training in the period from 2021 to 2030” to actively create sources, select, and supplement the teachers based on defined criteria, especially postgraduate-level staff, outstanding teachers, and language and computer skills. At the same time, it will actively renew the content, methods, and forms of training and developing the teaching staff towards comprehensive capacity development, focusing on the capacity to develop training  and teaching programmes according to modern methods, scientific research, and the application of information technology and digital transformation in teaching activities and educational management. In parallel, the School will proactively coordinate with functional agencies of the Military Region in developing plans to send staff and teachers for study, practical work, and rotation in combat units, especially those with new equipment, to accumulate experience, enhance qualifications, and flexibly apply knowledge to building teaching materials and instructional documents; actively organise visits and research on provincial and district-level defence rehearsal exercises in the Military Region; participating in scientific workshops or conferences on summarising experiences; and strengthening activities such as trial teaching, demonstration teaching, teaching practice, selecting outstanding teachers and assistants, and developing effective educational administrators… to create conditions for the teaching staff to access, use, and manage weapons, technical equipment, and modern teaching aids and apply them to serve the educational and training work of the School.

Together with the aforementioned contents and solutions, the School will strengthen its investments and build an efficient management and operation system for modern and synchronised teaching facilities and equipment. In accordance with approved plans and designs, especially the specific targets set out in Resolution 1657-NQ/QUTW, the School will actively mobilises resources to invest in constructing, repairing, and upgrading lecture halls, specialised classrooms, shooting ranges, and training fields and grounds and purchasing materials, equipment, and documents. The School will also focus on investing in the development of information technology infrastructure and modern and synchronised equipment and applying information technology in all teaching and learning activities to gradually standardising and modernising towards building a smart school. In the short term, the School will focus on completing and modernising the training operation centre, virtual shooting room, classroom monitoring system, laboratory, and so on. It will construct and develop an internal network and internet system to support teaching and learning activities to create a suitable working environment to meet the requirements of digital transformation, improve the quality of operating the internal network system integrated with the training operation system via computer network, and efficiently exploit the military data transmission network and the School's data centre. By the end of 2025, it strives to have over 50% of the School's lecture halls, specialised classrooms, computer labs, etc., equipped with modern teaching equipment to ensure that all cadres, teachers, and cadets can use them effectively to contribute practically to improving the quality of education and training and meeting the requirements of building the Military Region’s  armed forces in the revolutionary, regular, highly-skilled and modernised direction, capable of successfully fulfilling all assigned tasks.
