Military Vehicle – Machinery branch follows Uncle Ho's words

Being imbued with Uncle Ho's teaching that: “Cars and gasoline are people's sweat, tears, bones and blood. We must take care of our cars, treat them like our children, treasure gasoline like our blood”, the Military Vehicle – Machinery branch has always been proactive, creative, and overcome difficulties, ensuring timely and uniform vehicle and equipment for units, meeting the requirements of combat readiness, training and Military building in the new situation.

On March 28, 1951 Uncle Ho visited officers and soldiers of the transport companies No. 200 and No. 203 (in Hoa An, Cao Bang). This date, later, was considered the traditional day of the Military Vehicle – Machinery branch. Over the past 70 years, along with the development of the Military, the branch has seen steady development in scale, force organisation, and missions, meeting the requirements of combat, combat readiness, training, and military work. For its achievements, the Department of Vehicle and Machinery has been awarded with the First, Second and Third Class Feat of Arms Medals by the State, the title of Hero of the People's Armed Forces (2010) and many other noble awards.

The requirements and tasks of Military and Fatherland protection in the new situation have required the branch to have further developments. Besides ensuring vehicle for combat readiness, training, and regular tasks, the branch also provides vehicle for search and rescue, and disaster control missions, etc. However, the existing vehicle and machinery managed and exploited by the Military currently are mostly dated back to the resistance war period, mainly produced by the Soviet Union. Although they still meet the basic tactical and technical requirements and are serving well Military operations, over time, they are degrading in quality and decreasing in quantity. Meanwhile, the current capabilities of our country and Military have yet enable us to replace them in a short time. Implementing Uncle Ho's teaching that: "Treat cars like our children/ Treasure gasoline like our blood/ Overcome all difficulties/ Accomplish tasks", the Military Vehicle – Machinery branch has always actively overcome difficulties, advised the General Department of Technology, The Ministry of National Defence with many guidelines and solutions on the organisation, professional expertise in its areas of responsibilities.

First of all, the branch makes the most use of all types of vehicles and machines that are being equipped to serve the combat readiness, regular and unexpected tasks of the Military. This is a primary task as the number of existing vehicles and machines is of great value and must be used for a long time. This goal is not only of economically and politically significance, but also a factor that ensures the operational capability, training, work and other unexpected missions of the Military in every situation. With its assigned functions, the branch has advised and proposed to the GDT and the MND the plan for vehicle and machinery equipment in the direction of regular, gradual modernisation until 2025, with a vision to 2030 and beyond; the content of the new generation strategy for military vehicle-machine development; to ensure the vehicle – machinery and the plan for procurement of modern vehicles and machines; the implementation of the project "Research and perfecting the technology for long-term storage of military cars"; successfully completion of the military car innovation program.

In recent years, although the work of ensuring traffic safety in the Army has seen positive changes, the rate of annual traffic unsafe cases has yet to decrease steadily. Facing this situation, the Department has advised and proposed to the Ministry of National Defence to promulgate legal documents to guide the implementation of the Law on Road Traffic. At the same time, it has also directed the units to strictly comply with the above directives and resolutions on traffic safety assurance, focusing on: Resolution No. 12/NQ-CP, dated February 19, 2019 of the Government; Directive No. 18-CT/TW of the Secretariat (11th tenure) on strengthening the Party's leadership in the work of ensuring traffic order and safety. Promote the implementation of the Campaign "Managing and exploiting weaponry and equipment in a good, durable, safe, economical manner and traffic safety", contributing to improving the quality of technical work of vehicle and machinery army-wide. As a result, the annual rate of military vehicle traffic accident reduces in all three criteria.

The branch has promptly advised the Central Military Commission and the Ministry of National Defence to lead and direct the Vehicle – Machinery branch army-wide; proactively guide its subordinates to well perform the task of ensuring vehicle - machinery for performing the tasks of the unit. Over the past years, the branch has performed well the function of advising and proposing to the Central Military Commission and the Ministry of National Defence on the work of ensuring, repairing, synchronising weapons and technical equipment of vehicle and machinery used for training and combat readiness tasks, especially the units being developed straightforward to modernity. At the same time, it develops and implements the project on procurement of military vehicles and machines; Project on adjustment and supplementation of the plan for strategic-level warehouse system for the period between 2018 and 2025 and beyond and programs to implement the Resolution No. 382-NQ/ĐUQSTW, dated November 29, 2007 of the Central Military Party Committee (now the Central Military Commission) on the leadership of technical work in the new situation. The branch has directed and well implemented intensive, key and rational technology development and intensive investment projects to improve technological capabilities, repair quality for stations and workshops to ensure synchronous repair of vehicles - machines in service of combat, and specialised vehicles - machines; self-produce a number of equipment and technical materials, contributing to the restoration, improvement and modernisation of existing vehicles and machines and integrating weapons on cars according to new combat requirements.

Facing the development of the Fourth Industrial Revolution, the branch has promoted scientific research, innovation, technical innovation and application of scientific and technical advances to ensure technical maintenance of vehicles and machines, technical command and management; promptly updated and disseminated specialised technical information; compiled technical documents; set cost norms in the technical assurance of the branch until 2023; consolidated the system of documents and books for technical management of vehicles and machines; well implemented the registration, management and use of military vehicles; trained, monitored, tested, and issued military driving licenses.

Imbued with Uncle Ho's teaching that: "cadre is the root of all work", the branch focuses on building high-quality, specialised human resources to meet the task requirements. Currently, the structure of officials and technical staff of the branch is still imbalanced without inheritance; the additional resources are few, some areas are almost absent; the qualifications of its cadres are not equal. The branch focuses on advising and proposing to the General Department of Technology and the Ministry of National Defence solutions to renovate training and technical training, creating human resources in line with the orientation of the organisation of the Army in peacetime. At the same time, it has proposed additional solutions for perfecting the organisation and staffing of the agency and facilities to ensure the vehicle-machinery branch in the entire army is streamlined, compact and strong, capable of performing the functions of advising, directing, commanding and implementation; research and propose training strategies to foster technical staff for both immediate and long-term tasks. Along with that, the branch continues to perform well the professional training and retraining for its staff in many directions and different modes; proactively exploits all resources to invest, consolidate facilities, perfect content, programs, curriculum systems, teaching and learning materials for subjects, promote the enhancement of teachers' qualifications both professionally and pedagogically, constantly improve training efficiency at specialised schools under its management.

Promoting the tradition of 70 years of construction, fighting and growth, the Military vehicles - machinery continues to thoroughly grasp and strictly abide by the above resolutions, directives and orders, overcome all difficulties and strive to accomplish its assigned political tasks, contributing to building a strong Army.
