Military Region No.2 implementing Directive No.05-CT/TW

For its forces to successfully accomplish their missions, meeting the love, the trust and the demands of the Party, the State and the People, the Party Committee and the Command of the Military Region No.2 (MR.2) acknowledged that they must grasp and effectively implement the Politburo’s Directive No.5-CT/TW (12th tenure) on “stepping up studying and following Ho Chi Minh’s Thought, moral example, and lifestyle in its whole party organizations.

In the past years, the Military Region’s Party Committee and its Command have closely, synchronously and comprehensively implemented the Politburo’s Directive No.3-CT/TW (11th tenure) on “stepping up studying and following Ho Chi Minh’s moral example”. The Party Committees and the Commanding officers at all levels have upheld their responsibility, proactively, actively, and creatively mapped out measures, attached the studying and following of his moral example with the implementation of the 4th Party Central Committee’s Resolution on building the Party and other movements to encourage its departments and units to successfully accomplish all assigned tasks. There have appeared new models and good methods, applied in reality and brought about efficiency; a number of excellent personnel, particularly in training, practicing regulations and mass mobilization, etc., have been set as typical examples for the whole MR.2 to follow. By implementing the movement of studying and following Ho Chi Minh’s moral example, there have been comprehensive and vigorous changes on mission’s accomplishment of departments and units, making contribution to building clean and strong party organizations, comprehensively strong units, and excellent mass organizations.

From the achievements recorded in implementing No. 3 Directive, the MR’s Party Committee and Command are leading the implementation of the Politburo’s Directive No.5-CT/TW (12th tenure). In comparison to the Directive No.3, the Directive No.5 has a broader connotation with higher requirements. So it is necessary to have appropriate understanding and new, scientific, and synchronous implementing methods. In order to bring about effective outcomes of the Directive No. 5, the MR’s Party Committee and Command have identified key tasks and breakthroughs that should be paid attention to, making the Directive an important content in the task of Party building and rectification, and cadres consolidating, particularly the commanders and officers at critical positions. It is also a task in forming revolutionary style of soldiers, preventing and repelling deterioration in political ideology, morality and lifestyle, as well as manifestations of internal “self-evolution” and “self-transformation”. The MR Party Committee’s Resolution on the implementation of 2017 tasks identified that: the party organizations and the armed forces should pioneer the implementation of the 4th Central Party Committee’s Resolution (XII tenure) on Party building and rectification, attaching it to that of the Politburo’s Directive No.5-CT/TW (12th tenure) on “stepping up studying and following Ho Chi Minh’s thought, moral example, and style, and building strong Party on the aspects of politics, ideology, organization and morality. The MR’s Party Committee’s Plan No.70-KH/DU on “implementing the Directive No. 87-CT/QUTW of the Standing Committee of the Central Military Commission on acceleration of studying and following Ho Chi Minh’s thought, moral example and style, in 2016-2021 period” has clearly identified detailed goals, requirements, and solutions, clearly assigning tasks and responsibility to each unit.

First, the MR’s Party Committee and Command launched a broad and deep political discussion on studying and following Ho Chi Minh’s thought, moral example, and style within the whole MR’s Party organizations and armed forces. By attending this discussion, officers, party members and the people understand the necessity to study and follow Ho Chi Minh’s thought, moral example, and style in the new situation; upholding their responsibility in studying and practicing identified criteria. In addition, the MR’s Party Committee and Command also accelerated propaganda and education on the position, importance and contents, especially new points of the Directive No.5; turning them into relevant action plans of each unit; organized classes to study 06 lessons on studying and following Ho Chi Minh’s thought, moral example, and style at all levels. 100% of units and departments have opened training courses for their commanders and officers at key positions; 100% of the party committees and organizations, people’s organizations have made the studying and following of Ho Chi Minh’s thought, moral example, and style an important content in their action plans. This mission is regularly reviewed at their meetings.

To bring the Directive No.5 into life, becoming regular actions with practical and meaningful activities, the party committees and commanding officers at all levels have held meetings for their officers, party members, and the people to register to strive, and promise to maintain standard morality, lifestyle of revolutionary soldiers – “Uncle Ho’s soldiers”. They have also resolutely fought against, prevented, and eliminated the deterioration in political ideology, morality and lifestyle, internal “self-evolution”, “self-transformation”, while promoted the implementation of “determined to win” movement, and other campaigns like “Promoting tradition, devoting talent, deserving to be Uncle Ho’s soldiers” of units and departments.

The key content in implementing the Directive No.5 is to build soldiers’ lifestyle following Ho Chi Minh’s. The MR No.2 is a mountainous area with 34 different ethnic groups. People’s knowledge is not the same while their customs and cultures are different; the living conditions of a certain amount of people and cadres are in difficulties. Exploiting the people’s hardship, hostile forces have fostered “peaceful evolution” with very dangerous plots and activities. In addition, the boom of internet and social media has considerately impacted the thought, morality, lifestyle, and task performance of a number of soldiers. Several commanders’ methods of solving emerging issues in their units have been improper. There are still cases of the Military discipline’s and State law’s violation, the existence of democracy violation, red-tape, corruption, and wastefulness, etc. Therefore, the building of revolutionary soldier’s lifestyle is considered both a focal task and a long-term solution to the implementation of the Directive No.5 within the armed forces of the MR. Upholding that spirit, the MR’s Standing Party Committee have identified 05 criteria to build the revolutionary soldier’s lifestyle for its armed forces, namely: (1) independent thinking, self-reliance, creativity, and theory in line with practice; (2) democratic, scientific, and detailed working style, words coupled with actions, being a model; (3) explanation should be short, concise, easy to understand, easy to remember, and easy to follow; (4) a popular, neat, modest, and elegant living style, love working and the time, respect the people, love the people, and for the people; (5)industriousness, thrift, intergrity, uprightness. On those bases, departments and units concretize them in line with their specific tasks; successfully conduct the task of training, making dramatic changes in the soldiers’ awareness and actions in working as well as in daily activities; building a good cultural environment and regular style for the officers and soldiers to devote and strive to deserve to be ‘Uncle Ho’s soldiers’, and revolutionary soldiers in the new situation.

In order to achieve a dramatic change in working style of the party committees and key officers at all levels, the MR Party Committee have ordered them to regularly grasp, study and follow Ho Chi Minh’s working, thinking and behaving styles; strictly exercise democracy, collective leadership with accountability of individuals; criticism and self-criticism. The exercise of democracy in the party committee and commanding group is considered a breakthrough, the first criteria to strengthen solidarity, unity, and responsibility of each individual, and to access the quality of mission accomplishment. To the commanding officers, the MR’s Party Committee and Commander order them to continuously manage all activities of the unit, thoroughly understand the thinking and expectation of junior officers and soldiers, being a pioneer and a model. Right in this period of implementing the Fourth Resolution of the Party Central Committee (12th tenure), each party committee, party organization, commanding officer, cadre, and party member should uphold the spirit of democracy, criticism and self-criticism, speaking out their limits and weaknesses as well as the methods to overcome them. After implementing the Fourth Resolution, each unit should have firm solidarity and unity, creating new motivations to successfully fulfill 03 breakthroughs: training, combat readiness exercising; following law and military disciplines, building regular unit; renewing administrative management and personnel task, making changes in all working aspects, successfully implementing the defence and military task in the region, deserving the title of “Uncle Ho’s soldiers” – the soldiers of the people, for the people, and by the people.
