The 13^th National Party Congress took place when our country is facing multiple intertwined opportunities and challenges. In the world, peace, cooperation and development are still a big trend. Meanwhile, the country’s political and social conditions are stable, and defence, security, and foreign affairs are strengthened to help achieve positive results in all fields, enhancing national potentials and position, and consolidating and strengthening the people’s trust in the Party, State, and Army. However, the international and regional situation is complicated as the hostile forces are constantly promoting the strategy of "Peaceful Evolution" with more sophisticated, cunning, and malicious tricks and stepping up "self-evolution" and "self-transformation" to eliminate the leading role of the Communist Party and overthrow the socialist regime in Vietnam.

The success of the 10^th Military Region Party Congress, the 11^th Military Party Congress, and the 13^th National Party Congress has created new beliefs, motivations, and aspirations for cadres, soldiers and people to overcome all difficulties and challenges to fulfill the assigned tasks. To implement the tasks, goals, strategic breakthroughs specified in the National Party Congress’ Resolution, the Military Region should focus on implementing the following solutions.

First of all, to focus on leading and directing the learning of the Resolution for cadres, Party members, and the masses, especially leading cadres at all levels. Accordingly, the Party committees and organisations should actively develop plans for learning and briefing; hold training for reporters and disseminators, and promote propagation on the mass media with various, vivid, and creative forms.

The Party committees and organisations at all levels should supplement operation regulations, develop action programs and plans to implement the 13^th National Party Congress’ Resolution with specific objectives, tasks, and measures for each field, and assign tasks to each Party commissioners in charge each area of work.  Determination-to-Win Emulation movement should be promoted in association with other movements and drives to bring the Resolution into the soldiers’ life. Concurrently, inspection and supervision should be strengthened to ensure the strict and effective communication, learning, and implementation. The work of education and propagation should be thoroughly carried out to make all cadres, soldiers, and people aware of the adversaries and partners of Vietnam’s Revolution and hostile forces and political opportunists’ conspiracies and tricks to sabotage the Party, State, and Army. Besides, the internal political situation should be strictly managed in combination with timely provision of information and ideological orientation, especially on sensitive and complex issues and the country's political events to improve the soldiers’ "resistance" and "immunity" against malicious information.

Secondly, to strengthen grasping the situation, researching, and forecasting and promptly and accurately advise the Central Military Commission and the Ministry of National Defence on military and defence tasks. To raise vigilance and closely coordinate with other forces to effectively handle all situations, absolutely avoid passiveness and surprise. To closely coordinate with the local Party committees and authorities in actively researching and advising the Central Military Commission and the Ministry of National Defence to lead and direct the building of a strong all-people defence. To effectively implement the issued strategies, programs, plans, resolutions, and projects to create changes in awareness and action for military and defence tasks within the Military Region’s Armed Forces, the political system, and people in the area. To promote practical summation, theoretical research, and supplementation and development of military and defence theories to build the Military Region’s Armed Forces capable of meeting the requirements of firmly protecting the Fatherland in the new period.

Thirdly, to promote the core role in building the all-people defence and the all-people defence posture in association with the people security posture. To accelerate the construction of defence works, especially those in border lines, seas, and islands to build firm provincial, city, district, and Military Region defensive areas. To continue making breakthroughs in improving the quality of local military and defence work with attention paid to building strong local armed forces right from the grassroots level and to raising the advisory capacity of the Military Region agencies and local military agencies at all levels in the performance of military and defence tasks. To promote the building of permanent militia posts on the mainland border lines, residential areas adjacent to the militia posts and border posts and stations. To form border residential clusters to contribute to firmly protecting national border sovereignty. To closely coordinate with functional forces, especially the Public Security, Border Guard, and Coast Guard in performing the task of protecting national security, maintaining social order and safety, and combating crime and commercial fraud at sea, islands, and inland border lines in the area of the Military Region.

Fourthly, to constantly improve the overall quality, qualifications, and combat readiness of the Military Region Armed Forces. In particular, to attach special importance to building the Military Region Armed Forces to be politically vanguard, consistent, steadfast, and absolutely loyal to the Party, Fatherland, and People. To attach importance to education on Marxism-Leninism, Ho Chi Minh thoughts, national traditions and culture, class nature, and adversaries and partners in the new situation. To promote learning and following Ho Chi Minh thoughts, ethics, and style and implementing the 4^th Central Party Resolution (12^th Tenure) on building and rectifying the Party and preventing degradation, "self-evolution", and "self-transformation" to maintain and strengthen solidarity relations with the people to contribute to consolidating and strengthening the close relationship between people and the Party. At the same time, to proactively and resolutely protect the ideological foundation of the Party; neutralise the conspiracies and activities of "peaceful evolution", "self-evolution", "self-transformation", and "Military depoliticisation", and maintaining the Party's ideological ground within the Military Region Armed Forces. To promote the implementation of the three breakthroughs in organisational adjustment, training, and regularity construction, discipline and law observance, and administrative reform. To respond promptly and effectively to disasters, environmental incidents, pandemics, especially the Covid-19 pandemic, search and rescue, and other non-traditional security challenges.

Fifthly, to well implement defence foreign affairs and expand and deepen the solidarity and friendship with the Government, the Royal Army and people of Cambodia. To continue thoroughly grasping and effectively implement the Central Military Commission’s schemes and the Military Region’s plans and projects on defence foreign affairs and step up the people's foreign affairs to contribute to speeding up the progress towards completing demarcation landmark establishment on the Vietnam - Cambodia border line in the Military Region. To organise bilateral border patrols, search for remains of martyrs, and prevention and fighting against pandemics on the border line. To strengthen exchange activities and fellowship with units of the Royal Cambodian Army and exchange and share information between agencies and units in the Military Region and Cambodian central and local agencies, organisations, departments, and branches, especially in the protection of sovereignty over borders, seas, and islands . At the same time, to improve the strategy forecast ability and the capacity for advising, directing, managing, administering, coordinating, and organising the implementation of defence foreign affairs to contribute to protecting the Fatherland from afar.

Finally, to focus on making the Military Region Party Committee really clean, strong in politics, ideology, morality, and organisation, exemplary in learning and following Ho Chi Minh thoughts, ethics, and style, and pioneering and effective in preventing degradation, "self-evolution", and "self-transformation". To improve the comprehensive leadership capacity and combat power of the Party Committees and organisations and the pioneering and exemplary role of the contingent of cadres and Party members, especially the leading cadres at all levels. The Party Committees and organisations should make breakthroughs in improving their comprehensive leadership capacity and combat power, especially in the Party cells. To issue and implement drastically and effectively the Action Plan for implementing the Party congress’ resolutions at all levels.

With their high political will and determination, the Military Region 7 Armed Forces continue promoting the tradition of "Infinite loyalty, activeness, creativity, self-reliance, solidarity, and determination to win" to focusing on leading, directing, and strictly implementing the 13^th National Party Congress’  Resolution  and Action Plan to contribute to bringing the Resolution to life.
