Aware of the right position and role of the Emulation movement, the Party Committee and Command of Military Region 5 regularly lead and direct to promote innovation, bring the emulation movement to a new step, promote the armed forces of the Military Zone to well fulfil the military and national defence tasks in the locality.

Being imbued with President Ho Chi Minh's thought on patriotic emulation; thoroughly grasping and implementing the above resolutions, directives and instructions on continuing to innovate and speed up the commendation and emulation work and the Determine to win Emulation movement, over the years, the armed forces of Military Region 5 always carry out all emulation activities excitingly with many rich and vivid contents and forms, promoting the unity among officers and soldiers to make them overcome difficulties, and strive to complete all assigned tasks, contributing to improving the overall quality and combat strength of the armed forces of the Military Region. Notably, the emulation movement has directly contributed to making its agencies and units strong in politics, ideology and organisation; absolutely believe in the leadership of the Party, regardless of hardships and sacrifices, ready to accept and complete all assigned tasks; resolutely fight against the manifestations of degradation in political thought, morality, lifestyle, "self-evolution", "self-transformation" internally. Simultaneously, the Determined to Win Emulation movements have also been aimed at building strong party committees and organisations in politics, ideology, morality, organisation and personnel, associated with building all-strong, "exemplary and typical" units, building excellent strong mass organisations.

Celebrating the 75th anniversary of Uncle Ho's Appeal for Patriotic emulation (11th June 1948 - 11th June 11 2023) is an opportunity for the armed forces of Military Region 5 to continue to promote innovation, improve the quality and effectiveness of the Determined to win Emulation movement to meet the new requirements of military and national defence tasks in the area; in which, focus should be placed on the following contents:

Firstly, strengthen the leadership and direction of Party committees and commanders at all levels for the emulation and commendation work,  and the Determined to win Emulation movement. This is the leading fundamental factor that determines the quality, efficiency and steady development of the emulation movements. Therefore, the Military Region requires its agencies and units to continue to deeply grasp the directives, resolutions and guidelines of higher echelons to make a fundamental and firm change in the awareness of the Party committees and leading cadres of the position and role of emulation and commendation work, and the Determined to win Emulation movement in the new situation, thereby promoting their responsibility, leadership, and direction in all aspects for the emulation movements. Along with that, promote the roles and responsibilities of the emulation and commendation council (team), political offices and the cadres in charge of emulation and commendation work; uphold the pioneering, exemplary role of cadres and party members in advising, directing and implementing. Continue to closely associate the emulation movement with the implementation of Conclusion No. 01-KL/TW, dated 18 May 2021 of the Politburo (13th tenure) on continuing to promote the learning and following of Ho Chi Minh thought, morality and style; Conclusion No. 21-KL/TW, dated 25th October 2021 of the Party Central Committee on accelerating the building and rectification of the Party and political system; resolutely prevent, repel, and strictly handle cadres and party members found with degradations in political thought, morality, lifestyle, "self-evolution", "self-transformation"; and the Campaign Promoting tradition, Dedicating talents, Deserving "Uncle Ho's Soldiers" in the new era. Proactively coordinate with Party committees and authorities at all levels to effectively integrate the Determined to win Emulation movement with the local Patriotic emulation movements, creating synergy and promoting the extensive and sustainable development of the movements in each agency and unit.

Second, attach importance to education work, build the right motivation, arouse the self-consciousness and creativity of the masses; bring into play the role of all organisations and forces in the implementation of the emulation movement. President Ho Chi Minh taught us that: “If you want emulation to become a pervasive movement, involving everyone, you should touch their thoughts, making them clear that emulation is for the benefit of the country, and that emulation is patriotic, those who are patriotic must emulate”. Imbued with his teachings, party committees and commanders at all levels must regularly attach importance to education, building the right emulation motivation, and encourage organisations, officers and soldiers to dedicate themselves, dare to think, dare to do, dare to take responsibility. The content of education should be focused on the purpose, meaning, content, and organisation of emulation associated with the central political task of agencies or units. It is shown that, the more difficult the circumstance is, the more the emulation movements appear; When there are more emulation movements, there will be more unique and creative ways to do things. With extensive and self-conscious revolutionary action movement of the masses, whatever difficulty will be surmounted. Therefore, forms and methods of propaganda and education must be rich, lively, suitable for each object. Emulation must be conducted regularly, continuously, by various channels to arouse the self-emulation motivation of officers and soldiers, especially in difficult tasks and sensitive times.

Third, actively renovate the content, form and method of conducting the Determined to Win Emulation movement in the grassroots-oriented and task-based direction. In particular, political tasks, goals and targets of the movements should be based to determine the form and method of implementation to suit the characteristics of tasks and functions of each level, each sector, agency, and unit. The objectives and content of the emulation movements must be realistic, comprehensive, and focused on the crucial aspects, especially weak points of the units. Emulation criteria must be specific and reasonable, responded and voluntarily strived for by everyone. Forms and methods of implementation must be diverse, rich and appropriate. Associate emulation movements with the celebration of traditional days of the units, major national holidays; effectively integrate emulation movements with specific campaigns and movements of all levels and sectors to form a synergy to accomplish the goals and targets of emulation.

Fourth, closely combine emulation with commendation; strengthen the building of role models; make preliminary, summaries, review, and  nurture and replicate the role models. In order to create motivation for the emulation movement, commendation work must be conducted transparently, democratically, in accordance with the principles, for the right subjects and achievements right from the grassroots level. The commended and rewarded collectives and individuals must be really typical examples in task performance. Actively make plans to build, foster and replicate the role models from the beginning; focus on leading, directing and implementing the emulation movements with practical quality and efficiency; fostering, propagating and replicating the role models and the examples of good people and good deeds; properly evaluate the effort of each unit to make the emulation movements long-lasting and widespread. At the same time, maintain a disciplined way of monitoring, checking, grading, preliminaries, and review; promptly correct the shortcomings to develop the movement continuously and firmly. Resolutely avoid the expression of dishonesty in emulation.

With the spirit of "Emulation is patriotic, being patriotic must emulate", promoting the achievements gained, officers and soldiers of the armed forces of Military Region 5 will uphold the tradition of "Self-reliant, self-strong, overcoming the difficulties, enduring hardships, being creative, fighting bravely, winning gloriously", determine to emulate, and manage to build its armed forces all-strong, "exemplary and typical", successfully complete all assigned tasks.
