Military Region 3 strengthens logistics potential according to Resolution 623 of the Central Military Commission
Fully grasping and implementing Resolution 623-NQ/QUTW of the Central Military Commission, over the years, the armed forces of Military Region 3 (MR3) has deployed and comprehensively fulfilled their logistics’ goals, targets and tasks, which makes an important contribution to strengthening its logistics potential and posture, thus enhancing its defence strength in the new situation.
Fully grasping the Party’s viewpoint on building the all-people’s national defence in general and military logistics work in particular, especially the main goals, tasks and measures of Resolution No. 623-NQ/QUTW issued on 29th October, 2022 by the Central Military Commission on “Military logistics work until 2020 and beyond”, MR3’s Party Committee and Command have developed and issues resolutions, programmes, action plans, setting goals, tasks, measures, and implementation roadmaps in accordance with local characteristics, and the features of its military and defence tasks. At the same time, MR3’s Party Committee and Command have directed its agencies, units and schools to thoroughly grasp, develop programmes and action plans then synchronously and uniformly implement them, associate the implementation of Resolution 623-NQ/QUTW with the “Determined to win” emulation movement, and the movement “Military Logistics Branch follows Uncle Ho’s teachings”. Strengthening legal propaganda and education to raise soldiers’ awareness about the position, role and tasks of logistics work; promoting the synergy of all levels, branches, and localities as well as the proactiveness, creativeness, self-reliance, and sense of responsibility of soldiers in performing this vital work.
On the basis of consensus on awareness, MR3’s Party Committee attaches importance to leadership and direction on strengthening potential buiding and logistics posture meeting the tasks and requirements in both short and long terms. Following MR3’s direction, all-level logistics agencies regularly review, supplement, and perfect the system of logistics combat documents in accordance with certain plan, period and time. They also focus on developing logistics assurance plans in the prevention and control of natural disasters, diseases as well as search and rescue. Sufficiently and synchronously ensuring materials, equipment and means along with strictly maintaining logistics regimes for combat readiness. MR3’s Command has organised more training and logistics exercises combined with logistics assurance for annual exercises of units such as: defensive zone exercises, district and provincial defensive zone exercises, map-based and field command and staff drillls, thus improving the ability to command, operate and coordinate as well as logistics assurance at all levels, meeting the tasks and requirements of MR3’s armed forces under any circumstances.

Particularly, being well aware of its role as the country’s important strategic area, MR3’s Party Committee and Command direct the district and provincial Military Commands to well perform their advisory function to local party committees and authorities, to coordinate with departments, agencies and sectors to promote socio-economic development in association with strengthening national defence and security, building logistics potential and posture in defensive zones; consolidate and improve the operational efficiency of the defence area supplying council; build on-site logistics facilities as well as logistics reserve forces according to local characteristics. MR3’s Logistics Department has coordinated with local departments and agencies to promote research, development and application of science and technology in specialised fields; participate in the appraisal of socio-economic planning, especially in the fields of agriculture, health, transportation, construction, etc. Recently, district and provincial Military Commands have proactively advised the local party committees and authorities to allocate land, invest in planning budget, build rear and logistics bases within defensive zones; promulgate operational regulations of the defence area providing council according to Decree No. 21/2019/NĐ-CP of the Government, ensure consistency in leadership, direction and operation in accordance with mechanism of departments, branches and localities. Currently, 9 out of 9 provinces and cities and 100% provincial districts, towns, and cities in MR3 have had their organisations consolidated and completed the operational regulations of defence area providing councils; have completed the planning of rear and logistics based in defensive zones; have built 01 fishery logistics centre, 02 search and rescue centres; 6 out of 9 provinces and cities have used their budgets and land funds to construct buildings in logistics bases within defensive zones, purchase equipment and machinery for field hospitals with a total budget of 500 billion VND. At the same time, they regularly review, register and manage the quantity and quality of means of transport, human resources and ships according to Decree No. 30/2010/NĐ-CP, Decree No. 130/2015/NĐ-CP of the Government to be ready to mobilise to protect the sovereignty, sovereign right over the seas and islands of the Fatherland.
Under the motto of “ensuring military medicine by line, direction, and area with the combination of military – civilian medicine”, MR3 focuses on building a military medical force in defensive operations for clinics and hospitals, recruiting reserve forces to readily deploy field hospitals, treatment teams along with developing a military medicine assurance project for sea and island routes; coordinate with provinces and cities to be ready to mobilise local medical resources to serve the Army in urgent situations.
In implementing the work of logistics assurance, MR3 attaches importance to renovating methods of ensuring logistics materials, decentralising logistics to reasonably create logistics resources for units and localities, thus creating proactiveness in logistics assurance as well as promoting the positive aspects of the market economy and the localities’ strength.
By fully grasping and synchronously implementing policies and measures, the quality and effectiveness of logistics work and logistics potential of MR3 have been significantly improved, which contribute to the successful completion of military and national defence tasks, building an increasingly solid defence strength of MR3 in general and of provinces and cities in particular.
In upcoming time, in the face of the development in terms of military and national defence, the building and safeguarding of the Fatherland, and on the basis of promoting the results and experiences gained, MR3’s armed forces continue to thoroughly grasp, strictly and effectively implement the resolutions and directives of the Party, the Central Military Commission, and the Ministry of National Defence on logistics work with a focus on Resolution No. 623/NQ/QUTW by taking many synchronous measures, among which, importance is attached to some as follows:
First, strengthening the leadership and direction of all-level party committees and commanders on logistics work. Party committees and commanders at all levels fully grasp and effectively implement the contents, targets, and roadmaps related to logistics work as shown in the resolutions and directives of the Central Military Commission and the Ministry of National Defence, especially Resolution No. 230-NQ/QUTW issued on 2nd April by the Central Military Commission on leading and implementing the organisation of the Vietnam People’s Army in the 2021-2023 period and beyond. Continuing to review, adjust and concretise goals and targets of Resolution No. 623-NQ/QUTW as well as action plans and programmes of all-level party committees and logistics agencies, ensuring high feasibility and suitability. At the same time, regularly supplementing and perfecting regulations as well as leadership and direction regulations on different aspects of logistics work; strengthening inspection and supervision of the implementation of logistics goals and targets to promptly detect and correct weaknesses and shortcomings, praise and reward and replicate collectives and individuals with outstanding achievements during implementation.
Second, regularly reviewing, adjusting, supplementing and perfecting the system of logistics combat documents at all levels in accordance with the requirements and tasks, strictly maintaining the logistics regimes for combat readiness. Receiving and replenishing sufficient quantities of materials and logistics equipment for combat readiness according to Directive No. 15/CT-TM issued on 3rd December, 2018 by the Chief of the General Staff; ensuring sufficient logistics materials for irregular tasks according to Decision No. 921/QĐ-BQP issued on 30th March, 2021 by the Ministry of National Defence, with priority given to units on duty, on sea and island routes; well fulfilling the work of maintenance and management at all levels. Focusing on sufficient and timely logistics assurance for the tasks of its armed forces.
Third, all-level military agencies continue to well perform their advisory function to local party committees and authorities to include the category of building rear bases, logistics-technical bases into the medium-term and annual plans so that the localities allocate their land funds and budgets for implementing the project of building construction in the logistics-technical bases as scheduled. Striving that by 2025, 3 provinces, namely Quang Ninh, Thai Binh and Ha Nam will complete the construction of logistics bases within defensive zones; the other provinces and districts strive to construct 60%-70% and 50%-60% of the category. Deploying the construction of high-tech production zones associated with logistics bases in the provinces of Quang Ninh, Hung Yen, Hai Duong, Ha Nam to draw lessons and replicate the model. By 2030, MR3 will complete the construction of logistics bases within defensive zones.
Fourth, attaching importance to force building, improving the quality of training and logistics exercises at all levels. According to this, agencies and units must regularly focus on building a contingent of logistics cadres and staff with good ethics, positive working styles, and capability to advise, lead, command, direct and perform tasks. Regularly training and retraining to improve professional capability all-level logistics cadres and staff; promptly updating new contents, actively researching and applying scientific and technological feats to improve the quality of logistics work.
These above-mentioned measures help MR3’s armed forces to effectively implement Resolution No. 623-NQ/QUTW of the Central Military Commission, further improve logistics potential, contributing to the building of a strong all-people national defence, meeting the requirements and tasks of national construction and defence.
