Military Region 3 strengthens inspection and supervision, maintains strict discipline and builds strong armed forces

Inspection and supervision are important tasks within the leadership function of the Party - a crucial component in the entire process of Party building - to ensure clean and strong Party organisations and comprehensively strong, “exemplary and typical” agencies and units. The Party committees and inspection councils at all levels within Military Region 3 Party Committee have paid significant attention to leading and directing inspection and supervision work through determined and consistent measures and achieved positive results.

With a deep understanding of the role and significance of inspection and supervision in building strong Party and armed forces within Military Region 3, the Party committees and organisations at all levels have thoroughly communicated and implemented the Party’s leadership and guidance documents on inspection, supervision, and disciplinary enforcement. Particularly, after the 9th Party Congress of the Military Region, 2020 - 2025 period, the Party Committee has issued the specialised resolution on leadership in inspection and supervision work, the Regulations for the operation of the Inspection Council, and the Decision on regular supervision assignments for subordinate Party committees and presiding cadres. It has also developed plans for inspection and supervision and implemented strictly and seriously. In the process of implementation, the Party committees, Party organisations, and inspection councils at all levels have focused on leading and directing the innovation and improvement of the quality and effectiveness of inspection and supervision work, especially inspecting and supervising the implementation of political tasks and Party-building work and addressing limitations and shortcomings after inspection and supervision; strengthening the inspection and supervision of the principles of Party meetings, working regulations, and regulations for leadership of vital aspects and areas where violations are more likely to occur; actively monitoring to promptly identify and inspect Party organisations and members with signs of violation, and so on. To achieve high efficiency, the Military Region Command has held monthly joint meetings of agencies of Justice, Inspection and Regulatory Compliance, and Military Region Party Committee’s Inspection Council to evaluate the results of each agency’s task performance, grasp the situation, and coordinate in resolving violations or signs of legal and disciplinary violations; paid attention to training and educating the Party’s inspection, supervision, and disciplinary work for Party commissioners, members, and cadres of the inspection councils at all levels; and focused on consolidating the inspection councils, agencies, and cadres to have the right numbers and structures as required. It has also regularly exchanged information and conducted preliminary assessments of the coordination of inspection and supervision work between the Party Inspection Council of the Military Region Committee and the inspection councils of provincial (municipal) Party committees and between the provincial (municipal) Military Party Committees’ inspection councils and inspection councils of districts, towns, cities, agencies, and enterprises to enhance discipline and order, strengthen the leadership and combat power of the Party organisations as well as the observance of laws and regulations among the Party members and cadres, and warn, admonish, and prevent violations, contributing to building clean and strong Party organisations and members and comprehensively strong, “exemplary and typical” units to successfully complete assigned tasks.

In addition to the achievements, the awareness and sense of responsibility of some Party committees, Party organisations, and cadres towards this work have yet to be comprehensive and profound. The effectiveness of regular supervision by some Party committees and inspection councils has been rather modest, mainly limited to inspections, verifications, and handling of cases when violations are clear or when there are complaint letters and petitions. Hence, it has not been able to fully utilise the preventive and deterrent effects of inspection and supervision. The coordination, guidance, direction of inspection and supervision work and Party disciplinary enforcement by the inspection councils with some same-level functional agencies have yet to be tight and synchronised in some cases.

In the coming time, with the increasing demands of Army building, national defence enhancement, and Fatherland protection, the work of Party building and rectification is facing new and more stringent requirements. To meet these demands, the Military Region 3 Party Committee and Command have prioritised strengthening inspection, supervision, and strict discipline to build a clean and strong Party Committee and “elite, compact, and strong” armed forces to be ready to receive and fulfil all tasks assigned, particularly some key tasks as follows:

First and foremost, to enhance the awareness and sense of responsibility of the Party members and cadres regarding inspection, supervision, and disciplinary enforcement. This is the top priority and a decisive factor in improving the efficiency and effectiveness of the Party’s inspection, supervision, and disciplinary work. Party committees and inspection councils at all levels with the Military Region should continue to thoroughly communicate and strictly implement the Party’s resolutions, regulations, and conclusions on inspection, supervision, and disciplinary enforcement, particularly Regulation No.22-QD/TW, dated 28th July, 2021, by the Party Central Committee on the Party’s inspection, supervision, and disciplinary enforcement; Conclusion No.34-KL/TW, dated 18th April, 2022, by the Politburo on the Strategy for the Party’s inspection and supervision until 2030; and Resolution No.435-NQ/QUTW, dated 26th June, 2021, by the Central Military Commission on the leadership of the Party’s inspection, supervision, and disciplinary enforcement within the Military Party Committees during the 2020-2025 term. Additionally, they should also promote the roles and responsibilities of the secretaries of the Party committees and the chairman of the inspection councils at all levels in leading, directing, and organising the implementation and elevate the sense of responsibility of each cadre and the Party member to create a strong shift in awareness and sense of responsibility for this highly important task, contributing to building a clean, strong, “exemplary and typical” Military Region Party Committee, leading units to fulfill their assigned tasks.

Grasping and implementing the leadership ideology of “Proactivity, combativeness, education, and effectiveness,” the Military Region promotes the innovation and improvement of the quality and effectiveness of the inspection and supervision work in a comprehensive, focused, in-depth, and practical manner. The Party committees, organisations, and inspection councils at all levels should proactively develop inspection and supervision programs and plans and rigorously implement them according to the principles and regulations of the Party’s Charter and aligned with the situation and the tasks of each organisation, unit, and locality. In particular, they should focus on inspecting and supervising the implementation of political tasks and action programmes in accordance with the resolutions of the Party congresses at all levels in the 2020-2025 term and Conclusion No.21-KL/TW, dated 25th October, 2021, by the Party Central Committee (the 13th Tenure) on strengthening the building and rectification of the Party and the political system to resolutely prevent, combat, and strictly deal with the Party members and cadres who deviate from political thoughts, ethics, and lifestyle or have signs of “self-evolution” and “self-transformation,” especially in critical, sensitive areas, or prone to violations. During the implementation process, the Party committees and inspection councils at all levels are required to actively monitor the situation and proactively detect signs of violations by the Party members and cadres in order to prevent and intervene early. Particular emphasis must be given to the combination of regular supervision with irregular inspections and inspections when signs of violations arise; adhere the inspection and supervision of the Party committees to those against the Party commissioners and presiding cadres; monitor and supervise the enforcement of the Party disciplinary measures with the inspection and investigation against commanders, organisational work, and cadres. During inspection and supervision, individual responsibilities for shortcomings and deficiencies within the collective must be clarified; meanwhile, disciplinary measures must be enforced promptly, fairly, and accurately. At the same time, it is necessary to closely monitor the implementation of conclusions from inspections and address shortcomings and deficiencies following self-critique and critiques by the Party organisations and members; resolutely dismiss leaders, commanders, and managers who violate discipline; and reassign responsibilities to cadres with low credibility, poor performance, and numerous limitations, and so on.

To continue the renovation and improvement of the quality and effectiveness of the inspection and supervision work, maintain discipline, and build “elite, compact, and strong” armed forces, the Military Region attaches great importance to building inspection bodies at all levels, primarily the Military Region Party Committee Inspection Council, to be strong in terms of politics, thoughts, and organisation and a contingent of inspectors and supervisors who are honest and professional and have good moral qualities, healthy lifestyle, strong political will, deep professional knowledge, and correct, scientific, specific, and rigorous working methods to fulfil all assigned tasks and responsibilities. Accordingly, in addition to strengthening and consolidating the inspection councils and agencies and the contingent of inspectors in line with the regulations of the Party and the guidance of the Central Inspection Council, the Party committees at organisations, units, and localities should prioritise the selection, training, and enhancement of the political qualities, professional capabilities, moral qualities, and working methods and style of the specialised inspectors. Investments should be made in necessary facilities and equipment for the inspection councils and bodies at all levels to meet the requirements of the new situation. The superior Party committees and inspection councils should enhance their leadership, guidance, and inspection against the subordinate Party committees, Party organisations, and inspection councils in implementing their tasks, etc. Moreover, the Military Region should pay great attention to the close coordination between inspection, supervision, and disciplinary work with the inspection, investigation, prosecution, and trial by law enforcement agencies and maintain the efficient cooperation mechanism between the Military Region Party Committee’s inspection councils and the local Party committees’ inspection councils, particularly in terms of information and communication related to the Party’s inspection, supervision, and disciplinary work to ensure the prompt, thorough, and consistent handling of the Party members and cadres who violate the Party’s discipline, military discipline, and state law without petitions, complaints and extended cases.

Inspection and supervision are routine, vital tasks of all the Party committees, Party organisations, and inspection councils at all levels, and these are directly led, directed, and organised by the Party committees. In the current context, strengthening inspection and supervision work is even more crucial, directly contributing to maintaining discipline, enhancing leadership capabilities and combat readiness of Party organisations, as well as the quality of the cadres, Party members, and building a strong Military Region Party Committee in terms of politics, thoughts, ethics, organisation, and cadres and the Military Region “elite, compact, and strong” armed forces to fulfill military and defence missions in the new situation.
