Military Region 3 promotes innovation and improves training quality

Fully realising the importance of training in improving the overall quality and combat strength of the armed forces, the Party Committee and Command of Military Region 3 have focused on leading and directing the comprehensive renovation to further improve the quality of this important work, meeting the requirements of Military building and Fatherland protection in the new situation.

Over the past years, along with strengthening its structural organisation and building a "clean, compact and strong" unit, the Party Committee and Command of the Military Region have paid special attention to leading and directing the renewal of training in accordance with Resolution 765-NQ/QUTW, dated December 20, 2012 of the Central Military Commission, and considered this as a breakthrough for improving the overall quality, combat strength, and ensure that the armed forces of the Military Region always successfully complete all assigned tasks. Following the direction of the Military Region’s Command, agencies, units and localities have implemented the Projects of "Innovating training programs", "Innovating training contents and methods", etc. in a creative and relevant manner. Therefore, the synergy, and level of combat readiness of the Military Region's armed forces are ceaselessly enhanced; the level of operation of the defensive area of leaders and commanders at all levels and the ability to cooperate in combat among departments, branches, units and localities have been improved, contributing to the construction of the all people’s national defence, meeting the requirements of firmly building and protecting the area in all situations.

Making preparation for conducting exercise

In the coming time, complicated developments and impacts of the world and regional situations are placing increasingly high requirements on the entire army in general and the Military Region in particular in performing military, defence and Fatherland protection tasks. Moreover, the whole Military is focusing on streamlining and modernising its organisation to meet the requirements and tasks in the new situation. Faced with that reality, the Party Committee and Command of the Military Region  advocated continuing to comprehensively implement the contents and measures, leading and directing the implementation of the breakthrough to innovate and further improve the quality of training, creating a drastic change in the level of combat readiness and combat strength of its armed forces, meeting the increasingly high requirements of reality.

To realise its objectives, together with upholding the roles and responsibilities of Party committees, commanders, political commissars and junior commissars at all levels, the Military Region focuses on making thorough preparation for training in a "thoughtful, serious, comprehensive, and synchronous" manner, and considers this an important condition and premise to improve training quality. It has been proved in reality that the capacity of the training staff is the leading factor determining the training quality of the unit. Therefore, the Military Region continues to direct its agencies, units and localities to make all-round preparation. In particular, special attention is paid to conducting on-the-job training for cadres at all levels, both before and during the training process, especially for those who are directly involved in training and newly appointed cadres. In order to make it highly effective, it promotes decentralisation in training, chooses the appropriate time and object for training; closely examines the quality of each class at all levels with special priority being given to improving the quality of staff directly involving in training; accurately assesses the qualifications, capacity and forte of each cadre so as to choose the right person for each training content.

Along with preparation in personnel, the Military Region focuses on promoting the role of the training advisory agencies at all levels and the roles of political, logistical and technical departments in coordination, collaboration in developing training plans and programs; effectively manages and uses allocated budget together with promoting internal resources to best serve training tasks; promotes initiatives, improves models, learning tools and training equipment; increases the application of modern technology, ensuring adequate supplies for training and manoeuvring tasks. In addition, it also actively plans and invests in building the system of shooting ranges, training ranges, training grounds, etc. to meet  requirements for both training and drills. 

In recent years, the Military Region has seen changes in requirements, tasks, restructuring, and has been equipped with a number of new and modern weapons and technical equipment. Because of this, in the coming time, it will actively innovate training contents and methods. Adhering to the guidelines of "basic - practical - thorough" for training soldiers, "basic - practical - quality" for training militia and self-defence forces, and "basic - practical - effective" for training the reserve, it directs agencies, units and localities to renew training contents, organisation and methods in the direction of closely combining political education with military training, between technical training with tactical training; strengthens field training, night training, manoeuvre training, task-based or scenarios training and physical training, battlefield disciplining in order to make its troops familiar to the reality of high-tech war. 

Along with that, it drastically innovates to enhance tactical and campaign drills, focusing on coordination skills between air, land and sea forces; actively applies information technology in data transmission, summarising, analysing and assessing the situation; uses digital maps, drafts digital combat documents on 2D and 3D terrain; directs localities and functional forces to advise and renew the defensive area drills and civil defence drills to suit the specific situation, constantly improving the level of combat readiness for localities and firmly defending the area it is responsible for.

The Military Region continues to direct the management and administration of training in the direction of "concentration, unity, synchronisation, efficiency, no overlap". In particular, it clearly defines the responsibilities of each branch and level; promotes the role of the advisory body in guiding, organising, and coordinating between agencies and units in performing training tasks. At the same time, it actively renews and strengthens the forms and methods of inspection and check, and urge each agency and unit to properly perform their functions and tasks; promptly praises and rewards collectives and individuals with outstanding achievements; resolutely corrects and overcomes ineffective manifestations and wrongdoings in training.

In addition to the above solutions, the Party Committee and Command of the Military Region strengthen the leadership and direction of Party committees and commanders at all levels to continue to innovate and be creative in leading and directing the training work. At the same time, it improves political and ideological education, constantly raising the awareness and responsibility of cadres and soldiers about this important task; consolidates its organisation and staff, in compliance with regulations and practical situations; pays attention to building a contingent of cadres at all levels with political steadfastness, pure revolutionary morality, good qualifications and professional capacity, meeting the requirements and tasks of building the armed forces of the Military Region with high overall quality and combat power, firmly defending the Fatherland in all situations.
