The policy of building all-strong "exemplary and typical" units of the Central Military Commission and the Ministry of National Defence is to concretise the Party's resolutions and directives on building the Military, strengthening national defence, and protecting the Fatherland. Thoroughly grasping that policy, the Party Committee and Command of Military Region 3 have focused on leading and directing the synchronous implementation of many solutions in implementing this important content, meeting the requirements of Fatherland protection in the new situation.

As an area with an important strategic position in terms of economy, culture, society, defence, security and foreign affairs of the Northern region and the whole country, Military Region 3 (MR3) has made many contributions to the cause of national liberation in the past, as well as the present cause of national construction and defence. Thoroughly grasping and strictly implementing the strategies, resolutions and directives of the Party, State, Central Military Commission, Ministry of National Defence on Military building, national defence strengthening, and Fatherland protection, MR3’s Party Committee and Command have focused on leading and directing its armed forces to comprehensively, synchronously and effectively implement the standards of building all-strong units according to Directive No. 917/1999/CT - BQP dated June 22, 1999 of the Minister of National Defence.

In order to improve the quality of building an all-strong, "exemplary and typical" unit according to Directive No. 79/CT-BQP, dated July 22, 2022 of the Minister of National Defence, meeting the requirements and tasks of building MR3’s armed forces in the new situation, MR3’s Party Committee and Command determine to focus on leading and directing all aspects of work, with focus on the following contents:

Firstly, building MR3’s armed forces strong in politics, ideology, morality, organisation and personnel. Party committees, commanders, political commissars of agencies and units should continue to thoroughly grasp and educate cadres and soldiers to fully realise the position, meaning and importance of Directive No. 79 /CT-BQP of the Minister of National Defence; firmly grasp the contents, standards and measures to build an all-strong, "exemplary and typical" unit in order to identify targets and solutions that are close to the characteristics and tasks of each agency and unit and consider this as the permanent central political task. The whole Military Region steps up the construction of party committees and party organisations at all levels to make them clean and strong with improved leadership capacity and combat strength; strengthen management, education and training of cadres and party members to meet requirements and tasks. Improving the quality of political education, legal propaganda, dissemination and education for the subjects associated with the thorough implementation of the emulation movement and political tasks of the Military Region, units and localities. Focusing on fostering political courage and steadfastness, good moral character, strong will and high determination of its officers and soldiers to make them ready to receive and well complete all assigned tasks.

Continue to implement the Project of the Military participating in the prevention and combat of "peaceful evolution" strategy in the field of ideology and culture; in which, focusing on improving the capacity of "Force 47", strengthening the struggle against wrong and hostile views, contributing to protecting the ideological foundation of the Party. Directing mass organisations and Military Councils to promote their roles in performing tasks; well implementing models and activities of communications, emulation movements, campaigns, contests and sports festivals at all levels.

Second, consolidating the organisation and staffing of agencies and units to make them "lean, compact, strong", building the reserve forces "strong and firm", the militia and self-defence forces "strong and widespread". Strictly implementing resolutions, directives and plans of the Politburo, Central Military Commission, Ministry of National Defence, MR3’s Party Committee and Command on the organisation of the Vietnam People's Army in the period of 2021 - 2030 and beyond. Focus on adjusting and consolidating the organisation and staffing with priorities given to the units conducting training, combat readiness, stationed in border, seas and islands regions. Building its standing force in the direction of "lean, compact, strong, balanced and mobile"; paying attention to building "strong and widespread" militia and self-defence forces, a "strong and widespread" reserve force, with increasingly high quality. 

In training, well implementing the motto of "basic, practical, solid", 3 points of view, 8 principles, 6 combinations; focusing on innovating training methods; attaching importance to synchronous, intensive and combat-based training; training to master weapons and technical equipment, especially new ones; combine training with physical training of troops. Improving the quality of training, drills, and the quality of education and training in line with reality of each agency and unit. Agencies and units should regularly supplement and perfect the system of combat documents, plans for natural disaster prevention, control and mitigation, search and rescue, and plans for fire and explosion prevention and control. Actively grasping, assessing and accurately forecasting the situation, promptly handling situations well, not being made passive or unattended, contributing to firmly safeguarding the sovereignty of borders, sea and islands, maintaining security and safety, political security, social order and safety in the locality, creating conditions for localities to develop their economy, culture and society.

Third, stepping up the implementation of the regular order; strictly abiding by State law and military discipline. Agencies and units should thoroughly grasp and strictly implement the directives and decisions of their superiors and of MR3 on building regular order, observing discipline and laws for all officers and soldiers. Strengthening measures to manage the number of troops, weapons, equipment and vehicles. Paying attention to inspecting the implementation of military regulations and rituals; promptly detecting and strictly handling violations, especially serious cases.

In addition, agencies, units, and school need to take measures to manage the ideological situation and social relationships of soldiers. Focusing on building officers, party members and soldiers of the Military Region to raise their sense of self-discipline, strictly abide by discipline, be ready to accept and fulfil their assigned tasks well; building strong party organisations, commanding organisations, mass organisations and military councils; maintaining internal unity and strengthening the good military-people relations. Accomplishing the goals of building e-government, applying science and technology, and digital transformation in the military and defence fields in the Military Region. Step by step carrying out administrative reform in leadership and direction of all levels of party committees, party organisations and commanding organisations in the direction of democracy, practicality and strict discipline.

Fourth, regularly taking care of and improving the quality of logistics, technical, financial, investment and planning works, meeting the requirements of regular and extraordinary tasks. In order to well implement this content, it is necessary to focus on educating MR3’s officers and soldiers to be fully aware of the position, meaning, importance and effective implementation of the emulation movement of “The Military Logistics branch follows Uncle Ho's teachings". Focusing on breakthroughs to create comprehensive, synchronous and solid changes in the work of supplying and healthcare for soldiers; strengthening the direction, construction and operations of logistics in defensive area; drastically renovating the method of logistics and financial supplying; giving priority to the units on duty on the border lines, islands and key areas. Building and managing regular, green, clean and scenic barracks, good catering and supply management units.

Continuing to thoroughly grasp and implement effectively, creating solid changes in technical work. Improving the quality of technical supply work, promptly responding to requirements and tasks. Successfully completing the targets and system of technical facilities. Stepping up the construction of the technical regularity, continuing to extensively deploy the campaign of "Good, durable, safe and economical management, exploitation of weapons and technical equipment, and traffic safety" in all agencies and units of the Military Region.

Building all-strong, "exemplary and typical" units is an objective requirement, in line with the requirements of Military building and defence cause. MR3 armed forces, together with the whole army, will continue to thoroughly grasp and well implement the standards of building all-strong, "exemplary and typical" units to generate its high overall quality and combat strength, contributing to firmly defending the area and the Fatherland in the new period.
