Military Region 2 grasps and implements Resolution No.5 of the Politburo (13th tenure)

Military Region 2’s Party Committee and Command have considered the 13th Politburo’s Resolution 05-NQ/TW, dated January 17th, 2022 on organising the Viet Nam People’s Army (VPA) in the period of 2021-2030 and beyond as a breakthrough that should be implemented via drastic, synchronous measures and steps in order to make the Military Region’s armed forces “adept, compact, and strong”.

Military Region 2 consists of 9 Northwest provinces (5 provinces borders China and Laos), thereby holding a position of strategic importance in terms of defence and security, acting as the “border fence” of the Fatherland. In the Military Region’s area, our VPA and people have won glorious victories in the two resistance wars against the French and the U.S. aggressors as well as in today’s cause of Socialist Fatherland construction and protection. Bringing into play those victories, over the years, the Military Region’s Party Committee Standing Board and Command have always thoroughly grasped resolutions and directives of the Party, the Central Military Commission (CMC), and the Ministry of National Defence (MND) to comprehensively carry out military and defence work and successfully fulfil all assigned tasks. The Military Region’s Party Committee and Command have focused their leadership and direction on making the people’s armed forces “adept, compact, and strong” under a close and scientific road map.

Seriously grasping and synchronously, closely, scientifically, drastically implementing the Politburo’s Resolution

Right after the issuance of the 13th Politburo’s Resolution 05-NQ/TW, the CMC’s Resolution 230-NQ/QUTW, dated April 2nd, 2022, and the MND’s Plan 1228/KH-QP, dated April 25th, 2022 on organising the VPA in the period of 2021-2030 and beyond, on May 16th, 2022, the Military Region Party Committee promulgated Resolution 04-NQ/ĐU and the Military Region Commander issued Directive 26/CT-QK, dated June 23rd, 2022 on organising the Military Region’s armed forces in the period of 2021-2030 and beyond. The Military Region’s  Party Committee Standing Board and Command have directed affiliated party committees (excluding party organisations of the Military Region’s Military School, 5 economic-defence corps, 2 enterprises, and Vocational Training College No.2) and military party committees of 9 provinces to issue specialised resolutions on force organisation in accordance with their tasks, plans by the MND and the Military Region Command as well as directions by the Military Region’s offices. All other party organisations have been required to include force organisation in their annual, 6-month, quarterly, monthly resolutions. The process of force organisation has been in tandem with adjustments in force disposition and combat determination/plans to meet requirements set by the Military Region’s defensive task and provinces’ defensive zone construction. In the process, offices and units of the Military Region have been asked to enhance leadership and combativeness of party committees and party cells, align party committee consolidation with the building of a contingent of key cadres, proactively review, supplement, develop, and complete work and leadership statutes after merger or reorganisation to ensure party leadership over all operations. Provincial military party committees have been required to proactively report to provincial party committee standing boards on the organisation of the VPA in the period of 2021-2030 and beyond and cooperate with provincial organising commissions in directing and guiding the merger process between party organisations under the Party’s Charter. Units of the Military Region have attached importance to improving the quality of mass organisations and soldiers’ councils in accordance with their new payroll and promoting the vanguard role of each staff and union member in performing tasks. At the same time, due attention has been paid to closely managing and handing over weapons, equipment, materials, and defence land to avoid wastefulness and negative practices and guarantee absolute safety. The Military Region’s Party Committee Standing Board and Command have focused on encouraging staff offices, particularly offices for personnel work and manpower and equipment to coordinate with others to give advice to the Military Region on steps of force organisation under regulations and plans made by the Military Region and the MND. All-level leaderships and commands have promoted a sense of responsibility for inspecting and supervising the implementation of the Military Region Party Committee’s Resolution and the Military Region Commander’s Directive on organising the Military Region’s armed forces in the period of 2021-2030 and beyond.

Thanks to great resolve and scientific, proper measures, up to now, the organisational structure of the Military Region’s armed forces have been basically adjusted according to the MND’s decision with a balance between offices and units as well as between the standing force and the reserve force. The synergy and combat power of the Military Region’s armed forces have been considerably raised, thereby contributing to opportunely, effectively dealing with defence and security situations and firmly protecting national sovereignty and border security.

Concentrating leadership on politico-ideological work

Force adjustment is a crucial, complex, sensitive task involving many sectors and units, directly impacting on staff members’ ideology and units’ combat readiness and strength. Thus, the Military Region has directed all-level party committees and organisations to seriously grasp and disseminate resolutions and directives by the Party, the CMC, the MND, and the Military Region itself to render all cadres and soldiers fully aware that force adjustment is an objective requirement to build the Military Region’s armed forces and the VPA with an increasingly higher level of synergy and combat power as the basis for protecting the Fatherland in the new situation and achieving the goal of building a modern VPA from 2030. All-level party committees and commands have focused on clarifying viewpoints, goals, and principles relating to the organisation of the VPA in the period of 2021-2030 and beyond. Offices and units of the Military Region have been asked to follow steps of ideological work, enhance management work, with a focus on soldiers’ family background, health, and social relationships, remain proactive in ideological forecast, orientation, and settlement, and resolutely handle all manifestations of subjectivity, hastiness, apathy, and dependence. When detecting new ideological issues or complex, sensitive ideological incidents, all-level party committees and commands have been required to flexibly, effectively adopt remedial measures under procedures of ideological management, maintain their units’ stability, and opportunely submit reports. The Military Region has directed its offices and units to closely combine ideological work with policy work and personnel work in each step and stage of force adjustment. Party committees and organisations have adhered to principles and procedures of personnel work, while resolutely settling all violations and guaranteeing the stability of the workforce in the force adjustment process. At the same time, due regard has been paid to strengthening the work of internal political protection and well implementing policies for military staff and their families, particularly for redundant officers, professional service men and women, defence employees and workers within merged, dissolved, reorganised offices and units in a close, public, democratic, uniformed manner. Great value has been attached to providing sufficient information, orientating cadres and soldiers’ ideology against new, sensitive issues, proactively fighting against wrong, hostile viewpoints, and preventing “self-evolution” and “self-transformation” from within as the basis for safeguarding the Party’s ideological foundation in the Military Region. Thanks to the good performance of ideological work, a vast majority of cadres and soldiers of the Military Region have shown their great political zeal, self-discipline, and determination to overcome difficulties and successfully fulfil all assigned tasks.

Making the Military Region’s armed forces “adept, compact, and strong” in tandem with reform and improvement in training and combat readiness

The guiding principle in force adjustment is to maintain units’ stability and avoid negatively impacting on units’ task performance. Thus, the Military Region has directed all-level party committees and commands to keep grasping the CMC’s Conclusion 60-KL/TW, dated January 18th, 2019 on continuing executing the CMC’s Resolution 765-NQ/QUTW on raising the quality of training work in the period of 2013-2020 and beyond. Realising those documents plays a decisive role in the synergy and combat power of the Military Region’s armed forces, acting as a central task for the Military Region’s Party Committee and Command. To that end, units of the Military Region have renewed training programmes, contents, methods, direction, and operation in a highly feasible fashion, with a breakthrough placed on key, new issues and weaknesses. Significance has been attached to adhering to the training motto of “basics, practicality, solidity”, organising synchronous, specialised training courses relevant to combat reality, tasks, areas, and projects, and handling situations in protection of national sovereignty and border security. Due attention has been paid to holding live-fire field, general loop, and  combined arms exercises in line with defensive zone operations. Doing so has enabled units of the Military Region to opportunely adjust and supplement combat plans/projects and improve all-level commanders’ capability in combat command, direction, and coordination. Moreover, the Military Region has directed its offices and units to closely manage their troops, create a huge positive change in military standard order building and observance of military discipline and the State’s law, enhance the Determination to Win Emulation Movement, and renew methods of logistics and technical support in order to raise the quality of training and combat readiness.

Grasping and implementing the Politburo’s Resolution 05-NQ/TW and the CMC’s Resolution 230-NQ/QUTW represent a both urgent and long-term political task.  Therefore, all-level party committees and commands must remain resolute, persistent, prudent, democratic, active, proactive, and creative in performing that political task so as to make Military Region 2’s armed forces “adept, compact, strong”, and capable of meeting their task requirements in the new situation.
