Military Logistics attentively manages to successfully accomplish the missions in 2023

In 2022, on being affected with many factors, especially the ones from the Russia-Ukraine conflict, climate changes, natural disasters, diseases, etc., the military Logistics was adjusting its organisation and staff according to the Resolution No. 230-NQ/QUTW, dated 02/4/2022 by the Central Military Commission; the Plan No. 1228/KH-BQP, dated 25/4/2022 by the Ministry of National Defence on the Army’s organisation in the period of 2021-2030 and the following years; the Plan on Digital Transformation of the Logistics in the period of 2021-2025, with orientation to 2030, etc. However, under the close direction and guidance from the Central Military Commission, the Ministry of National Defence, the offices’ and units’ executive committees and commands together with the effort, management and responsibility of all cadres, soldiers and workers, the Logistics implemented synchronously and completely many solutions to successfully accomplish all the assigned missions.

The year 2023 is “the time of drastic modification of organisation and staff” for the Logistics. Meanwhile, it is estimated that there still exist many complicated occurrences negatively affecting the Military Logistics. Consequently, in order to well finish the tasks, based on the achieved results and the reduction of limitations raised in the past 10 years of implementing the Resolution No. 623-NQ/QUTW, dated 29/10/2012 by the Central Military Commission on the Military Logistics tasks, the whole army, especially the Logistics, need to grasp and well carry out all the related resolutions, directions, etc.; bring into play the internal forces, seriously adjust the organisation and staff, actively overcome difficulties, renovate and improve the quality of all supporting tasks, focusing on some main contents and solutions as follows:

Firstly, enhance the education and improvement of soldiers’ awareness and responsibility, making the firm ground for the successful implementation of the logistics work in the new situation. In order to well carry out this task, all-level executive committees and commands need to combine many suitable solutions to thoroughly grasp the Party’s viewpoints and guidelines, the State’s policies and laws, the Central Military Commission and Ministry of National Defence’s resolutions and directions on building the Army and meeting the new requirements of the missions. It needs to focus on the comprehension of key contents of the Resolution of the 11th Congress of Military Party Committee, the Resolution of the Central Military Commission on the military logistics affairs, the Order on the logistics affairs in 2023 by the Minister of National Defence, etc. Education programs must be complete, focusing on the key points, making soldiers, in their position, clearly understand the tasks of logistics support in specific conditions; find solutions to overcome difficulties, actively and correctly carry out their logistics targets and connect them with both the accomplishment of their military and defence missions and their units’ activity plans, at the same time, well carry out the staff work, policies on soldiers’ homes, etc., timely encourage and make a high agreement in their awareness, build their responsibility for cadres, soldiers and workers in the whole army on the logistics affairs in the new situation.

Secondly, actively research, forecast and thoroughly grasp the situation, seriously maintain the regulations, assure enough logistics in high quality for the combat readiness tasks. Functional offices and units, especially the logistics forces at operation-level and strategy-level, need to thoroughly grasp the situation related to the economy, politics, society, security, national defence, military affairs, etc. throughout the world, region and the nation; focus on the strategies, economic and military activities from big countries and countries in the region, the diseases, the climate change, etc. in order to exactly forecast the effects (especially the negative effects) to the logistics support for each branch, field and level; based on that, to actively build and propose the methods and solutions to assure the logistics scientifically and practically for the tasks, the ones for combat readiness in particular. Meantime, it is to give priority for the forces doing their mission of protecting the sovereignty of seas, islands, borders, key areas of national defence and security and the forces doing the special tasks.

With the development, the multi-faceted changes from the reality, agencies and units need to intensely check, adjust and complete the all-level operational logistics documents; focus on building the plans to suitably meet the national defence requirements, etc. At first, it is necessary to organise and seriously maintain the stores, alternatively change the existed quantity; gradually support logistics materials and equipment for combat readiness in all situations in all strategic, operational and tactic levels. It needs to focus on directing, supporting and well training the 5th Field hospitals level 2 and the Field hospital level 1 of the Engineer Unit No. 2, readily join the UN peacekeeping activities, at the same time, make schedules which are practical to each area, enhance the logistics construction and activities in defence zones. Moreover, it also needs to direct and well assure the logistics support for the armed forces which are joining the activities of building and developing the socio-economy, enhancing the national defence and security; build the logistics posture connected with the all-people national defence, making it synchronous with the projects on the socio-economic development in each field and area, creating the uninterrupted posture to not only meet the demands for the military and national defence missions but also contribute to the economic development and social security.

Thirdly, actively bring into play the internal forces, effectively use all forces to best assure the regular logistics. All agencies and units, the military logistics in particular, need to maximize the supporting methods of logistics materials; purchase and create the legal sources of logistics materials; closely manage and supervise the technical standards, the quantity and quality of products, making sure the logistics regulations and standards for the assigned units, maintaining and gradually improving soldiers’ life. For the military supplies, it is necessary to bring into play the effectiveness of the pricing council, closely manage the price and the quality of food; actively create sources and improve the methods of food processing, the food safety and the quality of soldiers’ meals. For the military medicines, it is important to manage and take care of soldiers’ health; limit the death rate of diseases; do the periodical health check for 100% soldiers, maintain the rate of fit soldiers over 98.5%. It needs to implement the Program on “Improving the capability of the military Preventive Medicine”; closely cooperate with the civilian preventive medicine, synchronously and effectively carry out all the solutions for disease prevention. For barrack construction work, it needs to check and complete the general project on building barrack; carry out the construction of specific projects on building barrack and supplying clean water according to the Plan on the medium-term investment of the 2021 – 2025 period and in 2023. It is also necessary to decentralise the rights on investing, planning, assessing and approving projects and maintenance of construction work according to the rules from the State and the Ministry of National Defence, making sure that 100% of buildings are checked and taken when being constructed and finished; enhance the investors’ supervising roles. It continues to rearrange and deal with the housing basis of all units; implement projects on housing building according to the regulations from the Government and the Ministry of National Defence. It needs to actively create the sources, make sure enough up-to-limit quantity of gasoline, technical facilities for all tasks; closely manage and save the gas use in each task; promote the inspection on purchases, sources and quality of petrol. The military transportation forces need to well transport, timely and safely support both regular and sudden tasks; make sure the safety when coordinating with other transporting units. Strategic transportation needs cooperation to well fulfil the missions of protecting the sovereignty of seas, islands, etc.

Fourthly, build the strong logistics units and offices at all levels. Together with launching effectively programs, and projects, the Logistics needs to focus on leading, directing, organising and effectively implementing the Resolution No. 230-NQ/QUTW by the Central Military Commission and the Plan No. 1228/KH-BQP by the Ministry of National Defence on the forces organisation due to the set plans. In which, it needs to advise and direct the construction of the Logistics with appropriate quantity and organisation, high quality, synchronousness from grass-root to strategic level; gradually upgrade the facilities and means to be synchronous with weapons and equipment, especially for services, arms and forces advancing straight to modernity. It also needs to research, build, modify and issue specific working regulations, the logistics decrees, circulars and documents which are suitable with the missions and the reality. In order to effectively direct and carry out the logistics supporting tasks due to the new organisation and staff, all functional agencies and research forces need to closely cooperate with units to thoroughly grasp the requirements and tasks in each field, the reality features; actively research, build, propose and standardise the functions, missions and working relationships among all-level logistic-technical offices, making conditions for the completion of all tasks in the new situation. Simultaneously, in each field, it is necessary to actively improve and effectively apply the achievements of the 4th Industrial Revolution; the logistics digital transformation; administration renovation to make sure the safety and cybersecurity, etc. And improve effectively the logistic work. Organising the logistic training for participants needs to be practical and suitable with the mission requirements; focus on improving the knowledge, skills of commanding, directing, managing and organising logistic support, mobility capability and combat readiness. Additionally, it is important to train logistic officers at all levels on the Logistics Regulations, the organisation of logistics support in operations and on their professional knowledge. In the international cooperation, it is a must to rightly implement regulations on the military foreign affairs, prioritise the cooperation on personnel development, the high-qualified ones in particular, the digital transformation; research and exchange the science, applications, technology handover on the logistic work and activities of humanity support, rescue and the UN peacekeeping.

As well, the Military Logistics needs to well carry out the consultance, direct the implementation of new projects, programs, etc. on logistics; promote and effectively bring into play the determined-to-win emulation movements, especially the movement of “The Military Logistics following Uncle Ho’s sayings” combined with other campaigns on building the totaly strong, “exemplary, typical” logistics offices and units at all levels, etc., thereby, strengthening the general power and successfully accomplish all logistic plans, targets and missions in 2023, contributing to the successful accomplishment by the whole army of all missions on military affairs and national defence in the new situation.
