Under the guidelines on moving straight to modernity, the Signal Brigade 134’s Party Committee has synchronously implemented measures to drastically exercise its leadership over this task. In this regard, the building of a typically pure and strong Party Organisation has been put at the forefront of its measures.
The Signal Brigade 134 is stationed in a large area (including 40 positions in 17 provinces and municipalities). It is comprised of many independent groups and stations in the isolated, remote areas or in the areas mainly inhabited by ethnic minority people, far from the management of all-level commands. Meanwhile, its logistics support work is still limited and its troops’ life is in difficulty. To build a typically pure and strong Party Organisation, the Brigade’s Party Committee has directed affiliated party committees and organisations to grasp and effectively execute higher echelons’ resolutions, directives and guiding documents on the Party building. They have been required to strictly maintain regulations on party meeting, particularly the principle of democratic centralism, collective leadership, and individual accountability, frequently consolidate all-level party committees both quantitatively and qualitatively, and formulate work and leadership statutes. Due attention has been paid to managing, educating and training party members, and initiating new members into the Party in accordance with the dispersal of troops. Emphasis has been placed on building a contingent of cadres with proper structure and great capacity to meet the task requirements under the principles and procedures of the personnel work. Consideration has been given to inspecting and supervising party organisations and members’ performance of their task. As a result, all-level party committees and organisations’ leadership and combativeness have been enhanced and their core political role in offices and units has been promoted. Cadres and party members have neither committed degradation in political ideology, ethics and lifestyle nor shown any sign of “self-evolution” and “self-transformation,” which has contributed to strengthening the Party’s leadership over all operations of the Brigade.

Currently, the Brigade’s task of communication assurance has new developments with more demanding requirements. Being imbued with Uncle Ho’s teachings: “the first job is to rectify the Party and encourage each party and youth union member to dedicate themselves to serving the people and fulfilling the mission entrusted by the Party,” and grasping the guidelines on “continuing perfecting grass-roots level party organisations’ structure and raising their leadership, combativeness, and responsibility for educating, managing, training, inspecting, and supervising party members,” the Brigade’s Party Committee has determined to continue realising the goal of building a typically pure and strong Party Organisation with the comprehensive leadership and great combativeness to lead the Brigade to successfully all assigned tasks.
To that end, the Brigade’s Party Committee has grasped and effectively implemented resolutions of all-level Party Congresses and higher echelons’ directives and guiding documents on the Party building. Emphasis has been placed on three breakthroughs set by the Brigade’s Party Committee for the 2020-2025 tenure, namely (1) raising the quality of training and combat readiness, (2) renewing and improving the quality of political and ideological education, (3) making a comprehensive and solid change in military standard order building, discipline management and traffic safety assurance. Great value has been attached to stringently executing the 12th Party Central Committee’s Resolution No.4 on the Party building and rectification, the 13th Politburo’s Conclusion 01-KL/TW, dated May 18th, 2021 on continuing to implement the 12th Politburo’s Directive 05-CT/TW and the Central Military Commission Standing Board’s Directive 87-CT/QUTW on “studying and following Ho Chi Minh’s ideology, ethics and lifestyle” as well as regulations by the Politburo, the Party Central Committee’s Secretariat, and the Central Military Commission Standing Board on the role model-setting responsibility and the Campaign on promoting tradition, devoting talent, deserving to be “Uncle Ho’s soldiers” in the new period. To do so, the Brigade’s Party Committee has directed party organisations and key cadres at all levels to develop action plan/programmes, opportunely detect, prevent and combat the degradation in political ideology, ethics and lifestyle as well as the signs of “self-evolution” and “self-transformation.” They have been asked to enhance inspection and supervision of their cadres and party members to maintain the Party’s political foundation within the Brigade.
Following Uncle Ho’s teachings: “a party cell will be good only when its members are good. To have good party members, party cells shall educate each of them,” the Brigade’s Party Committee has synchronously adopted measures to manage, educate, train, and develop its party members. It has proactively grasped and orientated the ideology of cadres, party members and the masses, while opportunely dealing with ideological issues right at grass-roots level. It has strictly maintained the Politburo’s regulations on party members’ work relationship with party organisations and citizens in their residential areas, the Party Central Committee’s list of party members’ don’ts, and the Regulations on Grass-Root Level Democracy, while seriously receiving the masses’ feedback for party organisations and members. Importance has been attached to renewing political and ideological education and promoting the responsibility of cadres and party members, particularly party committee members and key cadres at all levels for improving their political zeal, ethics and lifestyle. Political training courses on the Party building have been aligned with the study and following of Ho Chi Minh’s ideology, ethics and lifestyle. On a yearly basis, all cadres and party members write their commitment to self-improvement relevant to their task. Superiors have been required to “set good examples for subordinates to follow.” As a result, cadres and party members have been self-aware to set role models in terms of political quality, morality, lifestyle and task performance. In addition, the Brigade’s Party Committee has directed party cells to frequently educate and cultivate the masses so that they would be initiated into the Party. On an annual basis, about 10 to 15 staff members shall be initiated into the Brigade’s Party Organisation.
Raising all-level party organisations’ leadership and combativeness is an important part of the building of a typically pure and strong Party Organisation. Grasping and realising the Central Military Commission Standing Board’s Conclusion 111-KL/QUTW, dated February 12th, 2019 on continuing to improve grass-roots party organisations’ leadership and combativeness and the quality of cadres and party members within the Military in the new period, the Brigade’s Party Committee has directed affiliated party committees and organisations to actively renew the development of their resolutions relevant to their offices and units’ situation, in a short, clear manner. They have been required to stringently maintain regulations on party meeting, raise the quality of party meetings, particularly at party cells, and handle the signs of complaisance and avoidance in self-criticism and criticism. Due regard has been paid to abiding by the principle of democratic centralism, collective leadership and individual accountability, with party committee secretaries and deputy secretaries being responsible for all operations of their offices and units. Consideration has been given to reviewing, supplementing and completing work and leadership regulations, managing relationships, and maintaining a sense of unity within party organisations, offices and units. Great weight has been added to consolidating party committees and organisations with the proper structure and high quality, aligning the building or party committees with that of key cadres, and associating the building of pure, strong party organisations with that of comprehensively strong offices and units. According to the Brigade’s Party Committee, within a signal assurance party cell, there should be a party committee, within a platoon, there should be party teams, and within a signal station, there should be party members.
Being fully aware that the personnel work and cadres play a role of utmost importance and act as “the root of all work,” the Brigade’s Party Committee has focused its leadership on the personnel work to ensure democracy and openness. It has frequently reviewed, supplemented, adjusted, and closely executed the planning of managerial cadres and commanders at all levels. It has also promoted the role of all-level party committees and key cadres in managing and cultivating cadres, while evaluating cadres equally, objectively, correctly and well implementing policies for cadres. Doing so has enabled it to build a contingent of cadres with the proper structure, high quality, comprehensive capacity, and fitness to meet the task requirements.
Fully understanding the importance of the inspection and supervision work, the Brigade’s Party Committee has required party committees and organisations to enhance the work of inspection, supervision, and Party discipline. Advocating that “supervision should be expanded, while inspection should be focalised,” it has attached significance to inspecting and supervising its affiliated party committees and organisations’ task performance and Party building. Meanwhile, party committees and organisations have focused on inspecting and supervising cadres and party members’ task performance and self-improvement in morality and lifestyle as well as their execution of the 12th Party Central Committee’s Resolution No.4 in line with their study and following of Ho Chi Minh’s ideology, ethics and lifestyle. Due attention has been paid to proactively detecting and strictly handling violations of the Party’s discipline, the State’s law, and the Military’s discipline committed by party organisations and members. Great value has been attached to promoting the role of mass organisations in supervising cadres and party members. Doing so has contributed to making the Brigade’s Party Organisation typically pure and strong and building an “exemplarily, typically” comprehensively strong Brigade capable of successfully fulfilling all assigned missions.
