Legal dissemination and education at Tank and Armoured Brigade 574

The work of legal dissemination and education is the first and important step to bring law into life, contributing to the establishment of legal order and culture in social life. During the performance of its tasks, Tank and Armoured Brigade 574, Military Region 5, has focused on leading, directing, and flexibly renewing this work both in form and content, thereby directly contributing to improving the awareness of law and discipline observance of its officers and soldiers and building an all-strong, "exemplary and typical" unit.

Foci of leadership and direction

Creating solid changes in regularity construction, law and discipline observance, and safety assurance is one of the breakthroughs identified by the 17th Congress of the Brigade Party Committee for the 2020-2025 term. To realise that breakthrough, the Brigade Party Committee issued Resolution No. 374-NQ/DU, dated February 28, 2020 on strengthening leadership in the education and management of State law and military discipline observance and safety assurance at the Brigade. In particular, specific contents and solutions to improve the effectiveness of law dissemination and education have been identified. The Party Committee and commandants of the Brigade requested the units to focus on the work of briefing, raising awareness, building determination, and upholding the responsibility of organisations and forces, especially those of the party committees, commanders and presiding officers at all levels in implementation. Along with that, the Brigade regularly consolidates and maintains the order and effectiveness of the Councils for coordination in legal dissemination and education; improves the quality and effectiveness of consulting, directing, guiding, inspecting and assisting the unit in carrying out this important work. Inspections are carried out regularly by the Brigade to detect "gaps" in legal awareness of officers and soldiers for additional adjustment plans. At the same time, the study and observance of State law and military discipline are associated with the evaluation of the results of the implementation of the Determine to win Emulation drives of agencies and units. Review and commendation work are periodically conducted to praise and replicate good and creative ways of doing and typical collectives and individuals in the observance of State law and Military discipline. Thanks to the comprehensive, focused, unified, smooth and fast leadership and direction, the work of legal dissemination and education at the Brigade has seen significant changes in reality.

Selecting appropriate contents, actively innovating methods and diversifying forms of legal propaganda, dissemination and education to create breakthroughs

Thoroughly grasping and implementing the Project "Promoting the role of the People's Army in law dissemination and education, and mobilising people to obey the law at grassroots" launched by the Military Region 5, and the Project "Strengthening the work of law dissemination and education to raise the legal consciousness for Military youth in the 2021 - 2025 period", agencies and units in the Brigade have focused on selecting appropriate contents, actively renewing methods, diversifying forms of legal propaganda, dissemination and education. The contents of education and propaganda are elaborated to make officers and soldiers not only master the legal documents, directives and regulations of their superiors, but also see the role and meaning of the law and discipline for each individual and social life, so that they can form a sense of self-discipline in training and observing law and discipline, contributing to the completion of assigned political tasks. In the implementation, the Brigade directed the units to focus on the new legal documents; guidelines and directions closely related to the task performance and the lives of officers and soldiers, such as: Law on Road Traffic, Law on Anti-Corruption, Law on Natural Disaster Prevention and Control, Law on Officers of Vietnam People's Army, Law on Military Service 2015, Law on the Sea of Vietnam, Law on Access to Information, Law on Cyber Security; the thematic topics: "Some crimes often occuring in the Military Region, causes and solutions to prevent", "Criminals infringing on the obligations and responsibilities of servicemen specified in Chapter XXIII of the Penal Code" , etc. In addition to the learning content, agencies and units also actively develop supplementary research and study plans to learn the directives, guidelines and regulations of the Ministry of National Defence and the Military Region on the management and observance of law, discipline and safety assurance in all areas of military operations.

Legal dissemination conducted on stage

With the identified contents and programs, agencies, units and mass organisations have flexibly applied various forms and methods of law dissemination and education, in which importance was attached to combining concentrated education with continuing education and political education; integrating with the tasks of training, combat readiness, field training, mass mobilisation, disaster relief, etc. Forms of legal propaganda, dissemination and education are diversified with the application of information technology in propaganda, and interesting video clips to make the contents understandable and memorable. At the same time, the active participation of youth’s union and women’s union is promoted to carry out legal forums, seminars, and contests in theatrical forms to create a diverse and multi-dimensional educational environment, contributing to improving the awareness of the observance of State laws and military discipline for members of the unions.

Thoroughly grasping and implementing Directive No. 04-CT/BQP, dated January 20, 2011 of the Minister of National Defence on the implementation of "Legal Day" in the Army and the "Legal Day of the Socialist Republic of Vietnam" according to Decree No. 28/2013/ND-CP of the Government, the Brigade regularly and effectively maintains the activities of "Legal Day" monthly. Together with "Party Day" and "Political, Spiritual and Cultural Day", "Legal Day" has become an indispensable part in the life of all cadres and soldiers, and an extensive political-legal drive which upholds the sense of law-abiding in the entire brigade. The content of "Legal Day" always adheres to the plan of the Council for coordination in legal dissemination and education of the Military Region and is diversified with different forms that are close to the unit's mission requirements to make it easy for officers and soldiers to comprehend. Besides activities of the "Legal Day", other legal education models are also employed, such as: "One law a week", "Officers and soldiers of Brigade 574 doing one good deed daily”, etc., thereby creating an exciting self-studying environment, contributing to raising awareness and improving the behaviour for law and discipline observance throughout the unit. Along with that, the Brigade effectively maintains the model of "Legal Bookcase" at all levels, each of which contains more than 400 legal books and newspapers. The library of the brigade always provides a full range of legal books and newspapers for officers and soldiers to search and study, thereby contributing to making positive changes in the quality of legal dissemination and education, maintaining the stability of the unit, and successfully completing all assigned tasks.

Actively building a legal environment in the unit, persistently orienting the action of troops

Law dissemination and education in general, and of each agency and unit in particular, is an important and urgent issue that should be carried out regularly, but it can only be effective when officers and soldiers are able to live, work, and study in a good legal environment. Because of this, the brigade focuses on building a regular, disciplined, democratic and united cultural environment, making it easy for the soldiers to practise and obey the law and discipline; upholds the exemplary and pioneering role of cadres at all levels in words and actions, while paying attention to ensuring good material and spiritual life of troops and enhancing the operation of the system of cultural and democratic institutions.

As the level of awareness of troops is unequal, agencies and units have combined legal propaganda, dissemination and education with action orientation, legal assistance and consulting activities for servicemen, helping them firmly grasp the content and meaning of legal provisions, and fully aware of their legal rights and obligations, thereby, they would voluntarily obey and strengthen their belief in law, and form their law-abiding habit.

Adhering to the motto that "small rain lays great dust", legal dissemination and education has helped improving the awareness and responsibility of cadres and soldiers of the brigade in obeying the State law and Military discipline; promoted the movement of self-disciplining and regularity building in its agencies and units. As a result, absolute safety is always maintained throughout the brigade; positive changes have been seen in legal and discipline observance, without a single case of serious violation. This is one of the important factors and foundations creating synergy for the Brigade to successfully complete its assigned tasks.
