Engineer Brigade 414 – Hai Van Engineering Corps – a campaign-level engineering unit of Military Region 4, is tasked with training, maintaining combat readiness, building combat structures, training fields, clearing unexploded bomb, mines and ordnance, preventing and combating natural disasters, conducting search and rescue operations and border patrol and performing unscheduled task of the Military Region. Task variety, force dispersal, highly independent operation, etc. have considerable impact on the unit’s task accomplishment, especially the observance of law and disciplines. Hence, the brigade’s Party Committee and Command always attach importance to leading and organising legal dissemination and education with creative, practical and effective forms and methods. Hereby, awareness, responsibility and actions of each cadres and soldiers have seen changes in complying State law, Military discipline, regimes and regulations to build an “exemplarily and typically” comprehensively strong unit, laying a foundation for the stability, development of the Brigade.
First and foremost, the Brigade’s Party Committee and Command strengthen its leadership and direction to ensure this vital work to be executed decently, practically and effectively. The Brigade, accordingly, requires all-level committees, commissars and commanders to thoroughly grasp the upper echelon’s resolutions, directives on legal propagation, dissemination and education to constantly enhance awareness and sense of responsibility during the implementation. In monthly and yearly resolutions on leading task implementation of the Brigade’s Party Committee and its all-level Party Committees and Party Cells, legal dissemination and education, as a vital content, are always attached significance to; on that basis, agencies and units have designed plans, performed in accordance with echelons and clearly identify the directions, tasks, contents, forms, time and subjects of dissemination and education which must be detailed, scientific and feasible. The Brigade has proactively designed and implemented the Action plan for the Project of “Bringing into play the role of the People’s Army in joining legal dissemination and education, mobilising the People to observe the law at grass-roots levels in the period of 2021 - 2027”, the first period (2021 – 2024), the year of 2022 in a strict and serious manner.

Diversify and flexibly implement approaches and “soften” the contents of legal propagation, dissemination and education. In reality, issues concerning law and discipline are “dry” contents which are difficult to impart, learn and remember. The Brigade, thus, attaches importance to renovating, diversifying forms and approaches of legal propagation, dissemination and education with the motto and objective of making cadres and soldiers “understand quickly, retentively memorise and correctly implement”.
Additionally, the Brigade has regularly coordinated with Military Procuracy, the Military Court of Military Region 4 to hold seminars to disseminate, propagate law contents that directly refer to cadres and soldiers. Cultural institutions such as library, reading room, Ho Chi Minh room, internal radio system, youth’s bookcase, etc. have been paid due attention to and strengthened in terms of people and facilities, which meets increasing requirements of cadres and soldiers in studying law. Every year, over 11,500 rounds of cadres and soldiers study books, newspapers, magazines on Military discipline and the State law. In addition to concentrated classes with thematic topics accoding to the documents of Coordinating Council for Legal dissemination and education of the Ministry of National Defence in conferences and meetings, etc., agencies and units have frequently grasped and promptly announced law and discipline violations in the Army, Military Region, Nam Dan district (Nghe An district) and Brigade. Hereby, experience and ideological orientation have created significant changes in both awareness and actions, heightened responsibility and sense of “abiding by the Constitution and law” for cadres and soldiers.
In face of the fact that deviatory acts from moral standards, legal and discipline violations on cyberspace tend to increase and have impact on cadres and soldiers in the whole Army with potentially complicated factors, the Brigade attaches importance to educating and propagating regulations on information security and the use of social networks for all cadres and soldiers. Particularly, it is necessary to pay attention to the propagation and eduation on the contents of the Law on Cybersecurity, Decree No. 174/2013/NĐ-CP issued on November 13th, 2013 by the Government on penalising administrative violations in the area of post and telecommunication, information technology, the regulation on using audio and video recording devices in the Army, especially the regulation on the use of Internet and social networks. Thereby, cadres and soldiers are more conscious of the complication and negative impact of the Internet and social networks, potential risks, common scams and tricks of taking advantage of using social networks to sabotage the Party, State and Army. Particularly, in the condition that cadres and soldiers often take part in building important military structure with dispersed and independent activities far from the unit’s management, the Brigade requires all-level Party Committees and commands to deeply and carefully disseminate the regulations on preserving secrets of the State and the Army, contents that militants must not post, download and share on social networks, etc. As a result, the awareness of compliance of cadres and soldiers is constantly improved, which leads to their appropriate conduct on social networks and contributes to preventing soldiers’ cyberspace violations “early” and “from afar”.
In order to make legal dissemination and education highly effective, the Brigade attaches significance to bringing into play the roles of organisations, closely combining legal dissemination and education with emulation movements and campaigns and enhancing management and discipline. Closely adhering to resolutions and plans of all-level Party Committees, the Youth Union has promoted its role and responsibility in organising for cadres, the members of the Youth Union to propagate and educate the rights and duties of the Union’s members in observing the State law, Military discipline and units’ regimes. Along with the active participation in movements for training, discipline compliance, building standardised lifestyle and wholesome cultural environment, Military Councils of units always perform right functions and tasks and educate law-abiding self-awareness. Every month, the Standing Party Committee and Command of the Brigade and agencies attend democratic dialogues with cadres and soldiers to listen to their thoughts and aspirations, promptly address difficulties, build confidence and units’ high sense of unity, which contributes to stability and prevention of violations.
Agencies and units have combined legal propagation, dissemination and education with political and ideological education; studying and following Ho Chi Minh’s thoughts, morality and manners, the Campaign for Promoting traditions, devoting talents to deserve the title “Uncle Ho’s soldiers” and Determination to win Emulation Movement have created strong pervasiveness which directly influences soldiers‘ awareness of culture and law. Besides, commanders of agencies and units have strictly maintained daily and weekly regimes including the strict implementation of the regulations of the Military Region and Brigade on consuming alcohol, riding motorbikes and road safety, the regulations on preventing and combat Covid-19 pandemic, strict management of military men as well as good implementation of military dressing and greeting. Concurrently, close coordination with Party Committees, local authorities, and families should be made to educate, manage and train soldiers. It is required to strengthen inspection, proactively detect, prevent and strictly deal with violations. Education and encouragement should be combined with administrative measures to remain strict discipline and reasonableness, and facilitate soldiers striving and training.
With the above-mentioned measures and approaches, legal dissemination and education of the Brigade have gained high effectiveness and created significant changes in their awareness and sense of abiding by Military discipline and the State law, specifically, the rate of discipline violation has dropped to below 0.2%, which contributes to building a pure and strong Brigade’s Party Committee, an “exemplarily, typically” and comprehensively strong Brigade and strong mass organisation to accomplish all assigned tasks, deserving the tradition of the Heroic Unit of People’s Armed Forces in the new era.
