Building a strong all-people national defence is the strategic and thorough policy of our Party and State. As for Lam Dong - one of the provinces located in the strategic Central Highlands, implementing this content well is even more important. Therefore, building a strong all-people national defence in the area is highly valued and implemented by the province with many synchronous and appropriate solutions.
Lam Dong is a mountainous province, located at the southern gateway of the Central Highlands. Boasting many beautiful landscapes and famous tourist attractions, and being home to many ethnic minorities and large scientific, technical agencies and projects, the province has an important position in terms of politics, economics, culture, society, tourism, defence and security. This makes the task of building a strong all-people national defence, ready to deal with complex situations in defence and security, especially in the strategic area of the Central Highlands a frequent and important one.
"Strongly promoting the spirit of innovation, discipline, responsibility, exemplary, daring to think, daring to do, turning challenges into opportunities, successfully implementing the Resolution of the 11th Provincial Party Congress", recently, the Party, government, people and armed forces of Lam Dong province have strived and determined to overcome difficulties, carry out socio-economic development tasks and build a strong all-people national defence, build an all-people national defence posture associated with a firm people's security posture, and achieved good results. This is manifested in the fact that the awareness and responsibility of the cadres, party members and people for the task of building and protecting the Fatherland has gradually been raised; defence potentials have been constantly strengthened; its armed forces have been built strong in all aspects, with high overall quality and combat readiness; the defensive zone posture has been built increasingly firm, etc.

In the coming time, it is forecast that the situation in the Central Highlands as well as Lam Dong will be basically stable, but some localities still risk potential instability; hostile and reactionary forces are likely to continue to promote their sabotage activities and divide solidarity between ethnic groups,... affecting the task of consolidating national defence, security and socio-economic development. This requires the Party, government, people and armed forces of the Province to strive to build a strong all-people national defence, creating a favourable environment for the Province’s fast and sustainable development, focusing on the following solutions:
First of all, continue to promote propaganda and education on the task of building a strong all-people national defence. Thoroughly grasping the resolutions and directives of the Party, the Central Military Commission, the Ministry of National Defence, the Province promotes propaganda and education for its cadres, party members and people, about the meaning, importance and necessity of building a strong all-people national defence in the new situation.
The content of propaganda and education must be extensive, comprehensive, memorable, understandable and suitable for each objects. In particular, it is necessary to focus on resolutions and directives of the Party, the State, the Central Military Commission, the Ministry of National Defence, Military Region 7 and the Province on the cause of national defence and Homeland protection in the new situation. At the same time, there is a need to promote defence and security education for the young generations about the heroic tradition of struggle of Lam Dong to foster their patriotism, and raise their awareness and responsibility in building and protecting the country. In terms of form, in addition to education through briefings, meetings, studying resolutions, directives, etc. the province promotes propaganda on central and local mass media; closely combines defence and security education with field trips to historical revolutionary relics and military units operating in the area.
Second, focusing on socio-economic development, contributing to building strong defence potentials. With a favourable geographical location and natural conditions which are ideal for developing high-tech agriculture, services, and tourism, the Province directs its junior levels, sectors, and localities to focus on turning advantages into resources for socio-economic development. In particular, it focuses on promoting the restructuring of its agricultural sector to make it a comprehensive and modern one where national and international centres for research, production and application of high-tech agriculture are placed. Besides, it continues to promote and develop brandname for its vegetable, fruit, flower, coffee products...; focuses on developing high-quality tourism products and services through programmes and events, such as Lam Dong Tourism Golden Week, Dalat Flower Festival; reopens a number of charter flights from Lien Khuong airport to Korea, Thailand, and Malaysia; further promotes administrative reform and improves the investment and business environment; strengthens promotion and expansion of domestic and foreign markets, create favourable conditions to mobilise all resources for socio-economic development; promotes exports, especially high-value products, as a driving force for economic growth; directs Loc Son and Phu Hoi industrial parks to promote operations and improve production and business efficiency; continues to call and encourage domestic and foreign investors to operate in Phu Binh Industrial Park, Dankia - Suoi Vang Tourist Area, South Da Nhim River Urban Area, etc.
On the foundation of socio-economic development, the Province focuses on building solid defence and security potentials. In particular, it prioritises resources for building defensive projects, especially those of traffic, medical and telecommunications sectors,... towards dual-use direction to ensure a close combination between social-economic development and defence and security strengthening and vice versa, contributing to building a strong all-people national defence.

Third, promoting the strength of the entire political system and people from all walks of life in building the all-people national defence. The province directs all levels, branches and localities to focus on building a clean and strong political system, maintaining internal political security, and actively fighting and preventing manifestations of deterioration in political ideology, ethics, lifestyle, "self-evolution", "self-transformation", actions that undermine the great national unity bloc and sow division between the Party, the State, the Army and the People. Moreover, it focuses on improving the living standards of the people, especially those living in remote and extremely difficult areas. At the same time, it should thoroughly grasp the situation and promptly solve people's problems right at the grassroots, so as not to make hot spots evolve.
Fourth, building all-strong armed forces and promoting their core role in building the all-people national defence. The Provincial Military Command focuses on building strong armed forces in politics, ideology, ethics, organisation and personnel with improved overall quality and combat power. Military agencies at all levels should promote the consolidation of standing forces in accordance with the new payroll and conduct training and exercises to improve their qualification and combat readiness capability, timely and effectively handling situations. Build strong and widespread militia and self-defense force with good military and professional qualifications; strong reserve force with sufficient quantity and high quality. Focus on building and establishing new self-defence units in businesses, especially in Loc Son and Phu Hoi industrial parks. At the same time, it strengthens coordination between forces, especially coordination between the Military and the Police in performing national defence and security tasks.
Fifth, build the Province into a solid defence area. Based on the defence posture of Military Region 7 and the master plan for socio-economic development and national defence and security assurance in the Central Highlands, the Province continues to direct the synchronous and drastic implementation of solutions for the construction of defence areas. In particular, it focuses on consolidating and improving the operational efficiency of the steering committees for civil defence, and building defence areas at all levels; promotes the role of military agencies. Moreover, it regularly reviews and adjusts military zone planning; makes master plan of defence land use in relation with the socio-economic development plan of the province; continues to research, adjust positions, build and upgrade a number of command posts, and the system of rear bases, logistical and technical bases, fortification, and battlefields; strictly manages defensive works; renovates and repairs natural caves for storing logistics, technical materials, etc.
Last but not least, it combines and promotes the strength of the State and people in building projects of defence area; regularly adjusts and supplements combat plans, and plans to mobilise forces and means of the economy to serve defence and military purposes when necessary, contributing to building a strong all-people national defence, creating a premise for realising the goal of building Lam Dong into a rich, strong, multi-identity, and a leading province in the Central Highlands region.
