On December 28^th, 2021, the Central Military Commission (CMC) issued Resolution No. 847-NQ/QUTW on bringing into full play the qualities of “Uncle Ho’s Soldiers”, resolving to combat individualism in the new situation. The imperative resolution requires all-level Party committees of the entire Army in general and Kien Giang’s Military Party Committee in particular to focus on leading, grasping, and implementing seriously and effectively, meeting the requirements of building the Army, consolidating defence and protecting the Fatherland.

Being fully aware of the positions and significance of the Party building work, the contingent of cadres and party members, the Provincial Military Party Standing Committee, under higher echelon’s instructions, has designed Plan No. 773-KH/ĐU to perform Conclusion No. 21-KL/TW dated October 25^th, 2021 of the  Party Central Committee (13^th tenure) on “Accelerating the building and rectification of the Party and political system, resolutely preventing, strictly punishing cadres and party members who degrade political thoughts, ethics and lifestyle, and have manifestations of “self-evolution” and “self-transformation” and Resolution No. 847-NQ/QUTW (or Resolution 847) of the CMC on bringing into play the qualities of “Uncle Ho’s Soldiers”, resolutely combat individualism in the new situation. At the same time, the committee has directed its agencies and units to organise sweeping political activities for the whole cadres, party members and people to deeply grasp the purposes, requirements and contents of the Resolution; promote the spirit of “self-inspection”, “self-correction”, “studying” and “following”, strictly abide by Regulations on modelling and things that party members must not do, resolve to combat, drive back and prevent individualism, which make a big, substantive and sustainable step in fulfilling political tasks. To that end, agencies and units have seriously conducted the research and study of three documents namely (1) Conclusion No. 21-KL/TW, (2) Regulation No. 37-QĐ/TW of the Party Central Committee, dated October 25^th, 2021 on things that party member must not do, and (3) Resolution 847 of the CMC.

During the implementation,  all-level party committees and commands are required to focus on their leadership and direction on the contents, methods and time for studying the documents to surely fit the subjects in the units. It is important to apply and concretise contents and criteria close to the characteristics and tasks of agencies and units to achieve uniformity in awareness and responsibility of all-level party committees and commands, cadres, party members and the mass. After each learning session, all cadres, party members and Youth Union members are required to write reports and the results of the reports are the basis for evaluating and commending cadres and party members. Agencies and units assess the situation and results of task performance, regularity building, discipline observance and cultivation of morality and lifestyle of cadres, party members and soldiers.  The Provincial Military Party Committee attaches importance to renewing the contents and enhancing the quality of politico-ideological education, effectively implements the Project on “Renewing units’ political education in the new period”, and improves combat capability, persuasiveness and effectiveness of ideological work. At the same time, information work is well conducted to promptly orient public opinion, especially on complicated and touchy issues, achieve uniformity in awareness and actions in the implementation of Conclusion No. 21-KL/TW, resolutions, instructions, and plans of the Party Central Committee, the CMC, the Military Region’s Party Committee and Provincial Military Party Committee on the Party building and rectification. It is imperative to actively grasp the thoughts, viewpoints, and relationships of cadres and soldiers to promptly detect and tackle arising issues.

To realise Resolution 847, the Provincial Military Party Committee focuses on leading and directing the building and stringent execution of the standard morality, lifestyle of cadres, party members, and responsibility of cadres in charge at all levels to model; maintain party organisational and operational principles resolving to combat arbitrariness, authoritarianism, patriarchy and interest groups. Based on the five ethics of “Uncle Ho’s Soldiers”, the Provincial Military Party Committee checks and adjusts the moral norms of cadres, party members, soldiers, and those of the contingent of commanding cadres in accordance with each category of agencies, units and the characteristics of works and positions. Each individual must sign a pledge for striving and the content which is close to each unit’s functions and tasks, and each individual’s responsibilities and tasks must be ratified by the Party committee and Party cell. Inspections on the execution of the content should be conducted monthly. The Party Committee requires all levels of Party committees to strengthen the management, education, and training of party members; improve the quality of the Party development, regularly check, detect, educate, assist and resolve to expel ineligible members from the organisation. Its agencies and units stringently implement the principles and regulations on appraising, investigating, verifying, and concluding political standards. It is necessary to regularly check and well manage the internal political situation; actively prevent and fight against the sabotage of hostile forces, the deterioration in political thoughts, ethics, lifestyle, and manifestations of “self-evolution”,  “self-transformation” and individualism. The work of making comments and evaluation on cadres, planning, training, arranging, and rotating cadres among units and agencies must ensure the moral and political norms and competence that epitomise the qualities of “Uncle Ho’s Soldiers”; those who are unqualified, political opportunists or have a lust for power cannot be approved. The commander and commissar of a district military command must not be from the same locality. It is a must to strictly conduct the votes of confidence on Party committee members and cadres; promptly dismiss and replace cadres with limited competence and low prestige. The execution of “self-examination”, “self-correction”, “criticism” and “self-criticism” in political activities provides cadres, party members, and the mass with deep insights into the achievements and shortcomings to overcome. Thereby, they can clearly define their responsibility for modeling, studying, and following; actively forge and preserve the qualities, ethics, and lifestyle of “Uncle Ho’s Soldiers”; overcome difficulties and strive to accomplish all assigned tasks.

Combining the implementation of Resolution 874 with that of resolutions, conclusions, directives, and regulations on the Party building and rectification, and campaigns. The Party Committee should require its agencies and units to execute Resolution 874 in association with the Resolution of the 12^th Provincial Military Party Congress, the Resolution of the 10^th Military Region Party Congress, resolutions, conclusion, directives, etc. of higher echelons on the Party building and rectification, particularly Conclusion No. 01-KL/TW of the Politburo (13^th tenure) on the continued implementation of Directive No. 05-CT/TW; Conclusion No. 21-L/TW of the Party Central Committee (13^th tenure);  and Regulations No. 37-QĐ/TW issued on October 25^th, 2021 by the Party Central Committee on things that party members must not do and Campaign for Promoting the tradition, devoting talents to be worthy of “Uncle Ho’s Soldiers” in the new period, etc. Besides, agencies and units are required to bring the content of Resolution 874 into the objectives and targets of Determine to Win Emulation Movement and other movements and campaigns of branches, all levels of party committees, authorities, and localities; build and duplicate typical models, popularise examples of “Typical individuals with good deeds” within the Provincial armed forces. The implementation of the Resolution should go hand in hand with the building of comprehensively strong, “exemplary and typical” agencies and units, the transparent and mighty Party organisations to enhance the quality of Party cell meetings, management of Youth Union members, and the building of mass organisations; at the same time, formality and rigidity which lead to overlapping, infeasibility and low efficiency should be avoided.

Strengthening the inspection, supervision, and Party discipline enforcement; improve the quality of legal affairs and inspection, resolve to prevent and fight against corruption, negatives and strictly penalise violated collectives and individuals. The contents of the inspection and supervision over the Party organisation and members are focused on the implementation of the Party’s Charter and the consciousness of studying and following Ho Chi Minh’s thoughts, ethics, and lifestyle; the contents are also on inspecting and supervising the role, responsibility, qualities, leadership of agencies and units, their capacity to assemble the mass and the unity within the Party committees, commands and units. At the same time, the inspection and supervision of modelling and pioneering role in forging ethics, lifestyle; the spirit of self-criticism and criticism; practice of thrift, the struggle against corruption, wastefulness; methods and working manners of cadres and party members. Focus should be placed on inspecting the Party organisation, cadres, and members that have manifestations of political thoughts, ethics, and lifestyle deterioration, “self-evolution” and “self-transformation”; violate the Party’s regulations and plunge into individualism. Party organisations should strictly implement the collection of opinions from the mass in the units and localities. Thereby, it is more convenient for party organisations, cadres, and members to promote their strong points and overcome their drawbacks; renew methods and working manners, and competently handle the relationships between leaders and commanders, higher and lower echelons, cadres, and soldiers.

Fully grasping the roles of Resolution No. 847-NQ/QUTW of the CMC, the cadres, party members, and the mass of Kien Giang’s armed forces always uphold their responsibility and completely resolve to accomplish the Resolution, contributing to glorifying the lofty qualities of “Uncle Ho’s Soldiers”, promoting democracy and unity, building a transparent and mighty party organisation and the comprehensively strong, “exemplary and typical” Provincial armed forces to accomplish local military-defence tasks.
