Khanh Hoa Military Party Committee promotes the development of cadres

Cultivating a corps of cadres with dignity, competence, versatility, expertise, and dedication to assigned missions in order to build pure, strong party cells and Party Committee and comprehensively strong units is a vital task of Khanh Hoa Provincial Military Executive Committee and Command.

Thoroughly grasping resolutions and directives on cadre work, the Provincial Military Party Executive Committee has issued Action Programme 564-CTr/DU, dated 21 May 2008, on "enhancing the leadership capabilities and combat power of party organisations and the quality of cadres and party members of the provincial armed forces in the new period," thus raising awareness and generating consensus of party executive committees at all levels in the implementation of this important task. Thanks to appropriate goals and solutions, resolute, active realisation, attaching the building of party members to the improvement of all-round quality of cadres, and attaching the building of party executive committees to the development of leading cadres, synchronous changes have been seen in the quantity, quality, and composition of cadres in accordance with mission demands, staffing, and organisation of each unit, enabling units to successfully complete every assigned mission.

First of all, the Provincial Military Party Executive Committee and Provincial Military Command have led and instructed the arrangement, appointment, and staffing of commanding and political officers as stipulated by regulations, developing and planning sources of cadres to secure balance, synchronicity, and reasonableness of both quantity, quality, age, and ethnic representation. Priorities are given to developing leading cadres and members of party executive committees to ensure consecutiveness and sustainable development. At the same time, it is necessary to concentrate on correcting organisational structures, addressing redundancy and shortage according to designations, and developing the corps of cadres from ethnic minorities in mountainous districts. Facing a shortage of about 20% of cadres in the prescribed strength, the Military Party Executive Committee has given priorities to the  appointment of commanding officers at the platoon level and above as well as assistants in district military commands. In addition, the Military Party Executive Committee has well carried out the rotation of cadres working for a long time in the hinterland, difficult areas, at sea, and on islands as well as between cadres working in departments and those working in units with the aim of promoting all-round capabilities, creating favourable conditions for them to bring into full play their competence, and taking rotational cadres' task accomplishment as the basis to select, plan, and use cadres. As for cadres planned for commanding and management positions, they will be posted to their previous units for future appointment after their rotational time. This is a measure to both educate and train cadres in practical environments and meet short and long-term requirements. Additionally, the Military Party Executive Committee has proactively exchanged information on the management, planning, training, cultivation, and assessment of cadres with local party executive committees' standing commissions. This not only helps to uphold principles but also avoid the trends towards localisation or "closeness" in cadre work.

To address the shortage of cadres, the Military Party Executive Committee has sought to generate sources of cadres by means of various approaches. Accordingly, it has proposed to send the offsprings of ethnic people in the area to junior officer training colleges and schools and encouraged good pupils to enroll in military colleges and academies to generate sources of cadres for the province. Besides, it has adopted policies to attract highly qualified human resources capable of meeting all criteria and aspiring to serve the Viet Nam People's Army (VPA) for a long time. To deal with the shortage of political officers, the Committee has led the selection of commanding, logistic, and technical officers with dignity and abilities to undertake Party work and political work for cultivating political officers, proposed to employ military personnel, platoon seconds in command, and graduates from the regular education and training system, and recommended company seconds in command or platoon commanders with regular education and at least two years' working experience to shift to the jobs of political officers. Through various means, the Provincial Military Party Executive Committee has sent its cadres to training institutions with suitable majors so as to gradually improve their competence and standardise the corps of cadres as provided by regulations.

To generate sources of cadres in the Militia and Self-Defence Force and Reserve, the Provincial Military Party Executive Committee and Military Command have well carried out the registration and management of soldiers finishing conscription to readily supplement and expand strength. They have also advised the Provincial Party Executive Committee and Provincial People's Committee to closely coordinate and collaborate with functional sectors and agencies to successfully carry out the planning, selection, training, cultivation, arrangement, appointment, management, and policies on the Militia and Self-Defence Force and Reserve. Regular attention has been paid to nurturing and admitting new party members, increasing party leadership in the Militia and Self-Defence Force and Reserve. So far, the rate of party members in the Militia and Self-Defence Force and Reserve has stood at 22.36% and 9.73% respectively. Military party cells have been established in 137 out of 140 communes, wards, and townlets, 70.8% of which have established party executive committees.

Education and training of a corps of cadres with political steadfastness, virtues, healthy lifestyle, good working methodologies are contents that have drawn constant attention of the Provincial Military Party Executive Committee and Military Command. One of the contents that has drawn the leadership of the Committee is the comprehensive inspection of officers at battalion, company, and platoon levels and assistants in departments and units of the Province's armed forces. The examination is focused on four aspects, including staff, politics, logistics, and technique, especially the abilities to deliver training, political teaching, and development of leadership resolutions, laying the foundation for accurately assessing cadres' capabilities and working out measures to cultivate their practical competence. Every year, organisations and units attach importance to renewing forms and methods to conduct political education for cadres and party members and heighten cadres and party members' sense of self-study to raise their competence and all-round knowledge in performing functions and missions. Moreover, they step up reforming working styles in a scientific, public, democratic, and grass-roots focused direction, heightening self-criticism and criticism, well leveraging democratic centralism, and strengthening internal solidarity and unity. Also, organisations and units attach importance to propagandising and educating cadres and party members' moral standards in each department and unit so as to build a corps of cadres and party members possessing political steadfastness, saying and doing things according to the Party's directives and resolutions, resolving to fight against manifestations of degradation in political ideology, morality, and lifestyle, "self-evolution" and "self-transformation" in the Party. Party executive committees at all levels concretise contents of Resolution of the 4th Plenum of the Party Central Committee (Tenure XII) on Party building and Directive 05-CT/TW of the Politburo (Tenure XII) on studying and following Ho Chi Minh's thought, morality, and style, and the campaign "promoting traditiondevoting talent, deserving to be Uncle Ho's soldiers" into guidelines and measures during meetings of party cells. Every year, cadres and party members register their criteria and are committed to studying and following Uncle Ho's ideology, morality, and style.

The annual assessment and grading of party organisations and members are attached to the review according to the spirit of Resolution of the 4th Plenum of the Party Central Committee, thereby correctly reflecting the operating effectiveness of party executive committees and party organisations in leading and instructing the implementation of political missions, Party building, and each party member's quality of mission accomplishment. After reviewing, each party executive committee works out plans to overcome shortcomings and weaknesses at their own levels by means of many drastic solutions, specific actions, and experience summing-up at the end of the years. Consequently, the corps of cadres and party members, especially the leading cadres of departments and units, always possess political quality, dignity, healthy lifestyles, competence, and high responsibility, capable of satisfying mission demands and assigned functions.

Furthermore, the Party Executive Committee enhances management, inspection, and supervision of the corps of cadres and party members, particularly in terms of political ideology, social relations, income, ethics, and lifestyles. Departments and units also heighten the roles of party executive committees and party cells and the self-management of each cadre and party member, listen to public opinion relating to their cadres and party members so as to achieve objective, correct analyses and assessments, and well assign cadres and party members tasks. Every month, quarter, and half year, cadres and party members are requested to review themselves to clearly define personal responsibilities for task fulfilment and work out measures for improvement. Party executive committees at all levels regularly and effectively assign members of party executive committees to take charge of departments and units. These members attend periodical meetings and carry out inspection to understand and assist units to address difficulties. Every year, the Party Executive Committee develops plans, instructs party executive committees and inspection commissions at all levels to proactively inspect and supervise cadres and party members, especially party organisations and party members with signs of violation and low task accomplishment, so as to timely correct mistakes and deviations, preventing cadres and party members from discipline violation. After inspection, there needs to re-examine results of advancement with a view to thoroughly dealing with shortcomings and weaknesses of departments and units.

On the basis of recorded achievements, Khanh Hoa Military Party Executive Committee and Command are to lead and instruct the further improvement of cadres and party members' quality, making them capable of meeting mission demands, contributing to building a pure, strong Provincial Military Party Committee and an all-strong unit.
