Keep innovating and raising the quality of social insurance and health insurance policies in the Ministry of National Defence
Recognising the position, role and importance of social insurance and health insurance policies for the task of building the Military and defending the Fatherland in the new situation, the Social Insurance of the Ministry of National Defence has been synchronously implementing many solutions to innovate and enhance the social insurance’s and health insurance’s quality, contributing to building a "lean, compact, and strong" Military, moving forward to modernity and successfully completing all assigned tasks.
The Social Insurance of the Ministry of National Defence is responsible for implementing social insurance, health insurance and unemployment insurance regimes and policies for subjects managed by the Ministry of National Defence; health insurance for relatives of military personnel, officials, and other employees in essential organisations under the Government Cipher Board and related entities prescribed by law. Additionally, it is also responsible for assisting the Minister of National Defence in managing revenues and expenditures on social insurance, health insurance and unemployment insurance in the Ministry of National Defence in accordance with law; directing and guiding the implementation of social insurance, health insurance and unemployment insurance regimes and policies under the management of the Ministry of National Defence.
Under the direct leadership and direction of the Central Military Commission, the Head of the Ministry of National Defence, the Head of the General Political Department, the direction and professional guidance of Vietnam Social Insurance, the coordination and assistance of military and civil authorities, over 15 years of construction, growth and development, officers, employees, soldiers of the MND's Social Insurance are always steadfast in overcoming difficulties, excellently completing all tasks, increasingly affirming the position and role of social insurance and health insurance policies in the Military. As a result, the office has been highly recognised, appreciated and awarded many noble prizes by the Party, the State, the Ministry of National Defence and Vietnam Social Insurance.

In the coming time, the changes of legal policies and the reality of the country's socio-economic situation will set new and tougher requirements for both the social insurance and health insurance, and the Military. In order for military personnel to hold firm in their work and attachment to build agencies and units; military families’ belief in the policies of the Party and State, contributing to building a "lean, compact, strong" Military, moving forward to modernity, the Ministry of National Defence Social Insurance, commissars and commanders of agencies, units and cadres, and employees working on social insurance and health insurance throughout the Military should continue to promote their roles and responsibilities and fulfil their assigned tasks well, focusing on the following ones:
First, improving the efficiency of coordination in researching, advising, and proposing the formulation of legal policies on social insurance and health insurance, ensuring the correct line and viewpoint of the Party, synchronous and consistent with current legal provisions, suitable to the characteristics of military activities. Over the years, the legal policy system on social insurance and health insurance of the Party and State has been increasingly perfected, contributing to ensuring practical benefits for subjects managed by the Ministry of National Defence. However, there are still some inadequacies in mechanisms and policies, as well as impediments and hindrances in the implementation of law policies on social insurance and health insurance. In order to overcome these challenges, the Social Insurance of the Ministry of National Defence should continue to do good advisory work on legal documents regarding social insurance and health insurance to suit specific activities of the Military. Particularly, emphasis should be placed on the amendment of the Law on Social Insurance and the Law on Health Insurance. Moreover, regularly improve regulations and processes in the management and implementation to constantly improve the social insurance’s and health insurance’s quality in the Military in a serious manner in accordance with the provisions of law.
Second, closely coordinate with agencies and units to effectively implement policies on social insurance, health insurance and unemployment insurance. Thoroughly implementing these policies will create more trust of military personnel and their families in the Military, and see the care of the Party and State for the Military. Accordingly, the Social Insurance of the Ministry of National Defence, commissars and commanders of agencies and units throughout the army carry on disseminating and propagandising to make all military personnel and employees firmly grasp the policy regime on social insurance and health insurance, thereby raising awareness, responsibility in policy implementation. The propaganda content focuses on thoroughly understanding the above resolutions, directives and guidelines on social insurance, health insurance, unemployment insurance, focusing on the Law on Social Insurance, the Law on Health Insurance, the Law on Employment, etc. Propaganda and dissemination should be carried out regularly and continuously through daily activities, the media as well as coordination with press agencies inside and outside the Army to achieve practical effectiveness.
Along with that, the Ministry of National Defence Social Insurance continues to closely coordinate with the authorities to consult the Chief of the General Political Department to help the Central Military Commission and the Ministry of National Defence formulate plans, conduct inspection, inspect the management situation, implement social insurance, health insurance, unemployment insurance of agencies, units and hospitals and clinics throughout the Military. Promptly detect and correct errors, prevent the abuse of social insurance funds and health insurance. Continue to perform well the collection, payment, management and use of social insurance and health insurance funds effectively.
Third, regularly consolidate and improve professional qualifications for the staff directly involved in social insurance work throughout the Military. Implementing this measure, the Social Insurance of the Ministry of National Defence and agencies and units must regularly take care of building a contingent of cadres directly doing this work with good knowledge, high level, deep understanding of functions, tasks, good professional ethics and working styles and methods, responsibility and detail-mindedness. At the same time, continue to consolidate the contingent of cadres and employees working on social insurance, ensuring that they think for the unit and the beneficiaries to solve social insurance and health insurance policies in accordance with the provisions of law; together with the unit, solve problems during implementation in accordance with its competence, functions and tasks. Along with that, the Social Security of the Ministry of National Defence continues to closely coordinate with the Vietnam Social Insurance, party committees and commanders of agencies and units to hold training courses on social insurance and health insurance operations for the staff directly engaged in social insurance and health insurance work; attach importance to improving knowledge and skills in exploitation and use of information technology in the performance of tasks.
Fourth, promote reform of administrative procedures, application of information technology in management and implementation of social insurance and health insurance policies in the Military. Implementing the direction of the Ministry of National Defence on promoting administrative procedure reform, since 2019, the Social Insurance has renewed the settlement of social insurance, health insurance, unemployment insurance with both decentralised responsibilities and strict management. At the same time, health insurance examination and treatment costs have been assessed on electronic data, bringing about practical effects in the management and assurance of medical examination and treatment benefits for beneficiaries. In the coming time, the Social Insurance of the Ministry of National Defence keeps promoting the reform of administrative procedures, the strong application of information technology, the modernisation of the management system of social insurance and health insurance in the Ministry of National Defence; regularly innovates inspection, closely combining electronic inspection with direct inspection at military medical facilities; continues to coordinate with the authorities of the Ministry of National Defence in implementing the project of building information technology systems in the management of insurance activities in order to standardise professional processes on social insurance and health insurance in the direction of building an e-Government, simplify administrative procedures.
Well implementing the above solutions will contribute to improving the quality of management and implementation of social insurance and health insurance policies in the Ministry of National Defence, encouraging military personnel, defence workers, defence officials and employees to work and successfully complete all assigned tasks.
