Improving the quality of training cadres in the Infantry Officer College No. 1

The Infantry Officer College No. 1 (the College hereafter) is the military commanding officer training school for sub-units. The College’s Party Committee and Board of Directors determine to thoroughly grasp and effectively implement the Resolution of the Party 12th Central Committee’s 7th Plenum on "building a contingent of cadres at all levels, especially at strategic level with sufficient capacity, morality and prestige, on a par with their tasks”, creating a premise for the College’s policies and solutions on improving the quality of education and training to meet the requirements of military build-up and national defence in the new situation.

Over the past few years, the College Party Committee, Board of Directors, and commanders at all levels have always grasped and creatively applied the political and military directions, resolutions and directives by the Party and the Central Military Commission and the Ministry of National Defence to work out policies and measures for educating and training sub-unit cadres, meeting the requirements of military construction in each period. The training curricula and content have been elaborated and adjusted in accordance with learners and training combat practice. It has also armed cadets with not only theory but also capabilities, morals, lifestyle, combat experience as well as commanding and training skills. The contingent of cadres and lecturers are regularly fostered to meet the requirements of building a strong College. Besides, importance is attached to renovating teaching methods towards promoting learners' activeness and self-awareness. Campaigns and emulation movements have been properly organized along with appropriate commendation, examples duplication to bring into play the overall strength to extend education among cadres and cadets. Thus, College graduates always possess strong political will, capacity, qualifications and responsibilities to fulfil all tasks assigned.

Facing current issues of military construction and national defence, hostile conspiracies such as "peaceful evolution", the promotion of "self-evolution", "self-transformation" and the adverse impact of the market economy and the 4th Industrial Revolution, etc., cadres are required to have qualifications and capabilities equal to the tasks. To this end, it is required to renovate and improve the quality of staff building, especially the staff training. According to the Resolution 26 - NQ/TW, dated May 19th, 2018, by the Party Central Committee (12th tenure) on the personnel work, the College has conducted guidelines and solutions synchronously to improve the quality of cadres education and training. In particular, the plan has centered on the following points.

Firstly, raise awareness and strengthen leadership and management of education and training tasks. The College aims at disseminating and introducing the Resolution of the 12th Party Central Committee’s 7th Plenum and Ho Chi Minh’s ideology on cadre building to all cadres and lecturers. Thus, it is seen that "the personnel work is the key to the work of building the Party and political system. Investment in cadre building is for sustainable and long-term development", "training cadres is the original task of the Party". At the same time, all cadres must be full aware of the issues posed to the cadres’ quality, working style, especially of grassroots cadres, clearly understanding that the College’s position and role in training cadres over 73 years have contributed significantly to the victories of our Army. On the basis of unifying the awareness, the College’s Party Committee and Board instruct affiliated units to strictly carry out the resolutions and directives by the College’s Party Committee and higher echelons on education and training, putting forward the leading measures to successfully perform the key stages and well accomplish assigned tasks.

Secondly, continue reviewing, adjusting and finalizing training programs and content for learners, ensuring graduates to be capable of fulfilling their responsibilities and tasks. The immediate mission is to reduce time of theory and increase practical training time, in accordance with the adjustment of the 3-month internship for cadets besides improving learners’ commanding skills and skills in conducting the political and Party work. Agencies and faculties update new knowledge and integrate the Party's thoughts about the strategy of national defence according to the Resolution of the 11th Party Central Committee’s 8th Plenum, Vietnam National Defence and Military Strategies into training content. Concurrently, quality of teaching and learning needs to be improved along with supporting activities. Particularly, thorough preparations are completed in all aspects to include English in final exams for command training cadets, partly improving foreign languages proficiency for both teachers and learners on a par with prescribed standards.

Simultaneously, the College innovatively orients teaching and learning towards the promotion of the learners’ activeness and self-awareness, closely cooperates with the superior functional agencies in efficiently implementing the scheme on building smart College, approaching the 4th Industrial Revolution along with stepping up the application of information technology, simulation technology and modern equipment to teaching. At the same time, the quality of self-study hours, testing and evaluation measures and rehearsals are enhanced. Moreover, importance is given to sharing combat experience, attaching training in the College with training in the units, turning training process into self-training one.

Thirdly, intensify educating and training cadets on political quality, morality and lifestyle to build officers "both red and expert". It is vital for staff development, especially in the College, because learners are young and have scant experience. Therefore, the Party Committee and the Board of Directors ask agencies, departments and units to strengthen political education with the focus of improving the quality of teaching and learning the subjects of social sciences and humanities so that cadets are deeply imbued with Marxism-Leninism, Ho Chi Minh's thoughts, Party lines and views and persist with the target of national independence and socialism. Units tightly cooperate with other agencies in grasping the cadets’ ideological developments for effective measures to create right incentives for them and prevent any social evils in the College. Besides, it resolutely struggles against hostile conspiracies of "peaceful evolution", military depoliticization along with manifestations of political, ideological, moral and lifestyle degradation as well as internal "self-evolution", "self-transformation". The emulation movements and campaigns “Promoting traditions and devoting talents to be worthy of Uncle Ho’s Soldiers”, the implementation of Directive 5-CT/TW of the Politburo (12th tenure) on “studying and following Ho Chi Minh’s ideology, morality and lifestyle” are stepped up. The role of the Youth Union in organizing good movements, models, and practical activities such as 4 criteria for Infantry Youth "Remain steadfast - Study actively -Live Regularly -Act exemplarily” and 4 rules in communication, "Greeting – Help - Apology – Gratitude" is encouraged, etc. Thus, the healthy cultural and pedagogical environment has been formed to arm cadets with morality, healthy lifestyle, managing and commanding capacity, thereby readily undertaking and fulfilling all assigned tasks, helping them become officers of stable political spirit and loyalty to the Party, bolstering the image of "Ho Chi Minh’s soldiers” - "Infantry soldiers" in the new situation.

Fourthly, build up a contingent of cadres and lecturers with reasonable number, rational structure, political quality, professional ethics and capability to meet the increasing requirements of education and training of the College. To this end, the College continues to improve the quality of personnel work, ensuring its democracy and objectivity, stepping up the Project on building and developing the contingent of teachers and commanders in the period of 2014-2016 and orientation to 2020. At present, despite the difficulties, the College focuses on implementing key long-term solutions to achieve the set targets. Attention is also paid to improving organizational capacity, teaching methods for lecturers, arming commanders with skills of management, leadership and ways of arranging self-learning hours for cadets. Cadres’ education and development are combined with their use and rotation to meet the requirements of staff quantity and the task development.

The exemplary cadres and lecturers are models for cadets and the masses to follow. Therefore, the College requires each cadre and lecturer to set examples according to the regulations of the Party and the Central Military Commission. They must show responsibility and activeness in the workplace, stick with their professions and set examples of lifestyle and pedagogical models. At the same time, the movements, namely "every cadre or lecturer is a shining example of ethics, passion for learning, working and creating", "matching words with action" and “all for dear cadets” are strongly promoted.

Bringing into play the heroic tradition, The Infantry Officer College No. 1 continues to thoroughly grasp and creatively apply the Party resolutions and practical experience of the past years to improving the quality of education and training, contributing to building a strong military force and successfully accomplishing all tasks assigned by the Party, the State and people.
