Implementing Uncle Ho’s teachings Artillery Brigade 45 emulates good training and strict discipline
“Our artillery has the glorious tradition of copper feet, iron shoulders, good combat, targeted hitting...” Being imbued with this compliment and teaching of President Ho Chi Minh, cadres and soldiers of Artillery Brigade 45 have continuously strived and emulated good training and strict discipline, meeting the task requirements in the new situation.
Artillery Brigade 45 (Artillery Corps) is the first towed artillery unit of the Army and one of the strategic reserve units which is tasked with training, combat readiness, regularity building, defence diplomacy and other sudden ones. In recent years, with the development of the requirements and tasks of safeguarding the Fatherland, the Brigade has been invested with manpower, weapons, equipment, supporting materials, etc. This is the favourable condition for the Brigade to improve comprehensively and firmly the qualities of all working fields, the combat readiness in particular, but also causes many difficulties and challenges when the Brigade has concurrently done many tasks; its stationed area has seen fast urbanisation rate; the training grounds have been narrowed; the social evils and side effects of the market economy have largely influenced cadres’ and soldiers’ thoughts. Clearly understanding this situation, the Brigade’s Party Committee and Command have implemented many policies and solutions to comprehensively lead and direct all working fields, focusing on the improvement of the training quality and discipline as a main content in implementing Conclusion No. 01-KL/TW, dated 18 May 2021 by the Politburo on continuously implementing Direction No. 05-CT/TW, dated 15 May 2016 by the Politburo (12th tenure).

Following President Ho Chi Minh’s teachings, i.e. “Good learning results require suitable attitude and methods”, the Brigade has initially paid attention to the political and ideological education, improving the awareness and responsibility of cadres and soldiers for the task of training. Accordingly, the Brigade has intensely grasped, propagandised and educated cadres and soldiers to thoroughly understand the seniors’ resolutions, orders and guidelines on training, especially Resolution No. 1659-NQ/QUTW, dated 20 December 2022 by the Central Military Commission (CMC) and Resolution No. 368-NQ/ĐU, dated 22 March 2023 by the Artillery Corps’ Party Committee on improving the training quality in the 2023-2030 period and the following years, etc. To achieve high effectiveness, the Brigade has required the party committees and commands of offices and units to fully implement Direction No. 2423-CT/QUTW, dated 09 November 2023 by the Standing Committee of CMC on “Renovating and improving the quality of political education in the new period”, attentively renewing the forms and methods in the practical, effective and suitable way with learners and tasks; closely combined between the regular education and the training tasks in each month or period, basic education and specific education, education and ideological management, orientation for soldiers; regularly grasped the political quality of cadres and soldiers; timely and thoroughly solved any problems arising in the training, at the same time, well executed the political and ideological work in training, exercises and tasks, creating a healthy and democratic cultural environment for soldiers to feel safe in their working, enthusiastic, responsible and committed to the units. With these synchronous solutions, all cadres and soldiers of the Brigade have been well aware of the position and meanings of training; fully grasped the tasks, programmes, contents, targets and requirements that need to be achieved, and had high awareness, responsibility and determination to overcome difficulties and successfully accomplish this important task.
To deserve Uncle Ho’s compliment i.e. “Copper feet, iron shoulders, good combat, targeted hitting”, and based on the requirements of safeguarding the Fatherland in the new situation, together with building the motivations and responsibility for cadres and soldiers, the Brigade has enhanced the renovation and improvement of training quality. At first, the Brigade has attentively renewed the training management and operation, decentralised the training, examined, re-examined and clearly divided the responsibility to offices, and commanded all levels in advising, directing and organising the training. Together, the Brigade has intensely made the training preparation, from building plans and programmes, adjusting the forces, strengthening the organisation and staff to preparing materials and training grounds. Being imbued with the viewpoint that “Cadres are the roots of all work”, the Brigade has paid special attention to cultivating cadres and considered training cadres, the junior cadres in particular, as the key factor. The Brigade has made many training forms and solutions suitable with each participant; closely coordinated the training in echelon, offices training units, the seniors training the juniors, the experienced training the inexperienced. The training contents have been selected practically and suitably with each learner; focusing on the all-level firing command, methods of training and conducting the learning reviews, and new and undecided issues, limits and shortcomings left from the past years and periods towards the motto of “retraining any contents that are weak and insufficient”. Presently, 100% cadres of the Brigade could do the training in echelon, over 85% cadres in battalions and 80% cadres in companies and platoons have good and excellent results (over 40% gaining excellent level). In parallel with that, the Brigade has paid attention to preparing the training grounds, teaching aids, lesson plans and training registration logbooks; repairing and improving the training grounds for artillery tactics at levels of companies and battalions, the general physical training grounds, etc. More noticeably, to solve the “equipment-free” or mock-up training and impractical teaching aids, the Brigade has directed offices and units to promote the scientific research and technical initiatives to support training, exploiting and mastering equipment in service, especially the new and modern one. In 2023 only, the Brigade carried out 50 initiatives, many of them have been practically and effectively applied into implementing the tasks, which contributes to improving the quality of training and combat readiness of the Brigade.

To create comprehensive and stable changes in training, the Brigade has continuously directed offices and units to actively renew the training contents, programmes, organisation and methods. Based on the seniors’ training orders, the Brigade has required offices and units to build their comprehensive but focused training programmes and plans; appreciate the training that is synchronous, professional and practical with the combat reality, suitable with training features, organisation, staff and equipment of units. Being equipped with many types of artillery with different technical and tactical features, in its training, the Brigade has regularly appreciated the “basic, practical and solid” motto. Accordingly, commanders and offices have paid attention to training to improve the ability of military art, technical theories, tactics, professional competence, ability of exploiting and using new weapons and equipment that have just been in service, capability of training management, command and operation, etc. Especially, bringing into play the tradition of being the “cradle” of the “Omniscient artillerymen” movement, the Brigade has promoted the training to master the weapons, new ones in particular, and equipment in service; trained soldiers to be able to take many combatting positions, and improve the ability of coordinating and cooperating among forces (including artillerymen, scouts, accountants, radio operators, etc.). Besides, the Brigade has attentively renovated the competitions, contests, exercises, etc. in order to check and actually evaluate the training results, timely draw experience, solve the weaknesses and shortcomings. Together with improving the combat training quality the Brigade attentively led and directed the breakthrough in improving the quality of regularity building and discipline management. Thoroughly understanding Uncle Ho’s teaching i.e. “A strong army is caused by good education, right policies and strict discipline. Hence, discipline must be strict”, in recent years, the Brigade has directed offices and units to promote the grasp and dissemination for soldiers to firmly understand the Party’s viewpoints, military and defence guidelines, army’s regulations and the ones on combat readiness of Artillery soldiers. On this basis, the Brigade has paid attention to improving the quality of the political and ideological education, grasping and implementing the directions, regulations and guidelines of the Brigade and the seniors on regularity building, discipline management, etc. to create the agreement in awareness, and build the self-awareness for cadres and soldiers. In the implementation, the Brigade has attentively brought into play the exemplary role of cadres, the ones directly managing soldiers in particular, implemented the motto of “4 togethers, 4 don’ts, 3 dos, 3 shoulds” and “2 befores, 2 afters” with soldiers, especially the ones doing independent and dispersed tasks or important political tasks, at the same time, closely combined the education and encouragement of soldiers with administrative solutions and strict regulations; enhanced the inspection, supervision and management of soldiers, weapons and technical equipment in sensitive time. Together, the Brigade has promoted the democratic dialogues; maintained the discipline and effectiveness of Political, cultural and spiritual Day and feedback box; organised talks on regularity building and discipline training; effectively carried out and expanded models of “A legal question a day”, “A law, a rule, a safety precaution a week”, “Law clubs”, etc. The Brigade has regularly coordinated with the local party committees and governments in both stationed and working areas to hold the situations and firmly manage its soldiers’ relationship, well do the forecast, make solutions for preventing early and from afar any safety risks and expressions of regulation violation by soldiers. With the above active and synchronous solutions, the quality of regularity building and discipline training of the Brigade has been gradually improved; in 5 consecutive years (2019-2023), the Brigade reached the standards of the comprehensively strong, “exemplary, typical” unit.
Being proud of the achievements, Artillery Brigade 45 has been promoting the learning and following of Ho Chi Minh’s thought, morality and lifestyle, creating motivations for improving the quality of training and discipline training, bringing into play the tradition of “solidarity, being sure to win, good combat, targeted hitting” in the new period to successfully accomplish all assigned tasks.
