Hung Yen provincial armed forces promote local defence and military work

Promoting education and fostering national defence and security knowledge for subjects, regularly strengthening defence areas, successfully completing military conscription work and building strong armed forces... are the central contents of local defence and military work, implemented effectively by Hung Yen provincial armed forces with many synchronous and appropriate solutions, creating a favourable environment for the province’s quick and sustainable development.

Situated in the centre of the Northern Delta, being the gateway to the Southeast of Hanoi Capital, with favourable terrain and transportation system,... Hung Yen holds an important position in politics, economy, defence and security of the Northern key economic region and Military Region 3. Clearly recognising the characteristics of the area and deeply grasping the Party's military and defence viewpoints and guidelines, in recent years, together with a focus on socio-economic development, the Province has led and directed the comprehensive implementation of local defence and military tasks and achieved positive results. The all-people national defence and all-people defence posture associated with the people's security posture in the area are increasingly built firm. The grasping and implementation of the Action Programme for the Resolution of the 8th Central Committee (11th tenure) on the Strategy for Fatherland protection in the new situation has been conducted in a serious and comprehensive manner, achieving practical results and creating a foundation to promote the province's development in all fields. Notably, the Province has proactively adjusted land use plans, supplemented public investment capital for the period of 2023 - 2025 to build military posture in defence areas at all levels. The Provincial Armed Forces have been built strong in terms of politics, ideology, ethics, organisation and personnel with lean, compact and powerful structure, playing the core role in carrying out national defence and military work, meeting well requirements and tasks in all situations.

It is forecasted that, in the coming years, the national defence and security situation in the province will be basically stable. However, there will be potential problems in the development process, especially rural security issues and social evils, natural disasters, epidemics,... which pose higher demands for the province’s Party Committee, government, people and armed forces. In order to contribute to the successful implementation of the Strategy for Fatherland protection in the new situation, the Provincial armed forces will continue to promote local defence and military work, focusing on the following solutions.

First of all, performing the advisory role for the Province in leadership, direction, and state management of national defence. The Province’s Military Party Committee and Military Command continue to advise the Provincial Party Committee and Provincial People's Committee to implement the Party's viewpoints, guidelines, policies, and State's laws on national defence and local military work; deploy resolutions, programmes, plans for leading and directing defence and military work and the defence area exercises in a serious, safe and effective manner. In particular, emphasis is placed on advising the Province to promulgate synchronous and unified legal documents; effectively implement defence and military projects; perfect the organisation and operating regulations of the Provincial Defence Area Steering Committee; decide on plans for training, coaching, exercises, recruitment, etc.

Promoting the role of the Standing Body of the Provincial Council for Defence and Security Education, the Provincial Military Command proactively reviews and develops plans for defence and security education for subjects according to decentralisation, especially after the upcoming party congress and elections for the people's council at all levels. At the same time, it will strengthen coordination with departments, branches, and press agencies to promote propaganda about the task of building and protecting the Fatherland in the new situation, local defence and military work; activities of the Provincial armed forces, contributing to neutralising the subversive plots and activities of hostile forces. In addition, the Provincial Military Command will continue to promote the function of a "working army", actively conducting mass mobilisation work, participating in building the political system at the grassroots, and well implementing the movements of “Repaying gratitude”, “The army joins hand in building new rural areas and civilised cities”, etc. Thereby, building a solid "people's heart and mind posture" and creating favourable conditions to well perform local defence and military tasks.

Military Region 3 checks combat readiness at the Provincial Military Command 

As a locality in the Northern key economic region, where many concentrated industrial parks are built with hundreds of foreign direct investment (FDI) enterprises, employing tens of thousands of workers in the area,... the province continues to attach importance to the combination between socio-economic development and national defence and security consolidation, building increasingly solid defence potentials. Accordingly, together with leading and coordinating with relevant agencies to carefully appraise the criteria for building and operations of large-scale industrial parks, such as: Pho Noi A, Thang Long II, Yen My, Minh Duc,... the Provincial Military Command strengthens coordination with departments, branches, and districts to drastically deploy the construction of military works in the defence areas; speed up the construction of headquarters and workplaces of commune-level military commands in association with the construction of training fields for the militia and self-defence forces and the reservists according to plan and schedule. At the same time, it focuses on advising and prioritising the implementation of dual-use projects and works in accordance with the local socio-economic development requirements in peacetime and ready to serve national defence needs in the event of war.

Clearly realising its decisive role of the Provincial armed forces in carrying out defence and military work, the provincial Military Command continues to advise the Province to build this force strong in politics, ideology, ethics, organisation and personnel, and constantly improve its combat readiness capability. On the basis of thoroughly grasping and strictly implementing Resolution No. 230-NQ/QUTW, dated 02 April 2022 of the Central Military Commission; Resolution No. 266-NQ/DU, dated 12 May 2022 of the Military Region 3’s Party Committee on Military restructuring in the period 2021 - 2030 and the following years, the Province focuses on building its regular forces in the lean, compact and strong direction; its militia and self-defence force strong and widespread with high political quality; its reserve force sufficient with high rate of appropriate professionalism. In particular, the Provincial Military Command will synchronously implement measures to build regularity and discipline; innovate and improve the quality of training and drills at all levels, contributing to improving the overall quality and combat readiness levels of the Provincial armed forces.

In addition, the Military Command will strengthen coordination with the Provincial Police according to Decree No. 03/2019/ND-CP, dated 05 September 2019 of the Government in protecting national security, ensuring social order and safety, combating crime and executing national defence tasks. It will direct the Military Intelligence - Reconnaissance forces to coordinate with other forces to collect information, firmly grasp the situation, and give timely advice on the settlement of "hot issues", such as land disputes, land complaints, religious activities, in order to maintain social order and safety right from the grassroots.

Hung Yen is a densely populated delta province, and a vibrant industrial, commercial and service hub. Besides the benefits, many problems also arise that negatively impact the implementation of national defence, security tasks. Therefore, the Province continues to focus on successfully implementing military enrollment work and better the care for Military rear. To implement this content well, the Provincial Military Command proactively advises the Province to direct localities to seriously and closely carry out the steps of military recruitment process in a serious, transparent and legal manner; coordinate with authorities to conduct health checks carefully; make it easy for units to approach and recruit the right men. Coordinate with departments, branches and unions to strengthen propaganda on the obligations, responsibilities and rights of citizens in joining the Military and protecting the Fatherland; Hold solemn and respectful military handover and acceptance ceremonies, being truly a military service festival, creating a widespread effect in society. Moreover, the Provincial Military Command continues to advise the Province on approving and implementing a specialised project on supporting citizens enlisting in the army and the police, and those finishing their service and returning to the locality as a breakthrough in this work.

Last but not least, the Province pays due attention to the care for the families of the servicemen, focusing on the decisions of the Prime Minister and circulars of the Ministry of National Defence, especially new regimes and policies, contributing to take care of people with meritorious services in the area. Promote the implementation of the Movement "The Army joins hands in building new rural areas and civilised cities", implement the “Great Solidarity House” and “Comrade House" programmes on the occasion of the 80th anniversary of the founding of the Vietnam People's Army, and the 35th anniversary of All People’s Defence Festive Day,... contributing to building an increasingly solid “people's heart and mind posture”, creating a favourable environment and conditions for the Province’s fast and sustainable socio-economic development, building a rich, beautiful, civilised and modern province.
