Ho Chi Minh Mausoleum Guard Command focuses on building a comprehensively strong, “exemplary and typical” unit
Building a comprehensively strong, “exemplary and typical” unit is a major policy of the Central Military Commission, the Ministry of National Defence in order to build a regular, elite, and gradually modern revolutionary Army. Ho Chi Minh Mausoleum Guard Command identifies this as a throughout key task for agencies and units to implement though synchronous and effective solutions to meet the requirements of special political tasks in the new situation.
Thoroughly grasping and strictly implementing the superiors’ resolutions and directives, over the past years, Party Committee of Corps 969, President Ho Chi Minh Mausoleum Guard Command (hereinafter referred to as the Mausoleum Command) and the committees and commanders of agencies and units have issued thematic resolutions on leading the building of comprehensively strong units and set out strict guidelines and plans with many specific and appropriate contents, targets, and measures. Particularly, attention has been attached to firmly transforming the weak aspects and stages in each agency and unit. Every month, the Party commissions and committees have included the contents of building comprehensively strong agencies and units in evaluating, reviewing, and comparing with the responsibilities and tasks of each cadre and Party member, especially the presiding cadres. They have also promptly determined the contents, guidelines, and leadership solutions for build a comprehensively strong units close to the task characteristics to contribute to building a comprehensively strong, “exemplary and typical” Mausoleum Command and typically clean and strong Party Committee of Corps 969 and fulfiling special political task of long-term preserving and protecting President Ho Chi Minh's body and promoting political significance and culture of his Mausoleum.
Currently, in the face of increasingly high demands for special political tasks, the Party Committee of Corps 969 and the Mausoleum Command have determined that focusing on building a comprehensively strong, “exemplary and typical” unit is the most important factor to decide and ensure the unit’s fulfilment of the special political task. Consistent with this undertaking, the Corps 969’s Party Committee and the Mausoleum Command have proposed several leadership and direction solutions to effectively implementing all aspects of work.
First of all, to focus on building a strong unit in terms of politics, ideology, organisation, ethics, and cadres as a basis for building a strong unit in all aspects. Based on the superiors’ instructions, Corps 969’s Party Committee and the Mausoleum Command have directed agencies and units to strictly and fully implement the annual plans, contents, and programs on political education for the objects; focused on communicating and educating cadres, employees, and soldiers to firmly grasp the Party's views and guidelines on the task of protecting the Fatherland in the new situation, the missions of the Army, the Unit’s special political task and the honour and pride of doing the sacred duty of “guarding his sleep”; and regularly attached importance to fighting and countering distorted arguments against the Party, State, and Army,... plots and tricks of “peaceful evolution” of hostile forces and maintaining the ideological battleground of the Party in the unit. The Party committees at all levels have strengthened their leadership in building typically clean and strong Party organisations, the contingent of Party cadres and members capable of meeting the requirements and tasks, strong mass organisations, and military councils operating according to their functions and tasks. At the same time, they have also promoted the Determination-to-Win Emulation movement in association with learning and following Ho Chi Minh's thoughts, ethics, and style, Directive No.855-CT/QUTW issued on August 12th, 2019 by the Central Military Party Commission Standing Committee on continuing to strengthening the implementation of the Drive on promoting traditions, dedicating talents, and to be worthy of the title of “Uncle Ho’s Soldiers” in the new era and the drives of all levels and branches,... under the orientation of “Thoughts, words, actions, and deeds” of Corps 969’s Party Committee to contribute to raising awareness, unifying the thoughts, words and deeds of cadres, Party members, and the masses in the performance of political tasks, and building a comprehensively strong, “exemplary and typical” unit and clean and strong Party committees in terms of politics, thoughts, organisation, and ethics.

Clearly defining the significance and importance of protecting and ensuring political security for political events taking place in the area of the Mausoleum, Ba Dinh Square, K9 relic, the Mausoleum Command has attached special importance to maintaining combat readiness regimes. In addition to maintaining the training of combat readiness states as prescribed, the Command has also directed agencies and units to regularly review, adjust, supplement, and complete determinations, operational plans, and combat readiness plans based on the tasks, especially moving according to Plan A; focus on building and organising the strict implementation of plans to ensure security and safety during holidays, Tet, and important political events; regularly raise the spirit of vigilance to proactively detect and prevent from afar and promptly, wisely, and effectively handle situations not to be made passive or surprised; well implement the training of combat readiness at all levels; strengthen the inspection of contingency works to ensure their states of combat readiness; and proactively coordinate and work closely with other forces to firmly grasp the information and situation related to the protection work to actively develop plans for preventing, detecting early, and handling from afar hostile forces, reactionary objects, political opportunists, and activities that cause insecurity, disorder and unsafety in K9 Relic area, Mausoleum, and Ba Dinh Square.
Being assigned to perform special tasks in a very sacred place, Corps 969’s Party Committee and the Mausoleum Command have attached special importance to the training, fostering, propagation, and education of soldiers. To achieve effectiveness, the Command has required agencies and units to thoroughly and strictly implement the superiors’ directives and resolutions, particularly Corps 969’s Party Committee’s Resolution No.1182-NQ/ĐU on “improving the quality of training in the 2013-2020 period and beyond”; actively innovate and improve the quality of training under the motto of “Basic, practicality, and solidity” with importance attached to synchronous and intensive training; and closely combine military and professional training with political education. Training must be close to objects, tasks, and professional operations, in which practice is prioritised to ensure mastery of tasks, weapons, and technical equipment to meet political requirements and tasks in all conditions. It is also required to attach importance to the training of recruits and the work of reception and propagation; training of command, military and ceremony operations; guarding; training of special medical tasks and technical work of operation and preservation of the mausoleum equipment, particularly, constantly improving the quality of training on performing the State-level Visitation Ceremonies and the Visitations of State Heads at President Ho Chi Minh Mausoleum and Monument of Heroes and Martyrs, Flag Raising Ceremony, and daily flag saluting ceremony in front of the Mausoleum; and well performing the technical inspection, contests, and competitions to evaluate the results of the training and fostering process, combat readiness of individuals and units, and advantages and disadvantages to serve as a basis for training of the next content.
Performing ceremonies at President Ho Chi Minh Mausoleum requires cadres and soldiers, regardless of weather conditions, to perform the right, even, beautiful, and absolutely accurate movements always in a dignified posture. Therefore, the Command has directed agencies and units to focus on training to improve the quality of reception and propagation work under the motto of “Consideration, respect, inspiration, and attractiveness in guiding and propagation” and “Civilisation, politeness, dedication, and attentiveness” in reception. To do that, the units require the soldiers to actively cultivate and train moral qualities, political and physical consciousness, and posture to constantly improve themselves to fulfil the mission and responsibility of “the Mausoleum Guards”. Some highlights include the spirit of self-inquiry and self-study of each cadre and soldier to have a certain understanding of the culture, customs, and practices of the ethnic groups in Vietnam; fully understand and regularly cultivate Ho Chi Minh's thoughts, ethics, and style; and through language and gestures of reception and propagation, express the closeness and simplicity like Uncle Ho's style. Particularly, learning and following Uncle Ho's behaviour style, under the motto of “politeness, civilisation, dedication, and care”, the work of reception, propagation, and service of the compatriots and international visitors to the Mausoleum to visit Uncle Ho and commemorate the heroes and martyrs and political activities at the Mausoleum and the K9 Relic Area have been always excellently completed by the cadres and soldiers of the Mausoleum Command to ensure standards, dignity, thoughtfulness, respect, solemn rituals, and absolute safety and make a good impression and deep feelings in the hearts of people and international friends.
Besides, Corps 969’s Party Committee and the Command have also focused on leading and directing to promote the work of regularity building and strict observance of discipline because, only by good performance of regularity and strict observance of discipline will the assigned tasks be successfully completed. Therefore, the Command has directed agencies and units to regularly communicate and strictly implement the Army's orders and charters, directives, and regulations on regularity building and discipline management and training; strictly maintain and improve the quality of implementing the regimes of living, working, daily and weekly briefing, guard duty, command duty, and professional duty to ensure the number of troops and reporting as prescribed; resolutely fight, prevent, and strictly handle cases of violations of military discipline, State laws, and the discipline of the units; maintain the results that the Unit has had no cases of disciplinary violations and traffic insecurity for many consecutive years; continue effectively implementing the three-exemplary model of “Thought, speech, and action” the “strict, prudent, meticulous, and accurate” working style, the “right, even, strong, beautiful, and dignified” posture, and the movement of “The Youth pioneering in performing military orders and rituals”; and actively renovate and consolidate banners, boards, signs, slogans, and ornamental plants, etc. to ensure synchronisation, unity, and typical cultural environment and regimes to contribute to building a “regular, green, clean and scenic” unit and creating synergy to fulfil the assigned tasks.
Being honoured to perform special political tasks and promoting the tradition of “loyalty, integrity, solidarity, self-reliance, initiative, and creativity”, cadres and soldiers of the Mausoleum Guard Command continue synchronously implementing solutions to build a comprehensively strong, “typical and exemplary” unit to successfully complete the task of long-term preservation and protection of President Ho Chi Minh’s body, promote the political and cultural significance of the Mausoleum in the cause of building and protecting the Fatherland, and contribute to making His thoughts, ethics, and style become the solid spiritual foundation of social life and spreading the quality and image of the “Uncle Ho’s Soldiers” in the new period - the “Uncle Ho’s Soldiers” at the Mausoleum.
