In order that state management over defence is carried out in a legal and highly unified manner, Party Committee and Commanders of Hau Giang Provincial Military Command has proposed a number of solutions for the Provincial Party Committees, People’s Council and People’s Committee on leading, directing, managing defence work pursuant to its functions. First, the provincial government has focused on briefing, educating, propagating the Party’s viewpoints, guidelines, the State’s policies and laws on defence to all cadres, party members and people of the province. Emphases were placed on important documents, such as: the 8^th Central Resolutions (IX tenure and XI tenure) on “Strategy to protect the Homeland in the new situation”, Law on National Defence, Law on Vietnam People’s Army Officer, Law on  Military Service, Law on Militia and Self-Defence Forces, Ordinance on the Reserve Force, etc. Moreover, people’s committees of districts and departments have also composed and issued legal documents directing and guiding the implementation, such as: Action plan for Resolution 28-NQ/TW of the Politburo; Annual Defence Plans; Defence Ensuring Project for 2015 – 2020 period with a view to 2030, etc, serving as legal basis for military and defence work to be implemented strictly, synchronously, and consistently while promoting the synergy of the whole people and local political system.

Besides, Party Committee and Commanders of the Provincial Military Command has led and directed junior military agencies to promote their advisory role for local governments on state management over defence, noticeably the issue of legal documents on military and defence issues and instructions for implementation of the work. For the establishment of defensive areas, military agency at all levels have given advices to local governments on plans on managing and directing the building of political, spiritual, economic, military and security potentials. Military agencies have given advices to people’s committees on directing and supervising closely the implementation of plan for building military posture in the defensive area so that it is closely linked with the plan for socio-economic development, particularly the development of infrastructure, irrigation, tele-communication system, etc serving for the aim of socio-economic development parallelling with defence and security consolidation.

The Party Committee and Commanders of the Provincial Military Command have given advices to strengthen economic potential for defensive area, combining closely socio-economic development with defence and security reinforcement. Promoting its strengths on agriculture, cultivation and process of farm – forestry – aqua-fishery products, the province has restructured its agricultural production by reorganizing cooperations, planning and forming large – scale fields, concentrating cultivation and processing areas, etc; increasing scientific and technological application; enhancing productivity and farming output.

Advices have also been given on standardizing defence knowledge for key cadres at all levels and screening, supplementing and perfecting legal documents on defence in association with administrative reform. Every year, the Provincial Defence and Security Education Council builds plan and implements them, conducts training to improve defence and security knowledge for cadres, party members, particularly key ones from provincial to grass roots level.

Defence is the cause of all. For this reason, except for important classified military and defence documents, e.g. defensive plan, combat plan, etc, the province has consulted people’s opinion and social criticism for defence missions, considering these  a way to promote socialist democracy. Legal document and policies relating to defence of the province have come into effect  as a state tool for management and ensuring that all citizens enjoy their rights and fulfill their duties on national defence cause.

Advice has also been given on maintaining regulations on checking and supervising, solving complaints and denunciations regarding defence field in accordance with the law; dialogues are held on a regular basis between authority, enterprises and people to overcome difficulties, obstacles and create favourable conditions for socio-economic developments, hence improving economic – defence potentials in the region.

In the coming time, the Party Committee and Commanders of Hau Giang Military Command will continue to give advice to the province on state management over defence, making contribution to achieving all targets of socio-economic development and defence and security consolidation in the new situation.
