Building firm provincial and municipal defensive zones is a strategic line of our Party, State and one crucial, permanent task of the localities. Fully aware of this, over the past years, the armed forces of Ha Tinh have promoted their core role in advising the party committees and authorities at all levels the preparation and implementation of this important task, thus gaining practical results.
Ha Tinh is located in a strategic location in socio-economic, defence and security fields of the Military Region 4 with over 164 km of land border with the Lao and 137 km of coastline. In recent years, the province has seen remarkable comprehensive developments. Several industrial and service zones have gone into operation with realistic effectiveness in creating more new jobs, boosting socio-economic growth, building new style rural areas, enhancing social welfare, improving people’s living standards, strengthening defence and security, maintaining political security, social safety and order. However, it still faces a number of challenges and risks of instability. Particularly, in 2016, making use of the marine incidents, hostile and disruptive forces tried to facilitate their sabotage. They incited and gathered people, then organized demonstration which then led to social chaos and riots, badly affecting the socio-political situation and the building and operation of the defensive zone. Thoroughly grasping the situation and fully aware of their tasks and responsibilities, the provincial armed forces have proactively assisted the party committees, authorities at all levels in leading, directing and building the firm defensive zone in both potentiality and posture realms.
Thoroughly grasping the Resolution No. 28-NQ/TW of the Politburo (10th tenure) on “Continuing to build the provinces and central-governed cities into firm defensive zones in the new situation”, the Decree No. 21/2009/NĐ-CP of the Government and documents and instructions of the MR4, the Provincial Military High Command has advised the Provincial Party Committee to issue the Action Plan No. 1256-CT/TU for implementing the Resolution No. 28-NQ/TW of the Politburo; the Provincial People’s Committee to establish the Steering Board for building defensive zone; founding the Provincial and district supply councils. At the same time, it has also advised the Province authorities to strengthen propagation to heighten the sense of responsibility and promote the overall strength of the entire political system and people for the task of building the all people’s national defence, the all people’s defence posture associated with the people’s security posture. Sticking to the leadership and direction of the MR4’s Party Committee and High Command, the Provincial Military High Command has advised the Province to build and approve the Plan No. 204/TM-QHQS on building the military posture in the defensive zone; direct the sectors and localities to approve the plans and finalize the legal procedures on building the operational installations, rear installations, logistic installations and the depot system supplying for the needs in war time. Along the border line, the province has surveyed and installed 54 border landmarks. In recent years, the province has seen robust economic progresses. Many industrial zones have gone into operation, boosting socio-economic growth but also adversely affecting the building of military posture in the defensive zone. To deal with this problem, the Provincial Military High Command has coordinated with the Public Security, Border Guard and other related sectors, industries to advise the Province to have adjustment in force disposition so that the emerging incidents can be opportunely settled, and the political security, social safety and order can be safeguarded. Up to now, the Province has finished planning the military posture in the district defensive zones, and mapped out measures and roadmaps for implementation until 2020 and beyond.

In the building of defensive zones, the Province attaches importance to building the spiritual, mental potentials with the “people’s heart and mind posture” being the core. The Provincial armed forces have advised the party committees, authorities at all levels to lead, direct and accelerate the propagation and dissemination of the viewpoints, guidelines, policies of the Party and State on the two strategic missions of national construction and defence, the defence, security and defensive zone establishment tasks. In addition, the province has also paid attention to consolidating its political system, enhancing leadership capability and combativeness of party committees and organisations, the management and operation of its authorities; promote the role of the unions and fronts in persuading people to implement the Party’s lines and the State’s laws and policies on socio-economic development and defence and security consolidation. They have also advised the Province to strengthen the councils for defence and security; conducted field marching for public work to earn people’s affection and talk them into implementing the Party’s lines and the State’s laws and policies.
Together with building political and mental potentials, the Province accelerates socio-economic development associated with defence and security strengthening. Basing on the Master plan on socio-economic development until 2020 with a vision to 2050 approved by the Government, the Provincial Military High Command has advised the Province to direct its departments, sectors and industries to coordinate with its cities, districts and towns to make plans, seriously evaluate, and implement the programs, projects of socio-economic development in accordance with laws and the local practical conditions to ensure close link with the defence and security posture in the defensive zone with priority given to promoting the effectiveness of dual use projects. To date, the Province has finished the plan for industrial, commercial and service development associated with the development of defence industry.
Notably, the Province has implemented various projects of socio-economic development associated with defence and security consolidation in the crucial areas with high quality and effectiveness, such as: Vung Ang, Cau Treo international border gate; the border patrol road, the docking area for boats and ships. In addition, the Province has also made investments in the infrastructure of border communes to establish the inter-connected and firm sea-land posture.
Building the local armed forces is one of the important contents, directly deciding the quality and effectiveness of the local defence and miltiary work in general and the establishment and operation of the Provincial defensive zone in particular. Fully aware of this, the Province has regularly paid attention to building the local armed forces strong in politics, ideology and organisation with high overall quality, combat strength, capable of being the core in the establishment and operation of the defensive zone, meeting the requirements and mission of Fatherland protection. On the other hand, the provincial armed forces have strengthened cooperation in situation grasping, opportunely had supplementation for combat documents, thoroughly conducted training and exercises for their forces. Thereby, the level and capability of leadership, command, and combat coordination among their forces have been unceasingly enhanced, especially in dealing with the chaos, riot and martial law situations which has been praised by the MR4.
Promoting the gained outcomes, in the coming time, the Provincial armed forces will continue to grasp the resolutions and directives of upper levels, focus on building the party committees and organisations pure and strong; build their units and organs all-round strong with high combativeness and successfully accomplish their tasks of advising the party committees and authorities at all levels to lead and direct effectively defence and military tasks; build the all people’s national defence, the all people’s defence posture associated with the people’s security posture strong, the provincial and district defensive zones increasingly firm, meeting the requirements and mission of national construction and defence in the new situation.
