Grasping the Party’s viewpoint on strengthening the work of internal politics protection in the Military
The tasks of internal politics protection have been defined in the 12th National Party Congress as: protecting the Party’s Platform and Charter; organizing and operating principles; the country’s constitution and laws. Cementing the work of internal politics protection with Party building and rectification. Resolutely combating and preventing the signs of factionalism or group interest that may cause disunity in the Party. Severely disciplining cadres and party members violating regulations of the Party Central Committee on things that party members must not do, particularly speaking, spreading and disseminating documents running counter the Party’s Platform, Charters, resolutions, directives and the State’s Constitution and laws. Combating effectively with “peaceful evolution” plots and schemes of hostile forces. This is the responsibility of the entire Party, firstly the grassroots party executive boards.
Grasping thoroughly the Party’s directive and resolutions, over the past years, the work of internal politics protection in the Military has been paid due attention, led and directed seriously and implemented thoroughly by the Central Military Commission, the Ministry of National Defense, the General Political Department and party committees and commandants of organs and units. The security protecting offices at levels have fulfilled well their advisory role and coordinated with other related ones in implementing the related resolutions, directives, and regulations. Thereby, the effectiveness and quality of the work have been unceasingly enhanced; internal organization of units and agencies are made politically, ideologically and organizationally clean, contributing to their task fulfillment.
However, in some offices and units, there are still shortcomings and inadequacies in the awareness and implementation of the work, particularly in the internal politics management and the secret management in the fields of information, telecommunication, Internet and IT devices exploration, etc. Besides, hostile and reactionary forces are trying by all means to infiltrate and sabotage the Military’s internal affairs, such as: making use of the country’s international integration and cooperation to spread their propagation and distortion in the ideological and cultural fields; carrying out intelligent activities to attack our critical targets in order to foster the “self evolution”, “self transformation” and “depoliticalization” in the Military.
The above situation requires that units and offices in the Military must stay vigilant and pay attention to the work of internal politics protection; regularly grasp the situation and fulfill well their advisory role and give out effective guidance on the work. To meet this requirement, party committees and commandants at levels should focus on the following issues:
First, regularly carrying out briefing and education to raise the vigilance and responsibility of cadres and troops for the task of protecting the Party and the Military. The content of education must be comprehensive but focuses on the importance of the work and the political building of the Military to make it absolutely loyal to the Party and the Fatherland. In addition, giving information and clearly pointing out plots and schemes of sabotage of hostile forces, especially in the fields of ideology and culture. This helps cadres and troops raise their vigilance, protect themselves and their units.
Second, party committees, commandants at levels must grasp and serious implement the resolutions, directives, regulations of the Party, State and the Military on the work. First and foremost, it is necessary to continue to grasp and thoroughly implement the Regulation 57-QĐ/TW dated 03 May 2007 of the Politburo (X tenure) on some issues about protecting the Party’s internal affairs; the Directive 39-CT/TW dated 18 August 2014 of the Politburo (XI tenure) on strengthening the work of internal politics protection in the present situation; the Directive 05/CT-TTg dated 21 February 2012 of the Prime Minster on enhancing the quality and effectiveness of keeping the State’s secret in the new situation; the Regulation on managing, providing and using Internet service in the Military (attached with the Circular 110/2014/TT-BQP dated 22 August 2014 of the Ministry of National Defense); the Regulation 1358/QC-CT dated 24 September 2009 of the General Political Department on the internal politics protection in the Military, etc. together with the implementation of the Central Resolution 4 (XII tenure), the Directive 05-CT/TW of the Politburo (XII tenure), the Directive 87-CT/QUTW of the Central Military Commission on continuing studying and following Ho Chi Minh’s thought, moral and style.
Third, regularly screen, grasp and seriously manage the internal politics situation, particularly ideology and relations of cadres and party members. Attach importance to grasping and preventing the degradation in ideology, politics, moral, lifestyle of cadres, party members, troops, defense workers and laborers; resolutely combat with signs of internal “self evolution”, “self transformation”. Closely coordinate with checking, supervisory, inspecting stages to timely detect and discipline cadres, party members violating the Party’s disciplines, the State’s laws and the Military’s disciplines.
Fourth, seriously observe regulations on defense diplomacy activities. Party committees, commandants of units should have thorough leadership and direction over defense diplomacy activities; related functional bodies should give out the best advice and proposals during implementation; make sure that the choosing of cadres for overseas business trips must observe regulations on political standards, procedures, principles and must stem from requirement and task. Meanwhile, strengthen measures to manage groups and individuals traveling abroad, etc. Especially, prevent cadres and party members from being bribed and controlled by hostile forces.
Fifth, build safe units together with safe locality. Party committees and commandants of units should thoroughly carry out the guideline of inside building supports the outside and outside building consolidates the inside. Regularly coordinate with party committees and local authorities; stick to the reality, grasp the situations of political security, social safety and order, as well as plots and schemes of sabotage of hostile forces in their stationing area to build action plans.
Strengthening the work of internal politics protection in the Military in the present situation is of special importance, contributing to successfully realizing the Resolution of the 12th National Party Congress, the Central Resolution 4 (XII tenure) on party building, ensuring that the Military is politically, ideologically and organizationally strong which is the base for enhancing total quality and combat strength of the Military.
