Gia Dinh Regiment – the 1st Infantry Regiment of Ho Chi Minh City Command, is tasked with training, being ready to safeguard Ho Chi Minh City and carrying out the tasks due to the seniors’ orders. This is the honour and also the heavy responsibility of the Regiment because the Regiment is located and working in the urban area, which has been affected by the side effects of the market economy, social evils, pragmatic lifestyle, etc to the life, feelings and emotion of cadres and solders. On firmly holding the features of the location and the task requirements, in recent years, the Regiment has proactively made solutions which are synchronous and practical to the reality, and managed to well accomplish the tasks in all working fields. In 2023, the Regiment was selected by Ho Chi Minh City Command to be a typical example in regulation training, regularity building and discipline management. To sucessfully accomplish this task and become a “focal point” in building the comprehensively strong, “exemplary, typical” units and implementing the Determined-to-win Emulation Movement, the Regiment’s Party Committee and Command have attentively led and directed the regularity building and discipline management and gained positive results. The awareness and responsibility of cadres and soldiers of the regularity building and discipline management have been comprehensively changed; the discipline of meetings, learning and working has been strictly maintained from offices to units; the weaknesses and shortcomings have been repaired; the internal solidarity, agreement and safety have been well kept, etc. From the reality, the Regiment has learnt some experience which is also the foundation to be applied in the coming time.
At first, the Regiment’s Party Committee and Command need to improve the roles and responsibility of all-level party committees, commands, cadres and party members in their leadership and direction on the construction of model units in regularity building and discipline management. Based on thoroughly grasping the seniors’ resolutions, directions and regulations on regularity building and discipline management, especially Plan No. 906/KH-BTL, dated 13 April 2023 by the City Command on “Constructing the model units of military regulation training, regularity building and discipline management in 2023”, the Regiment’s Party Committee issued Resolution No. 155-NQ/ĐU, dated 28 April 2023 on “Leading the construction of model units in regularity building and discipline management” and widely grasping in the whole unit. The Regiment has asked the party committees of offices and units, basing on their functions and tasks, to concretise the contents, targets and standards of building the model units, making them concise, easy to remember and suitable with each participant; include them in the working schedules of the party committees and leading cadres as the key tasks needed to be attentively led and directed. Basing on the resolutions and plans of building the model units, the all-level party committees have appointed their members to supervise and speed up the implementation, giving focus on weak units and the ones having risks of violations, and take responsibility for the results of these units. For cadres and party members, the Regiment brought into play the pioneering and exemplary role in the motto of “the seniors setting good examples to the juniors, the commanders setting good examples to the units, the party members setting good examples to the masses”; took the results of building regularity and complying with the State’s law, the Army’s discipline as the criteria to evaluate cadres at all levels in 2023. Specifically, the Regiment has combined the regularity building and discipline training with the promotion of emulation movements, especially the learning and following of Ho Chi Minh’s thought, morality and lifestyle according to Conclusion No. 01-KL/TW, dated 18 May 2021 by the Central Military Commission; at the same time, brought into play the roles of the Military Council and Youth Union. Accordingly, the regularity building and discipline management have been strictly led and directed, which could gather and prove the synergy in implementation, creating stable and steady changes.

With the model units’ high targets and requirements of the regularity building, the Regiment has advocated the comprehensive breakthrough with focused and key points. Accordingly, the Regiment has directed the regularity building from daily activities to learning, working, training and combat readiness. The Regiment has paid attention to fully carrying out all contents of the 3rd standard of Direction No. 79/CT-BQP and Decision No. 2425/HD-TM, dated 03 October 2022 by the General Staff on the instructions of building the comprehensively strong, “exemplary, typical” units. In its daily activities, learning and working, the Regiment has required offices and units to strictly maintain and promote the implementation of 11 daily regulations, 03 weekly regulations and other ones of the Soldier management regulations; built regularity with the smallest actions such as implementing the military behaviour, getting dressed, walking, addressing and greetings. To gain good results, the Regiment Command and functional offices have intensely supervised and directed the administrative office and guarding forces to actively patrol and timely solve the shortcomings and violations, improving the quality of regulation implementation in the whole Regiment. In training, the Regiment has enhanced the regularity in all factors, from the direction, management, operation, training, practice, exercises to other training supports; maintained the strict implementation of time awareness and disciplines on training grounds; combined the reform and improvement of training quality with regulation observance and discipline training, etc., at the same time, well carried out the “basic, practical and solid” motto, highly appreciated the synchronous, in-depth and close-to-combat training; closely combined with drilling the movements, spirit, physical fitness and transmitting combat experience to soldiers. The training contents have been conducted comprehensively, giving more focus on junior technical and tactical contents. The regularity has been included in implementing the training in echelon, retraining and coaching the contingent of cadres. The contests and competitions have been regularly held by the Regiment with increasingly high quality. Besides, the training support factors including the training materials, weapons, ammunition, training grounds, drill grounds and statistics of training results have been done methodically, regularly and closely in all stages and steps. To concretise the seniors’ orders and instructions of combat readiness, the Regiment has paid more attention to building, adding and completing the combat determination and plans in all situations; directed the subordinate offices and units to build the combat-readiness documents and made their approvals in echelon; strictly maintained the combat-readiness duty, commanding duty and combat duty; assured the troops, weapons, technical equipment and vehicles in all situations in all levels.
Together, the Regiment has proactively brought into play the internal forces, actively reinforced and built the regular, green, clean and scenic barracks, and the healthy military cultural environment. In 2023, offices and units mobilised the resources to consolidate and rebuild the propaganda posters and panels, the systems of wires, shelves, signs and noticeboards in working places and rooms for cadres and soldiers in accordance with the regulations (1,494 signs and noticeboards, 86 line-up training shelves and 500m marching roads were made, hundreds of trees were newly planted, etc.). Accordingly, the scenery and environment of the units have been comprehensively renovated, being more spacious, regular, “green, clean and beautiful”, and meeting the criteria of model building of regularity.
To help cadres and soldiers have stable changes and progress in their awareness and behaviour of complying with the State’s law and the Army’s discipline, the Regiment has directed offices and units to enhance the political, ideological and legal education; encourage cadres and soldiers to feel proud of staying in a unit which has a full history and tradition of safeguarding the City named after our beloved Uncle Ho, taking it as the basis to well carry out the targets of building the model units in discipline management. The Regiment has required offices and units to strictly manage and grasp the quantity and quality of soldiers; timely solve the ideological problems for cadres and soldiers in their task execution; seriously maintained and implemented the Instruction No. 3461/HD-QH, dated 30 February 2022 by the Department of Military Training, the General Staff on preparing the lesson plans of announcing and drawing experience of discipline; maintained the reviews to learn from experience of discipline and law violations happening in the whole army in order to proactively make solutions in accordance with the features and reality of the units; strictly managed the information and speeches, coordinated and cooperated with other offices to timely solve any raising situations and avoid any distorted pictures and information from spreading on the social networks, which could badly affect the image of “Uncle Ho’s Soldiers”, at the same time, strictly managed weapons, equipment and technical materials; correctly followed the regulations of daily and weekly maintenance, registration and statistics; regularly supervised the discipline observance in breaking time or days off, especially for the ones working individually to maximally reduce the law violations; proactively coordinated with the local governments and police, and kept the close connection with soldiers’ families to hold the situations, give warnings, strictly manage soldiers and prevent the social evils penetrating into the units. Together, to have the good discipline management, the Regiment has directed offices and units to well bring into play the grassroots democracy; support the activities of the guarding and public relation soldiers, “3-people groups”, “psychological and legal consulting groups” and the models of “Feedback box” to receive complaining ideas from cadres, soldiers and their families, at the same time, strictly implemented the regulation of discipline statistics and reports, the ones of results recording, evaluating and learning from experience of model building. Therefore, through the whole year, the Regiment has not seen any disciplinary violations needed to be processed, which has exceeded the targets defined in the specialised resolution on “Leading the construction of the model units in regulation training, regularity building and discipline management”.
With the suitable breaking solutions, focuses and key points, the regularity building and discipline management of the Regiment have gained positive results, creating the motivation, belief, responsibility and new momentum for cadres and soldiers, making contribution to improving the overall quality, combat power and building the comprehensively strong, “exemplary, typical” Regiment deserving to be Heroic and traditional Gia Dinh Regiment who can “Surely win once deployed, defeat once fighting”, and successfully accomplish all assigned tasks in the new situation.
