Fully aware of the importance of the promotion of the qualities of "Uncle Ho's Soldiers" and resolutely countering individualism in the new situation, the General Department of Defence Industry has been actively  promoting the dissemination and implementation of Resolution No. 847 of the Central Military Commission with strong determination and synchronous solutions.

Resolution No. 847-NQ/QUTW, dated December 28, 2021 of the Central Military Commission on promoting the qualities of "Uncle Ho's Soldiers" and resolutely countering individualism in the new situation (hereinafter referred to as Resolution 847) mentions two important tasks with dialectical relationship, namely: nurturing the qualities of "Uncle Ho's Soldiers" and countering individualism. This is an important issue, a breakthrough to brighten the noble qualities of "Uncle Ho's Soldiers” in the new era; at the same time, resolutely struggle to prevent and repel the manifestations of individualism, contributing to the successful realisation of the goals of Military building in the spirit of the Resolution of the 13^th National Party Congress and the Resolution of the 11^th  Military Party Congress.

As for the General Department of Defence Industry (GDDI), the effective dissemination and implementation of the Resolution will strengthen the education and training of cadres and party members; improve the leadership capacity and combat strength of the GDDI’s Party; make it an all-strong "exemplary and typical" unit; promote its synergy, innovate its thinking and acting; gradually build and develop defence industry in the direction of  proactiveness, self-reliance, self-sufficiency, dual-use, modernity, and international integration, becoming the spearhead of national industry, contributing to the realisation of the policy of Military modernisation, improve the potential, military and defence strength of the country. Promoting the results achieved in Party building work, studying and following of Ho Chi Minh's thought, morality and style, over the past time, GDDI has paid much attention to the dissemination and implementation of Resolution 847, and deployed it with synchronous solutions, focusing on the following ones:

Firstly, regularly paying attention to the leadership and direction over the implementation of the Resolution. Resolution No. 847 is both urgent and strategic. In order to put the Resolution into practice, leadership and direction play a key role which should be carried out regularly, continuously and in-depth, in order to maintain the "vigour" of the Resolution in all activities of individuals and organisations. Bearing that in mind, GDDI’s Party Committee focuses on leading and directing agencies and units to strictly implement the Resolution. Accordingly, along with extensively propagating the Resolution, Party committees and organisations at all levels  have also reviewed and supplemented the contents of implementing Resolution 847 into the Action Program to implement the resolutions of the Party congresses at all levels; closely combine the implementation of Resolution 847 with the implementation of resolutions, conclusions, directives and regulations on Party building and rectification, the campaigns inside and outside the Army; supplemented and concretised five qualities of "Uncle Ho's Soldiers" according to Resolution 847 into the set of criteria for studying and following Ho Chi Minh's thought, morality and style throughout GDDI’s Party organisations.

Secondly, thoroughly conducting propaganda, education to improve the awareness and responsibility for it staff in the implementation of the Resolution. GDDI’s Party Committee requires that propaganda and education in each agency and unit, on the one hand, improve the awareness, responsibility and determination for cadres, party members and the masses in preserving and promoting the qualities of "Uncle Ho's Soldiers", and resolutely countering individualism; on the other hand, contribute to defeating all conspiracies, tricks and distortions of hostile forces; constantly innovate, apply flexibly and diversify forms of propaganda and education; focus on in-person education and propaganda through conferences, briefings and meetings. At the same time, it promotes the role of the Defence Industry and Economy Magazine, GDDI's e-Portal, the reporters, propagandists to promote propaganda and education for the subjects about the contents of the Resolution.

The contents of propaganda and education must be comprehensive, focusing on the meaning, goals, viewpoints, tasks and solutions to continue promoting the qualities of "Uncle Ho's Soldiers", and resolutely fighting individualism in the new situation; glorious tradition, functions and tasks of the Army, the qualities of "Uncle Ho's Soldiers", manifestations and damage of individualism, and ways to identify, struggle, and prevent it; new, good, creative, effective ways of doing, examples of "good people, good deeds", typical examples of ethics and lifestyle in work, production, and in studying and following Ho Chi Minh's thought, morality and style, who widely spreads the good qualities of "Uncle Ho's Soldiers" throughout the General Department.

Third, promoting the role models of officials and party members in implementing the Resolution. When alive, President Ho Chi Minh once taught us that: "A living role model is worth more than a hundred propaganda speeches". Imbued with that teaching, the Party committees and commanders at all levels of GDDI always lead and direct the strict implementation of the Party's resolutions, directives and regulations on setting example and consider it an important measure in implementing Resolution 847 in each agency and unit. Accordingly, setting example is required to be conducted regularly, continuously and comprehensively. In order that setting example is closely attached to the implementation of Resolution 847, the Party Committee of the General Department directs agencies and units to thoroughly conduct self-criticism and criticism; associate personal criticism with collective criticism; clarify individual's accountability for collective's shortcomings. Presiding officer and heads of agencies and units are required to uphold the spirit of "self-examination and self-correction"; regularly compare their behaviours with the manifestations of individualism mentioned in the Resolution to self-correct in a timely manner, creating a strong spillover effect in each agency and unit.

Fourth, thoroughly conducting inspection, supervision, and review in implementing the Resolution. In order to ensure that the Resolution is strictly implemented, the Party committees and inspectorates at all levels in the General Department add the implementation of the Resolution to the plans of inspection and supervision for the 2020-2025 term and annually. Basing on these plans, it strengthens inspection and supervision of self-criticism and criticism,  setting example and overcoming limitations and shortcomings of collectives and individuals; improves the effectiveness of thematic supervision, focus on monitoring party organisations, cadres and party members with signs of deterioration in political ideology, morality, lifestyle, "self-evolution", "self-transformation", violations of the Party's regulations, falling into individualism. This helps preventing and stopping wrongdoings and violations early and from afar, preventing small violations from evolving into big ones, and individual mistakes into collective errors; opportunely and strictly handle violations in accordance with directions, principles and regulations without restricted area.

Along with that, its agencies and units periodically review, summarise and draw lessons from the practice of this work; seriously criticise and specify limitations and shortcomings and map out measures for correction; draw lessons and identify guidelines and solutions to lead, direct, and implement in the coming time. While doing this, role models and effect methods are discovered to honour, praise, and replicate throughout the General Department.

With solidarity and high responsibility, the Party committees and commanders of agencies and units in the General Department of Defence Industry are determined to lead, direct and successfully implement Resolution 847, making positive changes in developing political steadfastness, motivation, responsibility, morality, and lifestyle of cadres, party members and the masses; at the same time improving the leadership capacity and combat strength of party organisations, building a strong General Department, meeting the requirements of building the Army and defending the Fatherland in the new situation.
