Since its inception, our Party has always attached importance to party building. It has issued a number of resolutions, directives on party building and rectification which are the ground for the pureness, strength and mission accomplishment of the Party. Especially, at its 4^th plenum of the XI tenure, the Party Central Committee issued a resolution on party building. This can been seen as a breakthrough in the work of party building, manifesting the party’s strong determination and representing an urgent solution which make self criticism and criticism a regular task of the party. Along with regarding economic development as the focal task, the Party also attaches importance to renewing and purifying its organization, considers it a core mission.

For this reason, the phrase “Further building the Party pure and strong…” was mentioned right in the title of the Political Report and the theme of the 12^th National Party Congress. Party building ranks first among the 6 central tasks for the tenure 2016 – 2020 of the Party.

The fact that the 12^th National Party Congress continued to reaffirm party building as a key task stems from the leading role of the Party and the paramount importance to the country’s revolutionary cause. For party building to be a really key task in light of the resolution of the 12^th National Party Congress, it is necessary to grasp and unify on the following issues:

First, party building should be furthered politically; enhancing the capability of party committees and organizations in ruling and implementing resolutions. Continue to renew thinking on party building in the new situation; be steadfast in Marxism – Leninism, Ho Chi Minh Thought, national independence and socialism and principles of party building; Be fully aware of main viewpoints on party building, particularly the necessity and importance of the implementation of the Central Resolution 4 (XI tenure) to prevent degradation in political ideology, moral, life style among a number of cadres, party members and purifying the Party organizations. Besides, the Party must always renew, rectify, and improve its comprehensive leading capability, particularly the ability to map out plan, guidelines in line with the objective rules and distinctive features of reality of Vietnam.

Second, renewing ideological and theoretical work to clarify new issues emerging from real life. Ideological and theoretical work should study, review, clarify the practical and theoretical basis, accomplish the system of viewpoints on socialism and the path to socialism in our country in the new condition. Party committees at all levels should renew contents, modes and methods of propagation and political education; continue to counter and defeat the strategy of “Peaceful evolution” of hostile forces and signs of “self-transformation”, “self evolution”; firmly safeguard the ideological background of the Party.

Third, consolidating organization, enhancing the quality of Party organizations and party members. Continue to perfect and strictly adhere to regulations on function, mission and modes of operation of party organizations, especially those in economic sectors. Training party members to become pioneers, exemplary staff who are closely tied with the people, enthusiastic in work, revolutionary, disciplined, highly-qualified and hard-bitten. Meanwhile, renewing content and method of assessing the quality of party organizations and members; managing, developing and assessing party members; resolutely expelling those violating Party Charter and State law. 

Fourth, facilitating renewal, making significant change in cadre work. It is necessary to institutionalize, concretize the principles of the relation between political line and cadre line, between criteria and structure, between moral and talent, etc. Grasping and strictly adhering to the principle that the Party leads cadre work, manage cadre staff besides upholding the rights and responsibilities of organizations and cadre in charge; having mechanism for discovering, selecting, training and employing talents and offerring favorable conditions for the genius and talented people whether they are party members or not.

Fifth, party building should be furthered in moral perspective. The whole Party should be persistent with the Central Resolution 4 (XI tenure) and the Directive 03-Ct/TW of the Politburo on studying and following Ho Chi Minh moral example; countering and preventing degradation in moral and life style of cadres and party members; practice thrift and avoid wastefulness; building and implementing a number of principles and institutions for widespread democracy inside the Party and the supervision of the People over the Party and State.
