Following Uncle Ho’s teachings, the 395th Division builds its cadre corps with the spirit of “seven dares”
When discussing the role of the cadre corps, President Ho Chi Minh asserted: “Cadres are the root of all tasks”; “success or failure in any work depends on whether the cadres are capable or not.” Adhering to this spirit, the Party Committee and the Command of the 395th Division, 3rd Military Region, has been implementing various comprehensive policies and solutions in leading and directing the building of the cadre corps at all levels in line with the “seven dares” motto to meet the increasingly high demands and tasks in the new situation.
The 395th Division is a regular unit of the 3rd Military Region, with the task of training and maintaining combat readiness to protect the Northeastern region of the Fatherland and conducting other missions as required. In order to successfully fulfill its assigned political mission, in recent years, the Party Committee and Command of the Division have implemented uniformed leadership policies and directives to build a comprehensively strong and “exemplary, distinguished” unit, constantly enhancing the overall quality and combat strength of the Division. Particularly, the Division leadership has focused on building a cadre corps who are “both red and expert” according to Ho Chi Minh’s thought, which is identified as the central content, the “core” of the “core” in personnel work. As a result, the cadre corps of the Division is essentially sufficient in quantity, with good quality, a suitable age structure and continuous succession is ensured. These cadres possess steadfast political determination, actively engage in self-cultivation and training, and always comply strictly with state laws and military discipline. They also have high sense of responsibilities, boasting scientific and innovative working manner and methods. They are closely connected to their soldiers, take good care of them, and are always ready to undertake difficult and complex tasks. Especially noteworthy is that, despite various impacts, most cadres stay true to their political ideology, ethics, and lifestyle. They consistently play the core role in leading and commanding agencies and units, successfully accomplishing all assigned tasks. Many officers of the Division have strived, developed, and held important positions in the Command of the Military Region, as well as in units throughout the Military Region and the entire armed forces.

Currently, in the face of new developments in the task of national defence, there is an increasing demand to enhance the overall quality and combat strength of the Division. Meanwhile, the negative side of the market economy, political distortion, subversion efforts by hostile forces, along with the difficulties of daily living, have had notable impacts on the morale and mentality of officers and soldiers. Therefore, building a high-quality, well-structured cadre corps that meets the requirements and tasks is an urgent issue. At the 6th Central Military Party Committee Congress for the 2020-2025 term, General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission, emphasised the need for special attention to building a strong, virtuous, capable, and reputable military cadre corp. This requires superiors to serve as examples for subordinates, and commanders to be the models for their units. According to the General Secretary, it is necessary to focus on nurturing and training the military cadre corps in the spirit of daring to think, speak, and act; daring to take responsibility; daring to innovate and transform; daring to face difficulties and challenges and take action for the common good. This is the direction and goal of cadre work, requiring Party committees, Party organisations, and Party officials and members at all levels to have their own strategy and solutions to train, educate, cultivate and promote the spirit of “seven dares,” contributing to the successful completion of assigned duties and tasks.
Adhering to that spirit and building upon the achieved results, the Party Committee and Command of the Division, along with Party committees at various levels, continue to creatively apply Ho Chi Minh’s thoughts, actively building the Division’s cadre corps in the spirit of “seven dares” to create breakthroughs and bring about new transformations in the assigned tasks.
First and foremost, there must be efforts to enhance awareness regarding cadres and cadre work. Awareness serves as the foundation for action, and with correct awareness, effective strategies and measures can be formulated and implemented. In line with this spirit, the Party Committee and Command of the Division, along with party committees at various levels, continue to deeply grasp and implement resolutions, directives, and guidance from higher authorities on cadre work and the building of the cadre corps, especially Resolution No. 831-NQ/ĐU dated 5 July 2019, issued by the Party Committee of the 3rd Military Region regarding the building of the cadre corps in the armed forces of the Military Region, especially at the operational and strategic levels. Through this, there must be a clear understanding of the decisive role and importance of the cadre corps in achieving the mission’s outcome of the organisations and units, and building the cadre corps must be seen as a direct responsibility of Party committees, Party organisations, and leadership at all levels. Consequently, Party committees and Party organisations at all levels must adhere to and strictly implement principles, regulations, procedures, and authorities as stipulated. There is also an emphasis on strengthening the inspection and supervision of each stage and step in the implementation process.
In line with Conclusion No. 14-KL/TW dated 22 September 2021, of the Politburo (13th Tenure) regarding the policy to encourage and protect dynamic, innovative cadres for the common good, the Party Committee and Command of the 395th Division focus on raising awareness and enhancing the responsibility of Party committees and Party organisations, especially their leaders, and encouraging and call for the awakening of a sense of responsibility, a desire to contribute, and a spirit of innovation, creativity, and breakthrough in tackling new and challenging tasks, aiming to overcome the current limitations and weaknesses of the cadre corps. During the implementation process of this work, Party committees at all levels must intensify supervision and provide assistance for cadres. If the task performance does not meet the requirements, there is a need for an objective and comprehensive assessment to identify the root causes and put forward proposals for better measures to ensure that cadres can embody the “seven dares” spirit and continue to give their best in building their organisations and units.
Effectively carry out the management, planning, deployment, appointment, arrangement, and rational, scientific, and efficient use of the cadre corps is a critically important aspect that decisively influences the effectiveness of building the cadre corps. This provides the foundation for cadres to effectively promote the “seven dares” spirit in leadership and direction, ensuring the successful implementation of the tasks of each organisation and unit. Applying Ho Chi Minh’s thought on cadre work, the Party Committee of the Division directs the Party committees and commands of its subordinate units to correctly implement the hierarchical management of officials, ensuring the coherence of the work. In addition, there must be integration between Party cadre management and Party member management, both at their workplace and residence. Also, it is essential to actively innovate the planning, deployment, appointment, arrangement, and use of cadres with the principles of “dynamic” and “open,” aligning with practical requirements and assigned tasks. Furthermore, in the implementation of such works, it is crucial to grasp the quality of the cadre corps to proactively develop promotion roadmaps for units’ leadership and branch-leading officials, ensuring a close, accurate structure with three-age-tier groups, robust progression and smooth transition between generations.
Additionally, particular attention should be given to planning and assigning young cadres to leadership positions. Besides, there should be efforts to review and actively create a cadre pool to maintain an age difference of 3 to 5 years between adjacent age-tiers, with at least 30% falling under the young cadre category. Most importantly, it is critical to prevent cadres displaying political opportunism or power ambition to enter the cadre planning process at all levels. In addition, the Party Committee of the Division should directly instruct the coordinated implementation of solutions to address quantity issues and supplement and adjust the cadre corps structure in the direction of balancing the surpluses and shortages of cadres within each unit and between units in the Division with priority given to units tasked with combat missions and training new recruits.
In the mobilisation, appointment, deployment, arrangement, and utilisation of cadres, the Party Committee of the Division adheres to and strictly implements the organisational procedures, principles, and structure for appointing newly graduated officers in line with their training objectives and make bold proposals for the appointments and transfers of those with high competence, a strong sense of responsibility, and proven effectiveness in their duties to take on managerial and command positions within units and agencies. In addition, there is a firm commitment not to appoint cadres who have not accumulated enough time in each position as stipulated. In addition, timely dismissal and replacement of cadres with limited capability, low credibility, or those who violate discipline must be carried out without waiting for the end of their term or appointment period. The goal is to strive for 100% of officials to fulfill their duties each year, with over 85% achieving good and excellent ratings in their roles and tasks.
During his lifetime, President Ho Chi Minh placed great emphasis on the work of education and training for cadres, always considering “training cadres as the core task of the Party.” Adhering to this spirit in building the cadre corps with the “seven dares” motto, the 395th Division focuses on leading and directing the innovation of training and fostering, enhancing political acumen, competence, responsibility, and scientific working methods for its cadre corps. To achieve this, the Division Party Committee proactively select personnel for training, ensuring the effectiveness of the arrangement and utilisation of commanding and managerial cadres at all levels, both in the short term and long term. Simultaneously, the Division vigorously organises training sessions within its units to comprehensively foster political acumen, ethical qualities, lifestyle, capacity, practical experience, methods, and working style for its cadre corps. Additionally, it focuses on developing specific criteria for the cadre corps at all levels to self-evaluate, self-cultivate, and strive to fulfill tasks assigned on their designated positions and responsibilities. For leading cadres at all levels, it is required to clearly grasp Party’s direction and viewpoints and resolutions, directions and orders from the higher-ups. They must be the genuine examples of political qualities, ethics, lifestyle, organisational discipline, and solidarity spirit. Furthermore, they must possess comprehensive knowledge, excellent organisational and commanding abilities, a democratic working style, decisiveness, courage to take responsibility, party loyalty and principled character, meeting the standards for participation in Party committees at the same and higher levels. Concerning cadres in agencies, they should be proficient in their professional duties, have practical experience in unit operations, possess the ability to monitor and assess situations, and perform the advisory function effectively for Party committees and to lead, direct and examine units in the process of task implementation. For grassroots-level cadres, especially those in combat units, they must have good management, commanding and military training skills.
To bring about tangible results, the Division leadership its agencies and units to continue leveraging the outcome of the “self-reflection and self-correction” movement, enhancing the responsibility of setting examples and building the political fortitude and scientific working methods of the cadre corps. In addition, it emphasises the role of setting examples, political fortitude, a sense of responsibility, and proactive self-cultivation to improve management, commanding and training skills, and commanding abilities in the practical activities of the cadre corps, especially young officers. In conjunction with the comprehensive implementation of the above measures, the Division Party Committee and Command also provide leadership and guidance to ensure that the subordinate agencies and units consistently pay attention and take good care of the support policy work for military personnel and their families, contributing to creating motivation for the cadre corps to confidently carry out their tasks and strive to excel in all assigned missions.
