Factory Z199 firmly steps on the path of integration and development

Factory Z199 (Optoelectronic - Electronic Single-member Limited Liability Company) under the General Department of Defence Industry, is tasked with researching, designing, manufacturing, producing the observation and aiming equipment to serve the Army in training, combat readiness and participating in the production and trading of products in the fields of electricity – electronics and optoelectronics for socio-economic development. During the 25 years of construction, development and growth, the cadres, engineers, workers and employees of the Factory have always upheld the spirit of solidarity, creativity to proactively overcome difficulties and successfully complete the tasks of defence and economic development with famous products in the market. In recent years, the development in the tasks of defence industry and Army building has posed new and higher requirements for the Factory. Meanwhile, its organisational structure has yet to be perfected, including the overlapping functions and tasks among departments and processes; the qualifications and skills of the staff, employees, infrastructure, equipment, technology, and production lines are not on par with the development of the tasks; the increasing pressure of competitiveness, etc. In that context, the Party Committee and the Board of Directors of the Factory have synchronously deployed solutions to improve its organisational structure; nurture and develop human resources; invest in technology, promote research and application of scientific and technological achievements, develop new products, expand markets, etc. to proactively integrate and create new development steps.

Thoroughly grasping and implementing Resolution No. 425-NQ/QUTW, dated 18 May 2017 of the Central Military Commission "On arranging, innovating and improving the operational efficiency of military enterprises until 2020 and the following years"; Decision No. 3358/QD-BQP, dated 31 October 2020 of the Minister of National Defence on the reorganisation of the Optoelectronic - Electronic Single-member Limited Liability Company, the Party Committee and the Board of Directors of the Factory have developed and issued resolutions and plans to lead and direct the adjustment of the organisation and staffing in a strict, scientific manner, in accordance with its functions and tasks. At the same time, stabilise the organisation, perfect the Party Committee, Party organisations, and mass organisations; amend the regulations and rules of key work aspects to ensure the "effective and efficient" operation of agencies and units. On the basis of the new organisation and staffing, the Factory reviews and adjusts the plans to make use of cadres and employees in association with training, fostering and operating model. In order to develop human resources, especially young scientists, experts, managers, highly qualified technicians, skilled workers in optoelectronics, it issues a priority policy to attract and recruit high-quality human resources. At the same time, it implements a variety of training and development forms. In particular, it attaches importance to training and on-the-job workshop, directs training through production and business practices; encourages workers to self-study and self-develop to improve their working capacity, professional qualifications, and skills. It also promotes education to raise the awareness of politics, discipline and laws compliance, and safety regulations; builds up industrial style and professionalism. Moreover, it boldly appoints and uses young and capable staff; establishes a friendly working environment with development opportunities that create motivation for workers to work with peace of mind and dedication. Up to now, 100% of the Factory's staff and engineers own college degrees or higher (over 41% own master's and doctoral degrees) and nearly 80% of technical workers own skills from level 5/7 or higher, creating an important foundation for the Factory to confidently integrate and develop sustainably.

Along with high-quality human resources, technology and equipment are the fundamental and key factors that determine the competitiveness, capacity and production efficiency of the Factory. With that awareness, it has focused its resources on investing in building infrastructure, innovating technology and production equipment in a modern and synchronous direction, meeting both immediate and long-term tasks. Closely attached to the functions, tasks, development trends of weapons, equipment and market demand, it has proactively proposed to the General Department of Defence Industry the investment plans to upgrade infrastructure, purchase technology lines and equipment in a dual-use and modern direction. Implementing the motto of "ahead of the curve", the Factory has proactively required officials to research and study on technology at home and abroad; invited experts to the Factory to introduce new technology. On that basis, partners were selected to supply equipment and transfer technology to serve defence and economic production. With that direction, since 2019 to date, it has implemented a lot of new investment projects in production lines, equipment, and new and modern technology. In addition, the Factory has invested in upgrading synchronous construction items, such as multi-purpose buildings, headquarters buildings, workshops and technical infrastructure, and product storage warehouse systems. Therefore, the prestige and production capacity of the Factory has been improved, creating a competitive advantage in the market.

To stand firm and develop in the market economy and the context of integration and fierce competition, the Factory has promoted scientific research, initiatives, technical improvements, production capacity and moves towards technological autonomy. To implement this content, its Party Committee issued Resolution No. 440-NQ/DU, dated 5 July 2023 on leading science and technology work until 2030 and the following years, with the policy of focusing on researching, designing, and manufacturing new defence products in the direction of integrating different modern technologies on the same product; designing and manufacturing economic products in the direction of smart, energy-saving, and environmentally friendly, suitable for market demand with beautiful designs, high quality, etc. To realise that policy, the Factory has carried out diverse forms of researches (self-research, research groups, research cooperation) and actively innovated the process of managing and carrying out scientific researches and tasks. For the ordered and coordinated researches, the Factory directed the Research and Development Department to review and select highly qualified and skilled technical staff to establish research groups and create the best conditions in terms of facilities, laboratories, and preferential policies to support. For the researches that are self-managed by staff, engineers and employees, it directed the review, approval, and selection of feasible and highly applicable programmes, researches and technical innovation initiatives to foster researches and support production. In particular, it issued specific policies to promptly encourage and reward collectives and individuals with outstanding achievements in scientific researches and technical initiatives. Thanks to that, over the past 5 years, the scientific research and technology application movement in the Factory has made remarkable achievements; the number and quality of researches and tasks have been increased; several researches of high technical requirements have contributed to solving urgent problems and improving product quality.

To continue to affirm its position and enhance its competitiveness in the market economy, the Factory has promoted the development of new products, in both defence and economic fields. With the motto of taking defence production as the focus, economic development as the important factor for the development of defence production, the Factory focuses on assessing the situation, determining appropriate development strategies and feasible defence and economic production plans. In particular, priority is given to researching and developing new, strategic and spearheads products, as a premise for strengthening production and business. For defence production, it has researched, designed, manufactured and mastered numerous new products, especially observation and aiming equipment based on the principle of dim light amplification, thermal imaging; hybrid day and night observation equipment products on the same product. At the same time, it focuses on improving the quality of products that have been produced and supplied to units throughout the army. Currently, many of its products have been highly appreciated by units used in training and combat readiness for their functionality and reliability. In particular, the Factory is actively researching, designing, and manufacturing unmanned aerial vehicles (UAVs) to serve defence missions. For economic production, it builds a production and business strategy for the period 2021 - 2025 with the key goal of developing modern electric fans suitable for market demand. Along with that, promoting digital transformation associated with perfecting modern organisation and management methods; strictly complying with the quality management system according to TCVN ISO 9001:2015 standards; researching and applying international standards so that products are eligible for export to new markets, ... to optimise production stages, save costs and labour, thereby improving quality, reducing product prices, and increasing competitiveness in the market.

With the appropriate policy, practical and effective solutions, and the spirit of solidarity and the efforts of all cadres, workers and employees, the Factory has made significant developments in both defence and economic productions. Many of its defence products have become "magic eyes" for soldiers to improve their training quality and combat readiness; electric fans branded "PEC- Electromechanics 91 - Ministry of National Defence" have been voted for consecutive years as "High-quality Vietnamese products", "Hanoi key industrial products", etc. This is the pride and motivation for Factory Z199 to continue to affirm its position, firmly step on the path of integration and development, contributing to the construction and development of the "self-dependent, self-reliant, dual-purpose, modern" defence industry.
