Factory A32 promotes workforce development

Being a core force in repairing, restoring, and expanding the lifecycle of fighter jets as well as a leading producer of aeronautical spare parts of the Air Defence - Air Force (AD-AF), over the years, Factory A32 has always been proactive and creative to overcome difficulties to fulfil its assigned tasks. The Factory has strictly complied with the regulations and principles in the construction and development of defence industry as well as proactively brought into play internal resources to master science and technology, thus creating a firm transition from providing technical guarantee for older generation aircraft (MiG-21 and Su-22) to mastering technical assurance for new generation and high-tech aircraft, such as Su-27 and Su-30. Successfully building a large technology repair line, expanding the operational lifespan of the Su-27, and locally repairing the Su-30, continuing to invest in major repairs and expansion of the operational lifespan of the Su-30 under Project 27/30-III. In particular, in recent years, the Factory’s production capacity of technical materials for repair has been significantly improved so that it has mastered the leading source technologies, thus actively contributing to the technical assurance of new generation fighter jets for the AD-AF. Additionally, the Factory’s leaders and commanders always attach great importance to the training of human resources, which acts as a decisive factor in mastering science and technology. Currently, the Factory’s technical staff are qualified enough to perform major repair tasks, expand the operational lifespan of the Su-27 and the Su-30MK2 as well as locally repair. Besides, gradually forming a new method of technical assurance for new generation fighter jets of the AD-AF; repairing and manufacturing spare parts for several Air Defence units; repairing systems of the S-300 missile complexes; repairing shore missile and shipboard systems for the Navy, etc. The results achieved have raised the position of the Factory, making it a leader in the Emulation Movement of the AD-AF, and it was awarded prestigious awards by the State, the Ministry of National Defence, and the AD-AF.

Nevertheless, in the face of increasingly demanding requirements and tasks, the Factory needs to continue to improve to become a core defence industry base with strong scientific and technical potential that can master technologies to repair, restore, and expand the operational lifespan of new generation flight jets of the AD-AF in particular and the Army in general. To achieve that goal, the Factory’s Party Committee and Board of Directors have actively built an overall development strategy with appropriate goals, contents, solutions, roadmaps, and steps, in which importance is attached to developing a high-quality workforce.

Regarding the specific requirements of the industry and limited labour supply, the Factory actively creates a long-term workforce with appropriate recruitment policies. By closely following the above regulations on labour recruitment, supply, and actual demand, the Factory is proactive and flexible during the implementation process to recruit sufficient labour and ensure good quality as well as structure of occupations in accordance with requirements and tasks. Along with developing a clear and appropriate recruitment policy and process, the Factory focuses on determining the core competency requirements in accordance with the salary guarantee, regimes, policies, working environment, and career prospect of workers. Furthermore, actively coordinating with schools outside and inside the Army, especially neighbouring universities, colleges, and intermediate schools to have policies to attract labour force; focusing on selecting the offsprings of the Factory’s workers to train and foster to make them a high-quality, dedicated, and long-term workforce.

Due to the specific characteristics of the job, the Factory focuses on building a “moral” and “specialised” workforce with political will, professional ethics, and professional qualifications, meeting the development of science and technology in the new situation. Importance is attached to promoting political and ideological education for workers, aiming at raising their awareness of the Factory’s requirements and tasks in the new situation. Besides, building strong political will, upholding responsibility and passion for job, and arousing self-reliance to overcome difficulties to successfully fulfil all assigned tasks. The “Studying and following of Ho Chi Minh’s thought, morality, and style” and the Campaign titled “promoting tradition, devoting talent, deserving to be Uncle Ho’s Soldiers” in the new period have been implemented with specific contents and targets, motivating the workers to complete their tasks.

To improve workers’ professional qualifications and capacity, besides supporting and creating favourable conditions to encourage workers to learn and develop properly, the party committees and commanders of agencies and workshops focus on improving the quality of training and fostering the Factory’s workforce by sending them to schools inside and outside the Army. Importance is attached to training for job change and transformation for subjects, especially new engineers and technical staff according to the programmes of the Ministry of National Defence and the AD-AF as well as the requirements and tasks of different positions to create high-quality human resources.

To reach a production rate of about 35% of metal materials and 95% of non-metallic materials used for aircraft, party committees and commanders at all levels promote the movement of “Promoting initiatives and technical improvements”, actively collect and compile documents and technical processes for research and training. Promoting technology transfer, proactively inviting foreign experts to provide in-depth technical advice and assistance; organising trainings, visits, and lesson drawing meetings to learn from other units and countries with developed aviation industry so that workers can master the production lines and machinery to ensure the repair of modern fighter jets. Besides, encouraging workers to uphold the spirit of self-study and to accumulate experience and knowledge in response to the increasing demands of requirements and tasks.

The Factory focuses on investing in modern and synchronous facilities and equipment as well as working environment; ensuring good remuneration regimes and policies for workers. Mobilising resources to invest in facilities, technical equipment, and modern technological lines so that the capability of large, medium, and local repair can be enhanced. Taking initiatives in technology and techniques to create a breakthrough in the Factory’s development goals, especially the capability to repair flight jets and to manufacture aviation spare parts, specialised machines, measuring instruments, etc. Thereby, the cost and time of repair are reduced, which has no effect on the training and combat readiness of the units. Doing joint ventures and association with domestic airlines and foreign partners in the production of materials and spare parts for repair; promoting cooperation to build a Technical Service Centre for the Su flight jets to make use of both domestic and foreign resources, thus providing comprehensive and in-depth technical services for our country and ASEAN ones.

By taking initiatives and promoting internal resources, the Factory has invested in consolidating and building new houses, working places, warehouses, and workshops; creating a green, clean, and scenic environment as well as a healthy cultural lifestyle for officers and workers after working hours. Building politically strong organisations that play a crucial role in orientating and assisting workers. Strictly maintaining regularity and harmoniously resolving relationships between leaders and their subordinates, and between units and their partners and customers. Effectively implementing the Grassroots Democracy Regulation, promoting collective intelligence in building a democratic and friendly working environment in agencies and units. Importance is attached to forging internal unity, promoting reform and simplification of administrative procedures, strengthening discipline, and fighting against negativity. Additionally, regularly ensuring a safe working environment, creating stable jobs, increasing workers’ income, and improving their material and spiritual life. Ensuring the regimes and policies for workers and the policies for Military’s families, aiming to exceed the regulations, thus making workers trust and commit to building a better Factory, minimising the phenomenon of “brain drain”, especially high-quality personnel. Promoting the Emulation Movement and boosting the good tradition of “Soldier workers” and “Good labour - Creative labour”, etc. creating motivation for collectives and individuals to successfully fulfil their assigned tasks.

These are the initial experiences for the Factory to apply and develop its workforce to meet the requirements and tasks in the new situation, ensuring safe flights for the sustainable development of the Factory.
