Hai Phong, which is a harbour city – a centre of politics, economy, culture, defence, security, etc. in the Northeast of the country; an important part of the economic triangle of Hanoi – Hai Phong – Quang Ninh, an essential transport hub, a main gate to the sea for Northern provinces and a domestic and international trading route, has a comprehensively developed economy. It has a well-developed industry with 37 industrial zones, over 22 thousand enterprises of different scales, forms and types, attracting over 500 thousand workers, specialists from other regions of the country and foreigners to come to work and live. This is the basic and foundation for the City to enhance its socio-economic development, boost the investment resources for defence, especially for the building of the armed forces to safely protect the offices, enterprises and area.
Firmly holding the guidelines on building the militia and self-defence forces in general, the self-defence forces in enterprises in particular, in recent years, the City Military Command has proactively advised the City Party Committee, People’s Council and People’s Committee to synchronously implement the guidelines and solutions for building and improving the effectiveness of the self-defence forces in enterprises, and initially gained important results. The consultancy of building, issuing and implementing the legal procedures and policies to concretise guidelines on building the self-defence forces in enterprises has been taken into account; the propaganda, education and training of defence and security knowledge have been reformed, applied flexibly and effectively. The military offices at all levels have brought into play their key roles in leading, guiding and helping the enterprises overcome the difficulties, consolidate the organisation and staff; conduct the political education, military training, safely protect the enterprises; coordinate to maintain the regional political security, create the favourable environment and conditions to successfully accomplish the tasks of production, trading, defence and security.
With the renovated and creative methods, the building of the self-defence forces in enterprises in Hai Phong has been an outstanding highlight of the local defence and security work, which has been highly appreciated by the 3rd Military Region’s Party Committee and High Command. Hence, the City has drawn several valuable experience for the coming time.
At first, bringing into play the roles of the Military Command in advising the City Party Committee, People’s Council, People’s Committee to issue documents on leading and directing the building of the self-defence forces in enterprises. This is the most important solution for actualising the guidelines on building the armed forces generally, the self-defence forces in enterprises of the City particularly in the right direction and effectively. Based on the full grasp of the 2019 Law on Militia and Self-defence Forces and Decree No. 72/2020/NĐ-CP, dated 30 June 2020 by the Government stipulating minutely some articles of the Law on Militia and Self-defence Forces on regulations and policies for the militia and self-defence forces, the City Military Command has attentively advised the People’s Council to make the resolution approving the Project No. 410/ĐA-UBND, dated 18 December 2020 by the City People’s Committee on organising forces, training, activities and spending schedules for the militia and self-defence forces in the 2021-2025 period, which creates the favourable legal corridor for enterprises to build and maintain the activities of the self-defence forces. Accordingly, they have issued documents, plans and guidelines to build the self-defence forces with concrete targets and processes, which are suitable with the activities, production and trading conditions, numbers of workers, regional features and Law on Enterprises, Law on Investment, Law on National Defence; at the same time, directed the military offices in districts to coordinate with the functional offices and enterprises to make the implementation. In the process, it is necessary to advise the local party committees and governments on solutions for helping enterprises overcome difficulties and obstacles in their awareness, founding conditions, training class sizes, working methods, materials, facilities, vehicles, costs and other important conditions, making favourable conditions for the building of the self-defence forces; enhance the inspection and supervision of the building results, maintain the activities, and do the partial and total summaries in order to timely repair the shortcomings, weaknesses, etc.

Secondly, focusing on the exemplification and first implementation in enterprises which have enough conditions, then spreading to the whole area. Based on the general guidelines and the synchronous legal corridor, the City Military Command has coordinated with the Department of Planning and Investment, Department of Statistics and the Management of the industrial zones in Hai Phong to direct offices, units and enterprises to make surveys, evaluate the situations, compare with the conditions and standards to build the self-defence forces in all types of enterprises; attentively prioritise the ones which have the party organisations, or in the key areas, and have a great number of workers, then widen to the enterprises which do not have the party organisations and the foreign-invested enterprises. To improve the awareness, overcome the hesitation and refusal arguments by some representative enterprises on building the self-defence forces, the City has combined the training of defence and security knowledge in echelon with exchanging, retraining and directly working with the enterprise leaders, making them fully understand that the building of the self-defence forces is initially to keep the security, safety and directly serve the enterprises, which does not affect the production and trading results, but creates the favourable environment and conditions for the development of the enterprises, concurrently, made policies on supporting the funds and cost of building and activities for the self-defence forces by deducting the taxes paid by each enterprise.
To overcome the difficulties related to number of participants in building the self-defence forces, the military offices at all levels have researched, guided and directed enterprises to flexibly use the guards or personnel at offices, not the workers in the production assemblies so as not to affect the working targets and productivity of the enterprises, at the same time, guided the building of regulations and plans of collaborative activities, making the balance between the rights and duties of the self-defence soldiers and those of workers to accomplish the “dual” tasks of defence, security and the production and trading targets and plans; proactively solved the queries of training time and contents, working mechanism, fundings, etc. so that the enterprises could understand, support and agree to follow.
Together, the City Military Command has attentively made advice to develop the party members in the self-defence forces in enterprises; directed the districts to make plans, define the targets and the tasks of the annual party member development; focused on selecting the self-defence soldiers who used to be soldiers or are young people having good moral quality and firm political spirit to train and develop into the party members. As a result, so far, the City has had over 4 thousand self-defence soldiers in all enterprises, over 800 of whom are party members, accounting for 20% of the whole force, which has been formed into 08 battalions, 10 companies, 55 platoons, 14 sections; all party members have well taken part into widening the forces and improving the activities of the self-defence forces in enterprises.
Thirdly, seriously maintaining the training while making the flexible and effective application. Military work is vital and demanding for the self-defence forces while the market competitiveness, planning targets, quality of products and services, etc. have required the enterprises to focus all resources on the production and business. Additionally, cadres of the military commands and self-defence forces, and self-defence soldiers who have been concurrently working have been the main workforce in offices and sections of the enterprises, causing the inadequacy of time and participants. To deal with this problem, the City Military Command has directed the military commands in districts to coordinate and agree with the enterprises to organise the trainings in the “basic, practical, qualitative” motto, assuring the defined programmes and volumes but being flexible in time so as not to affect the production and trading activities. The training contents are comprehensive but practical, focusing on the Party’s military and defence viewpoints and guidelines, the State’s policies and laws on the task of safeguarding the Fatherland, the plots and tricks of hostile forces, methods of propaganda and dismissing the crowds, skills of using vehicles and supporting tools to protect the enterprises, prevent fire and explosions, skills of coordinating with other forces to deal with situations of defence and security in the localities, etc. It has combined the training with enhancing the inspection, guiding the building and implementation of plans of patrol, guarding and protecting the enterprises; improved the ability of applying the technical and self-defence knowledge into implementing the tasks. As a result, the training results of the self-defence forces in enterprises has reached 100% pass (over 50% of them are good and excellent), making absolutely safe for staff, weapons and technical equipment. Through their training, the working habits in the enterprises have been greatly improved, contributing to the enhancement of disciplines and rules, and the improvement of the competitiveness and development for enterprises.
Fourthly, regularly making partial and total summaries combined with rewarding entities and individuals who have gained great achievements during their implementation. Making partial and total summaries of the military and defence work generally, the building of the self-defence forces in enterprises particularly has been done seriously, closely and in good quality in order to timely learn from experience of both leading, directing and organising all working fields, and building, activities of the self-defence forces in enterprises. It is necessary to focus on clearly showing the limits, weaknesses, objective and subjective causes, then suggesting solutions for improving the quality of building the self-defence forces in the coming time, at the same time, clarifying the difficulties and inadequacies, agreeing on the solutions when meeting, exchanging and working with enterprises, the foreign-invested ones in particular; the payments, the equipment and management of weapons, vehicles, supporting tools and materials for actions and training. It also needs to timely encourage and reward organisations, individuals and enterprises having gained great achievements in building the self-defence forces, contributing to successfully accomplishing the military and defence tasks, firmly guarding the localities and creating the motives to well carry out the tasks.
