Enhancing the Party’s inspection and supervision work to make contributions to protecting party organizations, cadres, and party members within the People’s Public Security Force

The work of inspection, supervision, disciplinary action has been seen as a central part of the building of the Central Public Security Party Organization and a routine task of all-level party committees, party organizations and inspection commissions within the Central Public Security Party Committee. Well conducting this work will provide basis for preventing the signs of degradation in political ideology, ethics, and lifestyle as well as “self-evolution” and “self-transformation” from within and protecting party organizations and a contingent of cadres and party members.

Being imbued with President Ho Chi Minh’s teachings: “when a sound policy is formulated, the success or failure of that policy depends on how to organize the task, select cadres, and carry out the inspection work,” “Only by the inspection work could we encourage the people’s activeness and great force, clearly understand cadres’ ability and weaknesses, and opportunely help them to overcome those weaknesses,” the Central Public Security Party Committee (CPSPC) has attached great value to supervising and inspecting party organizations and members as a measure of utmost importance to protecting party organizations and a contingent of cadres and party members and making the People’s Public Security Force (PPSF) capable of performing the task of safeguarding national security and maintaining social order and safety.

The work of inspection, supervision, and Party discipline within the PPSF has been strictly, effectively carried out via various measures by all-level party committees and inspection commissions, which has helped opportunely detect and prevent the signs of degradation in political ideology, ethics, and lifestyle, “self-evolution,” “self-transformation,” negative practices, and violations of working regulations and procedures. At the same time, due regard has been paid to taking disciplinary action against party organizations, cadres, and party members committing violations without “restricted areas” or “exceptions”, even senior-level or retired cadres and party members under the Party’s regulations and the State’s law. Doing so has helped deter cadres and party members from violating discipline and raise the strength and prestige of the PPSF, which has been highly appreciated by the people. As a result, a contingent of cadres and party members within the PPSF have always remained steadfast in the revolutionary goal and ideal, kept their absolute faith in the Party, Homeland, and people, preserved their qualities, ethics, and lifestyle, observed discipline and law, heightened a sense of responsibility, devoted themselves to their work, and readily undertaken and successfully fulfilled all assigned tasks.

However, there have been several weaknesses in the PPSF’s work of inspection, supervision, and Party discipline. A number of party committees, organizations, and members have still thought that this work is like “fault-finding,” which has led to a lack of cooperation for supervision and inspection under the regulations. The detection and prevention of weaknesses and violations committed by party organizations and cadres have been still low while disciplinary action has yet to be strict. The coordination between the Party’s inspection and supervision work and the work of investigation, audit, prosecution and judgement in some places and sometimes has yet to be close or stringent. Several party cells have lacked determination to deal with their members who had shown the signs of degradation in political ideology, ethics, and lifestyle. Several grass-roots level inspection commissions have yet to proactively stay close to lower party organizations and members to grasp the situation and identify violations; therefore, the content and objects of inspection and supervision have been too large. To settle the above-mentioned weaknesses and raise the quality of inspection, supervision, and Party discipline, in the upcoming time, the all-level party committees and inspection commissions within the PPSF should concentrate on implementing the measures as follows.

First, enhancing the work of education to raise the awareness and responsibility of party committees, inspection commissions, and party members towards the Party’s inspection and supervision work. To do so, heads of party committees and organizations should heighten a sense of responsibility, clearly understand the urgency and importance of the inspection, supervision, and Party discipline work to building party organizations and a contingent of cadres and party members, and consider it as a key, routine task to make contributions to building and rectifying the Party, making the Party increasingly strong and pure, and improving party organizations’ leadership capacity and combativeness and the quality of party members within the PPSF. The party committees and heads of the all-level public security offices should well disseminate and effectively execute the documents on the inspection and supervision work by the Party Central Committee, the Politburo, and the Central Inspection Commission as well as the resolutions and programs by the CPSPC. Due regard should be paid to enhancing and renewing the method of improving the all-level party committees’ inspection and supervision knowledge and skills, particularly at the grass-roots level.

Second, the CPSPC’s Inspection Commission should proactively advise the CPSPC on amending and supplementing the regulation on coordination between the CPSPC’s Inspection Commission and the inspection commissions of the provincial and municipal party committees in inspecting, supervising, and taking Party discipline action against the provincial and municipal public security party organizations under the Politburo’s Regulation 192-QĐ/TW and submit it to the Central Inspection Commission for approval. At the same time, it should help the CPSPC to formulate the Party Central Secretariat’s Decision together with the Regulation on coordination between the CPSPC and the provincial and municipal party committees in inspecting and supervising party organizations and members within local public security party organizations in terms of observing the CPSPC’s resolutions on maintaining national security and social order and safety and building the PPSF. Moreover, it should continue directing and helping the all-level party committees and inspection commissions to effectively carry out the work of inspection, supervision, and Party discipline in accordance with reality and the Party’s regulations, with emphasis placed on raising the self-inspection responsibility of the all-level party committees and inspection commissions.

Third, frequently renewing the content and method of inspection, supervision, and Party discipline within the PPSF’s Party Organization, upholding the principles, openness, democracy, and objectivity, and promoting party organizations and members’ self-awareness and responsibility. Importance should be attached to improving the quality of inspection and supervision in a proactive, timely, focalized, regular, comprehensive, cautious, close, highly educative manner under the Party’s regulations and raising the party committee heads’ responsibility for leadership and direction over the execution of resolutions and directives by higher echelons. Due regard should be paid to combining the Party’s inspection and supervision work with the State’s investigation, inspection, and audit work and the competent offices’ process of investigation, prosecution, and judgement so as to raise the efficiency and effectiveness of the work of inspection, supervision, and Party discipline. It is necessary to grasp the situation of party organizations and members, particularly heads of units to quickly detect, prevent, and handle their weaknesses and the signs of violations. It is important to engage the politico-social organizations and people in the Party’s inspection and supervision work, respect, analyze, select the people’s opinions and opportunely rectify and clarify the prejudiced, one-sided, and individually beneficial opinions. At the same time, it is essential to further apply information technology to exchanging and updating database and information on the work of inspection, supervision, and Party discipline within the PPSF.

Fourth, continuing to effectively implement the Project 08-ĐA/ĐUCA by the CPSPC Standing Board on consolidating the party organizations and committees within the PPSF and the Guidance 13-HD/UBKTTW by the Central Inspection Commission on the organizational structure of the inspection commissions of the upper-grass-roots level party committees and the grass-roots level party committees under the PPSF’s Party Organization. A focus should be placed on consolidating the organizational structure of the all-level inspection commission offices qualitatively, quantitatively, uniformly from the Central to district levels, making them capable of their function, task, and authority, and quickly completing the Project on consolidating the organizational structure of the all-level inspection commissions and offices of inspection commission within the PPSF. Besides, great value should be attached to ensuring entitlements and preferential treatment policies for cadres in charge of the inspection work at all levels and providing sufficient facilities and means for inspection commission offices and inspection cadres at all levels to fulfil their task.

Fifth, effectively executing the Campaign entitled “making police officers politically strong, humane, and devoted to the people,” the Action Program by the CPSPC for the Resolution of the 12th Party Central Committee’s 4th Plenum on the Party building and rectification, and the Directive 04/CT-BCA by the Ministry of Public Security on renewing and enhancing the movement entitled “the PPSF studies and follows Uncle Ho’s 6 teachings in the new situation” so as to build a contingent of cadres in charge of the inspection work within the PPSF with pure revolutionary morality, political zeal, good political and professional expertise and make them capable of grasping the situation, detecting the signs of violation, and giving sound advice on the work of inspection and supervision.

The work of inspection, supervision, and Party discipline serves as an important measure for building a strong PPSF to deserve the trust of the Party, State, and people. Thus, the all-level party committees and inspection commissions within the PPSF should focus their leadership and direction on well performing the work of inspection, supervision, and Party discipline to make contributions to raising the quality of the Party building and making the PPSF capable of maintaining the national security and social order and safety in any situation.
