Engineering Officer School focuses on improving the quality of education and training

As a centre for training engineering officers for the Vietnam People's Army and some foreign armies in the region, the Engineering Officer School always adheres to the training objectives and requirements, and actively innovates to improve the quality of education, training and scientific research by practical and synchronous solutions.

Thoroughly grasping and strictly implementing the resolutions, directives and conclusions of the Party, the Central Military Commission, and the Ministry of National Defence on education and training, the Party Committee and the Board of Principals of the School have conducted several solutions to comprehensively renovate education and training work which has created multiple positive results. The school has innovated programs, contents, teaching and learning methods to make it consistent with training objectives and requirements of combat training, Army building and national protection in the new situation. As a result, the quality of education and training of the School is increasingly improved. After graduation, students basically meet the requirements and tasks in their working positions. In the academic year 2021 - 2022, 100% of the fourth-year students successfully completed the course, with 78.30% completed the course with fair and good grade and above.

Currently, the demand of building the Army, strengthening national defence and defending the Fatherland as well as the impacts of the Fourth Industrial Revolution, etc.  require military institutions to constantly innovate and improve the quality of education and training. In that situation, the School has focused on: “Improving the comprehensive and sustainable quality of education and training; taking learners as the centre of training in order to meet the requirements of practical training and being ready to fight in the units as well as the process of building the Army in the new situation". In order achieve the above goals, the School has implemented synchronous guidelines and solutions with the focus on some of the following contents:

Firstly, strengthen the leadership and direction of the Party committees and commanders at all levels while reforming and improving the quality of education and training. In order to well implement this content, the Party Committee, the School’s Board of Principals, Party committees and commanders at all levels have effectively grasped and implemented the resolutions and directives of the Party, the Central Military Commission, and the Ministry of National Defence on education and training, especially Conclusion No. 51-KL/TW, dated May 30, 2019 of the Secretariat of the Party Central Committee on continuing to implement Resolution No. 29-NQ/TW on fundamental and comprehensive renovation of education and training, meeting the requirements of industrialisation and modernisation in the context of a socialist-oriented market economy and international integration; and the Project: "Innovating the training processes and programs for cadres at all levels to meet the requirements of tasks in the new situation". With enhanced awareness, Party committees and commanders at all levels have strengthened leadership and direction for education and training tasks; encouraged teachers and learners to build up motivations and accomplish their main responsibilities. Priority is given to educating cadres, lecturers, students and staffs so that they are deeply aware of the importance and necessity of innovating and improving the quality of education and training; training objectives, requirements, output standards for each major; requirements and tasks of the School and the Engineers Soldiers in the new situation, etc. Along with that, the School has focused on building thematic resolutions, action plans and programs, innovating stages in the training process, drastically implementing the motto "Teaching and learning efficiently for objective assessment of learners' capabilities" and promoting the building of three environments (military pedagogical culture; democracy, regularity, discipline management; bright, green, clean, scenic barrack), creating motivations and favourable conditions to successfully perform the task of education and training. It has also maintained inspections, supervisions of exams, tests and students’ learning results; promptly detected and resolutely handled cases with negative manifestations and violations of teaching and learning regulations.

Secondly, build a sufficient contingent of lecturers and educational administrators with standardised qualifications as the basis for improving the quality of education and training. Over the past years, being aware of the important role of the teaching staffs and educational administrators in teaching and learning activities, the School has regularly taken care of and built this team to be comprehensively strong to fulfil the assigned duties and responsibilities. Currently, 100% of its lecturers and administrators have bachelor degrees or higher, including 165 masters, 20 doctors, 01 associate professor. In addition, the School continued to strengthen the staffs of faculties and departments as well as the educational administrators in association with the policy of the Ministry of National Defence on rearranging forces in the direction of elite, compact and strong. On that basis, the School has developed and implemented training and retraining plans to improve the capacity and comprehensive knowledge of teachers and educational administrators to meet the requirements of building the School as a smart and modern institution. During this process, the School has focused on developing and standardising professional qualifications, scientific titles, pedagogical methods, foreign languages, and information technology skills according to regulations of the Ministry of National Defence. On the other hand, the School has selected and sent staffs and teachers to work in the units outside the School to help them widen knowledge and accumulate practical experience used for teaching and training at the School. At the same time, the School has created favourable conditions to encourage staffs and teachers to self-study for better qualifications.

Thirdly, renovate educational and training programs and contents in accordance with the requirements and tasks in the new situation. In the academic year 2022 - 2023, the School continues to innovate training programs and contents in all training subjects and majors which would be scientific, basic, comprehensive, practical and effective, systematic, interconnected among all levels of education and training. The focus of this process is on night training, attaching training and combat experiences to the training and teaching programs for Engineers officers, meeting the motto: "The quality of schools’ training is the combat readiness of the units”. Strongly renovate teaching and learning methods in a positive and modern direction in order to fully promote the qualities and capacities of learners. Reduce time for theory classes, increase time for self-study, discussion, internship, extracurricular activities, turning the training process into self-training. In particular, the School has updated teaching contents with new studies on military tasks and guidelines, the development of science, military art, and practical tasks of engineers soldiers; proactively surveyed the quality of its graduates when working in the units in order to supplementing and adjusting educational and training contents and programs. The School has closely combined learners’ studying and doing scientific research with training practical skills in order to develop learners general and specialised competencies as well as their capabilities to adapt and effectively handle with real-life situations.

Fourthly, increase investment in modern equipment to meet the requirements of improving the quality of education and training in the new situation. Military engineers training requires special machines and equipment. However, most machinery and equipment of the School are currently degraded which need to be upgraded and repaired. Therefore, the Party Committee, the School's Board of Principals have actively upgraded the system of specialised classrooms, laboratories, training fields, workshops and training grounds with the priority to modern teaching and learning equipment according to the model of "smart schools". The School has also managed to support proper curricula and documents to meet the requirements of training, and to create foundations for cadres, teachers and students in teaching, learning and doing scientific research. In the coming time, the School will promote the process of building itself as a "smart school, approaching the Fourth Industrial Revolution" in accordance with the special characteristics of training military engineers. The focus is on building information technology resources, applying science and technology in improving the quality of training and education.

Today, improving the quality of education and training for Army cadres in general and military engineering cadres in particular is an urgent and important requirement. With high political determination, the Party Committee and the Board of Principals of the School have focused on leading and directing the synchronous implementation of policies and solutions to innovate and improve the quality of education and training, contributing to building the Army as well as the Engineering Corps to be revolutionary, regular, elite and modern.
