Signal Brigade 134, under the Signal Corps, is responsible for directly managing, exploiting, and ensuring mobile signal, thus aiding the Central Military Commission and Heads of the Ministry of National Defence in commanding and directing units to perform the tasks of combat readiness, drills, prevention and control of natural disasters, search and rescue on the identified directions and areas. At the same time, it ensures regular signal in combat readiness for units stationed in Military Region 1, Military Region 2, Military Region 3 and a part of the Hanoi Capital Command as well as performing other regular tasks. During task implementation, the Brigade has encountered many difficulties, notably the degradation and asynchronism of some equipment and weapons after many years of use. Besides, the unpredictability of epidemics, natural disasters and other incidents also pose a direct threat to the security of the signal infrastructure. Meanwhile, the Brigade is stationed in a large area, with 44 positions in 17 provinces and cities, including many independent signal stations in remote and isolated areas, which greatly affects the Brigade’s task completion. Being faced with that, the Brigade’s Party Committee and Command have comprehensively implemented all aspects of work by taking synchronous measures, in which, importance is attached to mass mobilisation work, achieving many positive results. From the practice, the Brigade has drawn some experiences, which later became the measures that the units have effectively implemented.
Being imbued with President Ho Chi Minh advice that “Mass mobilisation work is of paramount importance. If it is not well implemented, other things will get worse and vice versa”, the Brigade’s Party Committee has focus on promoting the role of party committees and party cells in leading and directing mass mobilisation work. Accordingly, the Brigade directs agencies and units to thoroughly grasp and strictly implement the resolutions, directives, and regulations issued by the Party and the Central Military Commission on mass mobilisation work, making the contingent of party committees and leaders at all levels deeply aware of the meaning and importance of mass mobilisation work for ensuring the signal system that the Brigade is responsible for. The Brigade’s Party Committee orders that in their periodic leadership resolutions, party committees and party cells have to assess and review the results of the previous period and identify goals, targets, and leadership measures for the next period. Indeed, agencies and units have to identify appropriate contents, forms, and methods in their regulations on mass mobilisation work and in the plans for party and political work, which is suitable to the characteristics and tasks of units and localities. Party committees and commanders of agencies and units should attach importance to raising awareness of officers, staff, and soldiers, especially the ones stationing in isolated and remote areas, areas of ethnic groups and religious people, of the importance of mass mobilisation work; and they should regularly renovate contents, forms, and methods to ensure richness and diversity. Therefore, there have been positive changes in the awareness of officers and cadets of the position, role, meaning, and importance of mass mobilisation work in ensuring safety for the signal system in general and the cable lines that the Brigade is responsible for in particular; the sense of observance to State law, military discipline, and mass mobilisation work discipline among officers, staff, and soldiers is enhanced. Being practical and effective, the mass mobilisation work has contributed to improving people’s material and spiritual life, strengthening the close relationship between the army and the people, maintaining political stability, social order and safety as well as ensuring the safety of cable lines and signal stations of the Brigade.

Because it stations in a large area where the local people follow different customs and practices, the Brigade directs units to well implement the mottos “being close to the area, close to the people, understand, respect, learn from and be responsible to them”, “listen to the people, make them understand and believe our speeches and actions” when implementing mass mobilisation work. To fulfil the goal: constantly improving the people’s material and spiritual life by specific and practical actions, the Brigade has combined the implementation of the Emulation movement named “Skilful mass mobilisation”, building units with “good mass mobilisation” with effective promotion of movements and campaigns, such as: “the Army joins hands to build new-style rural areas”, “the Army joins hands for the poor – Leaving no one behind”, “Gratitude repayment”, “Day for the poor”, etc. During implementation, the units need to promote the role of the heads of stations in coordinating with local party committees, authorities, and organisations, etc. to firmly grasp the needs of localities and the people, which serves as a basis for advising and proposing to the Brigade’s Party Committee and Command appropriate guidelines and measures in leading and directing the mass mobilisation work. At the same time, improving the effectiveness of on-spot mass mobilisation work in association with promoting the model of “4-good station following Uncle Ho’s teachings” with appropriate contents, forms, and methods meeting the needs of the people in the areas, notably: organising hundreds of free health checks, and medicine distribution for the poor; giving gifts to policy families, people with meritorious services on special occasions and Tet holidays with the total amount of hundreds of million VND (in Hoa Son commune, Luong Son district, Hoa Binh province; Thanh Hoa commune, Tuyen Hoa district, Quang Binh province; Thuy An commune, Ba Vi district, Ha Noi city). Donating teaching materials and equipment worth more than 200 million VND to Bac Son kindergarten, Thanh Hoa commune, Tuyen Hoa district, Quang Binh province; Thuy An commune, Ba Vi district, Ha Noi city; donating for the “Victims of Orange Agent/Dioxin” and “Prevention and control of natural disasters” funds launched by Hoa Binh province with a total amount of nearly 170 million VND; deployed 6000 turns of officers, staff, and soldiers to repair cultural houses, schools, inter-village and inter-commune roads and to dredge irrigation channels and canals. Organising propaganda sessions about programmes and campaigns, such as “Community health care programme”, “Building new cultural families”, “Law on Military service” as well as exchanges in terms of youth union skills, culture and arts, sports, etc. to make people belief more in the Party, the Government and the Army, thus strengthening the “people’s hearts and minds posture”. These meaningful activities serve as a favourable basis for the units to meet and sign contracts to ensure the safety of the cable lines. Up to now, the Brigade has signed contracts with approximately 6,000 households, more than 700 excavator owners, 200 companies, 800 communes, wards, and towns, actively contributing to ensuring the absolute safety of the signal system, especially the cable routes managed by the Brigade.
The Brigade identifies the “people’s signal” work as a decisive factor to promote the role of the people in ensuring the safety of the signal system, especially the cable lines. To make it effective, the Brigade directs agencies and units to be creative in methods and rich in forms in accordance with the content of “people’s signal” in Regulation No. 463-QC/ĐU issued on 10th November 2017 by the Brigade’s Party Committee on mass mobilisation work. At the same time, based on the characteristics of localities, the ability, and structural organisation of units, the Brigade applies the work in practice in accordance with higher echelons’ directions in a detailed, rigorous, scientific manner, thus achieving good results. Importance is attached to the work of propagating and mobilising people to abide by State law and the Army’s regulation on the management of defence structures. As a result, the awareness of local people is significantly improved, and they clearly understand that the military signal system is an invulnerable defence structure. Therefore, promoting the responsibility for protecting this important system, especially the cable lines against human impacts and natural disasters, thus contributing to ensure the stable and steady operation of the signal system under any circumstances.
Determining that the subjects conducting the “people’s signal” work is the core force conducting mass mobilisation work in platoons, groups, and stations, especially the commanding officers. The Brigade regularly consolidates mass mobilisation groups by fostering the mass mobilisation and “people’s signal” skills for officers, professional officers, non-commissioned officers and soldiers with good sense of observance to the Party’s guidelines and policies, State law, military discipline and the ability to communicate, mobilise, and persuade people. At the same time, directing the Youth Union and Women’s Union to actively coordinate with local organisations, especially in areas where the cable lines pass across to protect them; to agree on methods to notify when an incident occurs and time and methods to conduct supervision when there is an external impact, etc. During implementation, the Brigade requires that the implementation of the “people’s signal” work be complete, detailed, and easy to understand, remember and implement. Besides, it should be presented in specific and legal documents. By doing that, the Brigade can both strengthen the relationship between the army and the people and mobilise the people, local agencies and organisations to actively protecting the stations and cable lines.
With the results achieved, the Brigade has been commended the title of “Good mass mobilisation unit” for many consecutive years and was awarded the Certificate of Merit by the Ministry of National Defence in the Emulation movement entitled “the Army joins hands to build new-style rural areas” in the middle of the 2016-2020 period (in 2018), the Certificate of Merit by the General Political Department in the implementation of the Emulation movement entitled “Skilful mass mobilisation” and building a “Good mobilisation unit” (in 2017). These results confirm that the Brigade’s mass mobilisation work has been highly effective; the people in the areas always care for and help officers and soldiers to fulfil their central political tasks, hold hands to ensure safety and maintain smooth “blood vessels” of communication. As a result, the relationship between the army and the people is strengthened, the qualities of “Uncle Ho’s Soldiers” are enhanced, thus building a comprehensively strong, “exemplary and typical” Brigade, meeting requirements and tasks in the new situation.
