Effectiveness in legal propaganda, dissemination and education at the Defence Industry College

The Defence Industry College (under General Department of Defence Industry) is tasked with training at college, intermediate and elementary levels in economic, technical and short-term vocational training; professional technical staff, high-level workers for the Defence Industry; participating in defence and security education for learners of colleges in the Northwest region and training human resources for the cause of industrialisation and modernisation. Along with education and training, the College is assigned by the General Department of Defence Industry to build itself as a model unit on command training, regularity building, and discipline management. This is a challenging task for the college, especially in the condition that: the College’s campuses are located in both Phu Tho province and Hanoi city; living and learning conditions of cadres, teachers, learners, staff and soldiers are still unstable; the learners, including military and civilian ones, are diverse with uneven awareness and different social circumstances. Faced with that reality, the College’s Party Committee and the Board of Directors regularly focus on leading, directing and comprehensively implementing all aspects of work, in which implementing legal propaganda, dissemination and education in creative forms and realistic methods is one of the college’s key tasks. Thereby, enhancing the awareness, responsibility and actions of cadres, teachers, learners, employees and soldiers in the observance of State laws and military discipline, contributing to building a comprehensively strong, "exemplary and typical" school in order to successfully complete all assigned tasks.

First of all, the College’s Party Committee and the Board of Directors constantly strengthen their leadership and direction in legal propaganda, dissemination and education. Stemming from the position and the role of legal propaganda, dissemination and education for the accomplishment of assigned political tasks, the College has focused on raising the awareness, responsibility, knowledge and leadership capacity of Party committees and leading cadres at all levels while implementing this important work. On that basis, the Party committees and presiding officers at all levels build up their determination and concretise them into programs and plans to propagate, disseminate and educate the law close to the reality of their units. Monthly, agencies, faculties and units self-evaluate the results of this work. At the same time, they prepare for upcoming situations in order to promptly supplement contents and measures to lead and direct closely to the characteristics of the situations and task requirements. The College regularly updates and thoroughly grasps the conclusions, directives, resolutions and instructions of the Party, the State, the Central Military Commission, and the Ministry of National Defence on law dissemination and education; inform to the whole unit about: military personnel’s manifestations and violations of discipline and law; the weaknesses as well as the creative and effective ways of maintaining, managing, observing discipline and law at agencies, faculties and units to promptly draw experiences and take preventive measures. Along with that, the College has always attached great importance to consolidating the Coordination Council for legal dissemination and education, and promoted the role of advising the College’s Party Committee and the Board of Directors in determining the content, choosing appropriate and effective forms and methods of dissemination and education for each audience in appropriate time. The College has also promoted the development, supplementation and completion of regulations in order to improve the effectiveness of the Council in carrying out this important work.

In order to successfully implement legal propaganda, dissemination and education, the College has actively innovated the contents, forms and methods of practical implementation. In content innovation, in addition to the programs, the main legal education content for learners, the College has been adhering to the authorised orientation, actively selecting topics and lessons for propaganda, dissemination and education based on real situations of the unit, and with the focus on improving basic knowledge of new legal documents. Besides, the College regularly clarifies the shortcomings in the observance of the State law, military discipline, learning and training regulations, and issues in the management of soldiers in order to improve their observance of the State law and military discipline.

Along with content innovation, the College continually directs units to flexibly innovate, and creatively apply forms and methods of propaganda and education. The propaganda and planned education is closely combined with continuing education, the thematic education is combined with legal topics of propaganda and dissemination. The College regularly requires the units to provide intensive and updated information, encourages questions-and-answers discussions for the purpose of not only improving the knowledge but also nurturing soldiers’ affections, responsibilities, and beliefs in the State laws and military discipline so that they would obey them voluntarily. For legal topics, the College develops weekly and monthly plans for propaganda based on certain audiences. Along with basic classes, the College flexibly applies visual aids and other forms to convey legal topics, such as forums, colloquia, discussions, dialogues, examinations, legal case handlings and theatricalisations, etc. Additionally, the College has successfully integrated legal education with other activities including political announcements, and the Political and Culture Day. It is the College’s effort to promote the role of cultural institutions to improve the efficiency of the Traditional House, legal bookcases, e-libraries, the Ho Chi Minh Traditional Room, bulletins, boards, posters and the radio. This is an important channel to propagate the guidelines and viewpoints of the Party, the State's laws, military orders and regulations to cadres and soldiers in the most effective way, contributing to improving the effectiveness of the College's legal propaganda, dissemination and education. The College’s agencies, faculties, teachers and units have taken several measures to encourage and create favourable conditions for cadres and learners to search and improve common knowledge as well as legal knowledge. The College continually maintains the Day of Law, "Learn one rule a week" movements, and the building of model units of regularity building, and discipline management.

Improving the quality of the College’s teachers, rapporteurs, and propagandists is considered the core work of legal propaganda, dissemination and education. Beside the teachers of the Department of State and Law who are in charge of legal education content based on the education and training programs, the College also selects a team of rapporteurs and propagandists from other faculties and agencies who have sufficient capacity, qualifications and experiences to participate in legal propaganda, dissemination and education. The College strictly implements the pedagogical process required for each lecture of law, especially the procedure of approving the lesson plan before teaching. The rapporteurs and propagandists selected from agencies, faculties and units are required to have not only theoretical qualifications, pedagogical capacity, and practical experiences in understanding learners’ psychological characteristics, but also qualifications, legal knowledge, experiences and communication skills. In addition to sending teachers to refresher courses hosted by the General Department, the College also creates conditions for this team to fully participate in legal knowledge training courses, implementation of legal documents, contests of legal rapporteurs held by the General Department and localities. As a result, the College's staff of teachers, rapporteurs, and legal propagandists have made progress in all aspects, contributing to successfully completing their assigned tasks.

In order to enhance the quality of legal propaganda, dissemination and education, the College closely combines this work with discipline management, regularity building, and emulation movements. Agencies and units closely maintain daily and weekly regulations, especially those who are on duty. The College maintains the management of soldiers, and handles effectively the situations and soldiers’ ideology, especially during the days off and holidays. Along with building and well implementing the operation plans of agencies, faculties and units in a strict and scientific manner, the College has effectively conducted after-school activities on campus, so that soldiers can both well implement the regimes and habits of study and work, and take time to rest, play and entertain themselves. At the same time, it has well implemented the Grassroots Democracy Regulation, promoted emulations of good teaching, good learning, good management, renewed military administration and working styles, and created the favourable environment for cadres, soldiers and learners to obey military discipline and regulations.

The College has directed the units to closely combine the education of discipline observance with the Emulation movements and the campaigns with the focus on the topics such as: The Defence Industry College performs the task of education and training in association with promoting learning and following Ho Chi Minh's thought, morality and style; The Campaign to promote tradition, dedicate talents, worthy of the title of "Uncle Ho's soldiers" in the new period, creating the exciting and widespread competitive atmosphere in the unit. Since then, several examples of "good people, good deeds" have been recognised, including those who are examples of law and discipline observance. These examples have been propagated, replicated and widely spread contributing to minimising violations of law and military discipline.

With the above solutions and methods, the legal propaganda, dissemination and education of the College has created positive changes in the awareness, consciousness and behaviour of obeying the State law and military discipline among cadres, teachers, learners, staff and soldiers. In 2022, over 91% of learners were rated as good and excellent, contributing to building a comprehensively strong "exemplary and typical" school, and successfully completing all assigned tasks.
