Dong Hai Company combines production and business development with national defence and security tasks

Dong Hai One Member Limited Liability Company (Military Region 7) is an economic-defence enterprise, organised and operated under the model of parent company – subsidiary company. This is one of the companies participating in the implementation of strategic guidelines: economic development of seas, islands, borders, and border gates with the main tasks of planting trees, detecting and handling mines and explosives; carrying out production and business in service of national defence, security, and social security work, such as: textile industry, seafood processing, fishery logistics services; producing and processing agricultural products; repairing autos; constructing defence and civil works, trading petroleum; mining, etc. ready to convert to combat readiness when required. Over the years, with continuous and unceasing efforts, the company’s officers, employees, and workers have always successfully fulfilled their assigned tasks; the prestige and position of “Dong Hai” brand is affirmed and appreciated in the market. The company has issued many policies and measures to drastically promote the emulation of “Productivity, quality, efficiency, safety, solidarity and compliance with the law”, and actively participated in the movement “Vietnamese businesses toward integration and development”; focusing on overcoming difficulties, promoting strengths, creating capital resources, investing in upgrading facilities, and improving the quality of services and brand names in the market. The company’s production and business activities have always met and exceeded the assigned targets, thus bringing about high socio-economic efficiency, creating jobs, increasing people’s incomes and lives, and fulfilling the target of contributing to the state budget. On an annual basis, the company always reaches the growth target of above 80% according to the proposed resolution and is assessed and classified by the Ministry of National Defence (MND) as an A-class enterprise.

However, in the context of complicated developments of the Covid-19 pandemic and unstable prices of supplies, materials, and fuel, production and business activities are significantly affected. The fact that the member units scatter in many provinces and cities and the requirements for restructuring enterprises are very high has had a significant impact on the thoughts, feelings, and lives of some officers, employees, and workers as well as the company’s task completion. Therefore, the company’s Party Committee and Board of Directors have drastically and synchronously implemented measures to lead and direct all aspects of work, promote synergy, and build a comprehensively strong “exemplary and typical” unit, in which importance is attached to the combination of production and business development and national defence and security.

One dual use port of Dong Hai Company

First, closely leading and directing the tasks of production and business and corporate restructuring. The company’s Party Committee and Board of Directors have thoroughly grasped and concretised the goals, viewpoints, tasks, measures, and roadmaps for the implementation of Resolution No. 425-NQ/TW issued on 18th May 2017 by the Central Military Commission, Resolution No. 1170-NQ/ĐU issued on 5th August 2017 by the Military Region 7’s Standing Party Committee on reorganisation, renewal, and improvement of operational efficiency of military businesses to be close to reality and suitable to the business profession. On that basis, the company has restructured to ensure its suitability to the trend of integration and socio-economic development of the country in general and localities in particular in the direction of effectively bringing into full play the potentials, favourable land conditions, and strengths of businesses, thus well fulfilling the set production and business objectives and tasks. The company’s Party Committee and Board of Directors have developed production and business strategies for the term and annually and closely combined economic with defence tasks. Moreover, the company both participates in ensuring social security and consolidates its potential, thus being ready to convert its functions to meet defence tasks when required. Besides, the company requires its member units to well perform the management and use of national defence land in economic activities in accordance with the law, generate revenue, use it for the right purposes, thus making an important contribution to strengthen national defence potential, improving material and spiritual lives officers, employees, and workers as well as implementing policies for Military’s families. The company has transformed its state-owned operating model into parent - subsidiary company model, ensuring strict compliance with the policy, orientation and law; production and business targets are met and exceeded on an annual basis. The company has basically completed its reorganisation and equitization of 3 subsidiaries (Textile 7 One Member Limited Liability Company, Minh Thanh, and Dong Tan Companies) ensuring the progress and compliance with regulations. It is still waiting for the MND’s ratifications of the equitization of Dong Hai Company (parent company) and the roadmap for divestment of joint stock companies.  

Additionally, the close combination of production and business development and national defence and security tasks is highly valued by the company. Accordingly, the company’s Party Committee and Board of Directors determine that each strategy, planning, project, and development plan of the company and business activities have to be associated with the national defence and security tasks suitable for each economic region.

In the development of production and business in urban areas, the Party Committee and Board of Directors have led and directed the subsidiaries to maximise the advantages of the Southeast economic region, continue to improve the quality of textile, dyeing printing, and sewing products used in national defence and daily activities, meeting domestic and export demands. To make it efficient, the company has invested over 220.7 billion VND to purchase new machinery and equipment to improve the quality of textile and garment industry, such as building factories and purchasing machinery and equipment, especially automated sewing machines. It has also purchased 10-ton boilers and machines such as shoulder-forming machines, spectrophotometers, colorimeters, centrifugal extractors, etc. Along with that, the company has promoted and improved the efficiency of services, completed many constructions and projects both serving production and business tasks and social security, ready to meet the needs in both peacetime and wartime. Completing the investment in social housing projects for officers and employers in accordance with the provisions of the Law on Residence to ensure quality, aesthetics, progress, minimising costs and expenditure. In particular, during the fourth Covid-19 outbreak, the company did well in the prevention and control of this epidemic, maintained production and business activities without any interruptions or disruptions in the chain supplies of canned food, military clothing, and accessories for forces carrying out epidemic prevention and control of the Military Region and other MND’s reinforcements. At the same time, coordinating with units and localities in the Southeast region to organise the programmes, such as “Free stalls”, “Free supermarkets”, giving 500, 1,000, 5,000, 10,000, and 100,000 gifts of gratitude to people to help them overcome difficulties during social distancing period and prevention and control of the pandemic. The company also donated more than 2 billion VND for the “Gratitude” and “Gratitude repayment” movements launched by the Military Region, thus enhancing the beautiful image of “Uncle Ho’s Soldiers”, strengthening the relationship between the army and the people, which was recognised and highly appreciated by local party committees, authorities and the people.

Regarding production and business development in riversides, estuaries, and islands, the company completed the project of upgrading the cluster of petroleum storage tanks in the seaports; investing in upgrading and expanding defence ports that can receive ships and boats with a minimum tonnage of 5,000DWT and some ancillary items as approved by the MND. Besides, focusing on the improving service quality of river ports and seaports, fishery logistics services, and petroleum supplies for seas and islands: Phu Quy, Con Dao, Truong Sa islands, the Navy, the Coast Guard, and the Border Guard and ensuring reserves for combat readiness task in the Military Region.

Regarding production and business development in border areas and border gates, the company effectively implemented the project of border economic development in combination with national defence and security, coordinated with units, agencies, and localities in the Military Region in the construction of economic - defence petrol stations in border areas, thus meeting combat readiness task as well as the needs of local people. Up to now, the company has built 7 petrol stations in border areas and border gates, contributing to ensuring energy security for the cause of national construction and defence. At the same time, purchasing and processing agricultural products, planting and tending industrial crops, supporting people in border areas to develop their economy. Through its participation in the Military Region’s Border Fair, visits, and gift-giving events to poor households and policy families in some localities and units on both sides of the border areas of Vietnam, Cambodia, and Laos, the company has promoted investment and trade suitable to the domestic and regional markets, thus well implementing the Military Region’s foreign affairs in the new situation.

In the coming time, there are increasingly demanding requirements for the company’s production and business development while it has to continue to implement the restructuring of economic - defence enterprises and divest joint stock companies (subsidiaries). To successfully fulfil all the assigned tasks, the company’s Party Committee and Board of Directors have determined to implement the measures as follows:

First, continuing to thoroughly grasp and strictly implement the Party’s viewpoints and guidelines, the State’s laws and policies, the Central Military Commission’s resolutions and directives on arrangement, renewal, and improvement of the operational efficiency of military businesses; engaging in production and business in combination with well fulfilling national defence - security tasks.

Second, ensuring comprehensive, synchronous, and focused leadership and direction on the tasks of arranging and renovating enterprises and the combination of production and business and national defence, which is under the State’s laws and military discipline; inheriting, flexibly and effectively adapting, building a growing business to meet the requirements of military construction and the cause of national construction and defence in the new situation.

Third, focusing on education to raise the sense of self-reliance, exploiting all potential strengths and applying scientific and technical advances and information technology into the management and administration of production and business activities in association with developing the knowledge and digital economy to achieve effectiveness and dual use. Combining socio-economic development with strengthening national defence and security potentials.

Fourth, firmly grasping the market situation to flexibly handle difficulties and challenges, maintaining sustainable production and business activities to be highly competitive, especially strong areas, such as production of military clothing and equipment, food, dried food, canned food, trade, services, etc., which can generate revenue to invest in upgrading machinery and equipment, thus contributing to socio-economic development of the area, creating jobs, and improving the material and spiritual lives of workers.
