Division 968 improves the quality of training and combat readiness

Improving the quality of training and combat readiness is a significant breakthrough in improving the synergy and combat strength of the whole Army. This is also the focused content that the Division’s Party Committee and Command have led and directed the implementation with numerous synchronous and effective measures.

Division 968, a regular unit of Military Region 4, is tasked with training, combat readiness, and performing other ad hoc tasks. Despite the complicated outbreak of the Covid-19 pandemic, climate change, fluctuation of the contingent of cadres, etc., the recent years have witnessed the determination and unity of the Division’s Party committee and Command to synchronously, comprehensively, and creatively implement measures to improve the quality of training and combat readiness and achieve encouraging outcomes.

Remarkably, the leadership and direction of designing and carrying out training plans at all levels are well implemented. The contents and methods of training are creatively renewed, which is close to the characteristics of the locality and operation plans; the combination of military training with political education and physical training is well performed throughout the training stage. The training management and support have been carried out across the board in terms of human resources, facilities, training field, etc. Every year, the Division directs its agencies and units to strictly maintain combat readiness, the practice of changing the state of combat readiness, combined arms live-fire exercises, etc., which must ensure tightness, practicality, and absolute safety. Consequently, the Division’s training results have been ceaselessly raised; in 2021, all of the contents being tested met training requirements, of which 75% were rated good and excellent (100% of cadres in charge at all levels were rated good and excellent); 100% of instructors were qualified to train military units (including battalion, company, and platoon); drills on commanding agencies and mobilising reserve forces attained excellence in techniques, tactics and absolute safety; participation in competitions witnessed encouraging results. This vital factor has encouraged the Division to improve its synergy and combat strength, and willingly accomplish all assigned tasks.

Explosive training at Regiment 19

In the forthcoming time, the tasks of the Division will witness several changes such as the Covid-19 pandemic, natural disasters, etc. To accomplish all assigned tasks, the Division should make a breakthrough in enhancing the quality of training and combat readiness by implementing the following measures.

Firstly, continuing the education to raise the awareness and responsibility of cadres and soldiers toward training and combat readiness. This key content determines the results of training combat readiness of each agency, unit, and the entire Division. Therefore, all-level party committees and commands should renew the contents and methods to improve the quality of education; importance should be placed on raising cadres’ and soldiers’ awareness of the position and significance of the training and combat readiness which is regarded as the current central political task and a breakthrough of the Division. To achieve in-depth and practical effectiveness, the Division’s Party Committee and Command should direct all-level party committees to focus on deepening the Party’s viewpoints, military and defence policies for soldiers, resolutions, directives, and instructions of higher echelons on training and combat readiness; the focus should be put on Conclusion No. 60-KL/QUTW issued on January 18th, 2019 of the Central Military Commission on continuing to perform Resolution No. 765-NQ/QUTW, Resolution No. 269-NQ/ĐU issued on September 13th, 2013 of the Military Region 4’s Party Committee on “Improving the training quality in the period of 2013-2020 and beyond”, Order for Combat training issued by the Commander of Military Region 4 and other objectives and requirements that the unit has set. During the implementation, agencies and units should attach significance to diversifying educational methods that fit the features of tasks, localities, and subjects, combining educational methods according to training stages, tasks, and peak periods of combat readiness. It is necessary to combine political education with leading and orienting soldiers’ thoughts so that their problems within and beyond authority can be timely reported, answered, and solved. Besides, the party committees, commands, and agencies in the Division should promote the role of party organisations, local authorities, servicemen’s councils, and the mass; at the same time, strengthen the leading role of cadres and party members in performing the tasks of training and combat readiness to create sweeping changes in awareness and action, resolve to strive and accomplish this crucial task.

Secondly, well conducting the preparatory work for the task of training and combat readiness. Considered the very first step, preparatory work directly determines the quality of training and combat readiness capability of each military man and unit. Particularly, in the modern combat condition, without cautious and comprehensive preparation, it is unable to fulfill assigned tasks. Thus, the Division should attach tremendous importance to preparatory work for the task of training and combat readiness. Seen contingents of cadres at all levels as the linchpin in deciding the quality of training and combat readiness capacity, the Division should direct its agencies and units to promptly strengthen the contingents of cadres to meet the requirements of task fulfillment. Moreover, it is required to combine organising annual training courses with fostering through meetings, discussion, and actual daily and weekly training according to the motto “Foster what is deficient and weak, superiors foster subordinates, and agencies foster units”; focus should be placed on recruit training units, units on duty of combat readiness, instructors and newly-graduated cadres. In 2022, the Division strives for 100% of qualified unit training cadres (the percentage of gaining good and excellent results to reach over 80% at platoon and company level and over 90% at battalion level). In line with the preparation of manpower, the Division should direct its agencies and units to prepare documents, lesson plans, learning tools, material, and training field, bring into play initiatives to ameliorate techniques, reduce costs, conserve soldiers’ strength and enhance the quality of training and combat readiness.

Thirdly, actively renewing and improving training quality, standard and level of combat readiness. To that end, the Division should keep on adhering to the training principles which are “fundamental, practical and steady”, attaching importance to synchronous and in-depth training that is close to the characteristics of tasks and localities under the condition of enemies using high-tech weapons. Throughout the training process, the Division should regard practice as the core, basic training as the foundation, training techniques and tactics as the focus, and training cadres as the linchpin; increase the frequency of night-time training, training manoeuvrability, and intensive training which is under the condition of complex terrain and weather, close to tasks, targets, localities, and operational plans of each unit. Concerning the training objectives in the upcoming time, the Division has determined to enhance the mobility of forces and vehicles, flexible deployment, independent operation, the capability of operating and coordinating with arms and services when reinforced with technical war materials and cooperating with forces in defensive areas. To that end, in line with renewing the mechanism of managing, organising training activities, and promoting the roles of agencies and cadres at all levels in supervising, inspecting, speeding up, and correcting soldiers’ faults, the Division should direct its units to effectively execute points of view and principles throughout the training, improve the quality of performing regimes and regulations to lay a foundation for directing and improving the training results in the time to come. Besides, the advisory agencies and units should actively cooperate to design plans for preparing and practicing exercises safely and focus on the measures to enhance the quality of one-side-two-level map-based command exercise and combined live-fire exercises at company and battalion levels.

Located in Quang Tri and Thua Thien – Hue, where natural disasters and floods often occur, especially in rainy seasons, the Division should direct its agencies and units to strictly maintain the duty regimes, regularly consolidate the documents on combat readiness at the agencies and units, intensify the practice of preventing and fighting natural disasters, incidents and search and rescue in the localities. The Division’s agencies and units should cooperate with the local authorities and bring into play the roles of reserve forces in acquiring, providing, and processing information in localities with complicated political and security situations.

Fourthly, ensuring sufficient and timely military logistics and technical support for training and combat readiness. These two works which require regular implementation contribute to improving the quality of the Division’s training and combat readiness. Therefore, along with ensuring sufficient logistics reserve for regular and irregular tasks, especially the tasks of training and combat readiness, the Division should direct its units to manage and take care of soldiers’ health, take effective measures to proactively prevent and fight against the Covid-19 pandemic, ensure over 99% of troops have good health. At the same time, it is necessary to actively accelerate crop production and animal husbandry, and afforestation and enhance high-qualified models of crop production and animal husbandry to ameliorate soldiers’ lives. In line with logistics support, the Division should also pay attention to enhancing the quality of technical support for training, combat readiness, and other tasks. In particular, attention should be paid to preserving,  maintaining, repairing, and extending the lifecycle of weapons and equipment to promptly and fully provide for regular and irregular tasks; of which, the tasks of training, participating in exercises, solving the consequences of natural disasters, search and rescue, and forest fires must be prioritised.

Making a breakthrough in training and combat readiness is the leading and practical measure to enhance the overall quality and combat strength. This is also a prerequisite for the Division to accomplish all assigned tasks.
