Division 395 strives for good training, strict discipline, high combat readiness according to Uncle Ho’s teachings

Striving for good training, strict discipline, and high combat readiness has been put at the forefront of the study and following of Uncle Ho’s teachings via various creative, effective models and approaches by Division 395. This is an important incentive for the Division to improve its synergy and combat power to firmly protect the Fatherland in any situations.

As a full-strength main unit of Military Region 3, Division 395 is tasked with training and combat readiness for Fatherland protection in all situations, readily undertaking and successfully accomplishing all assigned missions. To that end, the Division’s Party Committee and Command have taken synchronised measures of leadership and direction, with good training, strict discipline, and high combat readiness under Uncle Ho’s teachings being seen as a breakthrough aimed at raising the Brigade’s synergy and combat power. In the process, thanks to creative, practical approaches, many emulation movements and models in terms of good training, strict discipline, and high combat readiness have been built, “nurtured”, and widely, deeply spread, such as “striving for good training, strict discipline, and high combat readiness under Uncle Ho’s teachings”, “matching words with action; short-spoken, short-written; giving sound advice”, “Division 395’s youths study and follow Ho Chi Minh’s ideology, ethics, and lifestyle to deserve to be Uncle Ho’s Soldiers”. On a yearly basis, the Division has accomplished all combat training, political education, legal education, and defence and security education programs for every group of troops, with 80 - 85% of its troops achieving merit or distinction. Organising and taking part in all-level live-fire exercises, the Division has excellently fulfilled its tasks with absolute safety. Many collectives and individuals from the Division have earned rewards and commendations in all-level contests. Consequently, the Division’s combat readiness capacity has unceasingly improved; it has always maintained safety, stability, and development. With its brilliant achievements, especially in training, combat readiness, Army building, and national defence consolidation, the Division was given the First-Class Fatherland Protection Order on 19 September 2024 by the State President.

In response to the new requirements of Fatherland construction and protection, while comprehensively performing all tasks, the Division’s Party Committee and Command will continue to step up the emulation movement on good training, strict discipline, and high combat readiness according to Uncle Ho’s teachings via synchronised, proper measures as the basis for the Division’s successful fulfilment of all assigned tasks.

To that end, first of all, the Division will focus on raising awareness and a sense of responsibility among its cadres and soldiers towards the emulation movement on good training, strict discipline, and high combat readiness as a deciding factor in the effectiveness and sustainability of studying and following Uncle Ho’s teachings. The Division will require its offices and units to render their troops cognisant of the missions of the Military, the Military Region, and the Division itself; troops will be educated to grasp the newly-established goals, targets, tasks, and requirements as well as advantages and difficulties in training work. All-level party committees and commands, particularly cadres in charge of management and training will stay close to troops, opportunely detect and deal with wrong perceptions and fear of hardship in training and self-improvement. At the same time, the Division will actively renew content, forms, and methods of political and ideological education and propagation and attach importance to aligning Uncle Ho’s ideology with Uncle Ho’s instructions, thoroughly grasping topics about the study and following of Uncle Ho’s teachings to design plans of “study” and “following” in accordance with the particularities of each group of troops and each affiliate. It will promote the role of its Steering Board 35, cadres, and party members in the fight against wrong, hostile viewpoints to safeguard the Party’s ideological foundation. Doing so will enable the Division to raise its troops’ political steadfastness and resolve in training, combat readiness, and self-improvement.

To make an all-round, solid change in the emulation movement on good training, strict discipline, and high combat readiness, the Division will continue to build a high-quality, well-structured contingent of cadres. To do so, it will closely comply with regulations on personnel work, actively renew the planning, deployment, appointment, and employment of cadres under the motto of being “changeable” and “open”, and build a pool of training cadres at all levels with comprehensive capacity, particularly at platoon and company levels. Imbued with Uncle Ho’s words: “those who are in charge of training must study further forever to undertake their training work”, the Division will proactively screen and select its cadres for further training to meet both long-term and short-term personnel needs. At the same time, it will regularly organise refresher courses for its cadres, with a focus on weak and new points, while encouraging its staff’s self-study and self-improvement to meet their task requirements. Moreover, it will continue to promote “self-review” and “self-correction”, heighten example-setting responsibility, political zeal, and scientific work method among its cadres, and create a favourable condition for its staff to bring into play the “seven dares”1 spirit in performing the tasks of each office and unit. Doing so will allow the Division to build a contingent of cadres with sufficient qualities and capabilities to meet the requirements of training, combat readiness, and discipline management in the new situation.

Following Uncle Ho’s teachings: “it is necessary to enhance military work, first and foremost much importance must be attached to training troops”, the Division will concentrate on raising the quality of training for target individuals. Emphasis will be placed on grasping and effectively executing Resolution 1659-NQ/QUTW, dated 20 December 2022, by the Central Military Commission, and Resolution 396-NQ/ĐU, dated 22 March 2023, by Military Region 3’s Party Committee on raising the quality of training in the period of 2023 - 2030 and beyond. Bringing into play its tradition of “good training”, the Division will direct its offices and units to reform mechanisms for management and operation of training work via the development and close management of training plans as well as the delegation of responsibilities. Consideration will be given to making preparations and applying technical initiatives and innovations for training work. In the training process, the Division’s units will flexibly employ 3 viewpoints, 8 principles, and 6 connections under the motto of “basics, practicality, solidity”. At the same time, they will grasp and adhere to the line of “three things with substance”2, intensify night-time, practical exercises, improve troops’ manoeuvrability, and organise long field marches to train its troops. Great value will be attached to providing synchronised, specialised training relevant to the Division’s operational areas and projects as well as each unit’s organisational structure and task requirements.

To achieve a “high level of combat readiness”, the Division will direct its offices and units to regularly review, adjust, and supplement combat projects, strictly maintain duty regulations, raise the quality of live-fire exercises, especially at platoon and battalion levels, well organise general and field exercises, and take part in local defensive zone exercises in their stationed areas. It will frequently organise contests to improve its cadres and soldiers’ willpower and capacity. As a result, the Division’s manpower and weapons will always be ready for any tasks, ensuring victory after every troop deployment.

Following Uncle Ho’s words: “our People’s Army must strictly maintain discipline; do not disregard discipline because of peace”, the Division will attach special importance to regularity building and discipline management under higher echelons’ directives and guidance, particularly Directive 79/CT-BQP, dated 22 July 2022, by Minister of National Defence, on building “exemplarily, typically” comprehensively strong units. It will frequently carry out propagation work to raise awareness and a sense of responsibility among its troops towards the observance of the Constitution, State law, military discipline, and units’ regulations, particularly the “five no’s”3 regulations by the Division’s Party Committee. It will actively renew its cadres’ work method and style, step up military administrative reform, strictly maintain its work regulations, and require its cadres to spend more time guiding, managing, and commanding their troops. It will bring into play cultural institutions, develop a healthy cultural environment, and build green, clean, beautiful barracks. At the same time, it will regularly collaborate with local party committees and authorities in monitoring situational developments, opportunely detecting and settling emerging issues to contribute to building absolutely safe units and areas.

Promoting the tradition of “unity, offensive, good training, victory”, cadres and soldiers of Division 395 will surmount all difficulties to enhance the emulation movement on good training, strict discipline, and high combat readiness according to Uncle Ho’s teachings as the basis for the Division’s improved synergy, combat strength, and task performance.
