Division 316 - Bong Lau Corps (Military Region 2) is a fully-staffed unit, tasked with training, combat readiness, firmly defending the Fatherland and other ad hoc tasks. This is a glorious honour, but also a very heavy responsibility of the Division to the Party, State, Army and People. Being well aware of that, over the years, the Party Committee, commander and all officers and soldiers of the Division have always united and determined to strive to complete all assigned tasks well. However, during its task performance, besides the advantages, the Division encountered many challenges, especially the large area of operation of the division; the security, political and religious situations in the areas of operation contain potential destabilising factors; the negative sides of the market economy, along with social evils, have had a multi-dimensional impact on its troop's thought, feeling, and lifestyle. Meanwhile, more than 70% of its officers and soldiers come from ethnic minorities, with their own culture, lifestyle, as well as unequal awareness levels, etc.
In order to complete its tasks well, the Division determines that along with improving political courage, will, determination and self-discipline, officers and soldiers must have knowledge and sense of strict compliance with the State's laws, Army discipline, regulations of the Unit and always considers this as one of the important contents, a breakthrough to successfully complete the assigned political tasks. In particular, improving the quality of legal dissemination and education is the most important and practical content and solution, contributing to a comprehensive change in cadres and soldiers in both awareness and action.
Strengthening the leadership and direction of the Party Committee at all level and promoting the managerial and executive role of the cadres in charge at all levels for this important work is the decisive content that is focused by the Party Committee and commander of the Division. Thoroughly grasping the directives and resolutions of the Central Military Commission, the Ministry of National Defence and the Military Region on the work of legal dissemination, education, formality building, and discipline management, directly Directive No. 37-CT/DU, dated November 6, 2021 of the Standing Board of the Party Committee of the Military Region on "Strengthening leadership, management, maintaining discipline in the armed forces of the Military Region"; Directive No. 43/CT-BTL, dated December 13, 2019 of the Military Region Command on "Continuing to strengthen the management, education of discipline observance and safety in the armed forces of the Military Region", ... Party Committee and command of the Division direct agencies and units to regularly educate, thoroughly grasp and raise awareness for Party committees and leaders at all levels about the position and meaning of legal dissemination and education work for the building of all-strong and “exemplary and typical” agencies and units.

Realising the important role of the core force in the renewal and improvement of the quality of legal dissemination and education, the Division regularly consolidates and promotes the role and responsibilities of the Council for coordination in legal dissemination and education; improves the quality of the contingent of reporters and propagandists. These staff are strictly selected by the units. They are cadres with good moral qualities, always exemplary in performing their duties, mastering basic knowledge of the law, and have good pedagogical skills. Besides holding regular training and retraining courses for the core law dissemination and education force every year, the Division also actively coordinates and selects officials to attend the conferences of rapporteurs held by the Central Propaganda Commission, the General Political Department and the Military Region. As a result, this force has always shown high political bravery, awareness and sense of discipline; have broad knowledge and good skills in propaganda and creative methods. They are also very responsible and enthusiastic in work; exemplary in life and in the obedience of law and regulations.
In order to match the cognitive level of the target objects, increase the attractiveness, persuasion, and overcome the rigidity and boredom in legal dissemination and education, the Division regularly directs agencies and units to radically innovate contents, programs, forms and methods of conduct. Based on the content and general program of the senior levels, the Division requests its agencies and units to base on the actual situation to supplement the required contents and tasks to make it suitable for each object. Emphasis is placed on new laws and legal documents; commands and regulations of the Army; directives, guidelines and regulations of the Ministry of National Defence, Military Region, and the Division on regularity building, legal and discipline observance. Moreover, the division actively compiles supporting documents entitled "Enhancing awareness and equipping soldiers with some necessary skills". Every month, basing on documents informing the situation of law observance and discipline in the whole army provided by the senior level, the Division directs its units to promptly propagate, educate, draw lessons and orient thought, general discipline for its troops; warning, and timely preventing legal violations and reminding troops of traffic safety, etc.
As a unit with a large number of cadres and soldiers coming from ethnic minorities, with diverse cultural practices and unequal level of awareness, the Division focuses on improving the quality and effectiveness of in-person propagation classes. In addition, the Division directs its units to promote propaganda on the internal radio system; through seminars, forums, law contests, etc., maintain and promote the effectiveness of legal bookcases and cultural institutions; improve the effectiveness of Political and Cultural Day at grassroots level, Legal Day and through cultural exchanges between soldiers of different ethnicities. The Division always closely combines legal and discipline education with the Determine to win Emulation movement, Grassroots Democracy Regulations and the campaigns, especially the Campaign of Promoting tradition, dedicating talents, deserving "Uncle Ho's Soldiers" in the new period; "Building a good, healthy and rich cultural environment in the Army". It also coordinates with the local party committees and authorities where they are stationed in organising law exchanges and propaganda among the people on festive days and important political events of the country and ethnic groups and through the field trip training associated with mass mobilisation work, contributing to the consolidating safe and strong garrison area.
In order for this work to be substantive, sustainable and pervasive, the Division associates this work with the management and training of discipline and regularity building. Accordingly, its agencies and units are required to strictly maintain order, regularity, discipline management, work according to their responsibilities, and act according to orders. In order for troops to obey uniformly, the units have set out specific regulations, suitable to the requirements of training soldiers, maintaining regular order and regime. Officers and non-commissioned officers are not allowed to over drink at all times and places and they are prohibited from drinking at noon or during office hours. Soldiers are banned from drinking, smoking and riding motorbikes (even during their leaves). This is to create habit and self-awareness in the observance of state law, military discipline and unit regulation. In the management of soldiers, the Division requires officers at all levels to make good records of background, family circumstances, and relationships of soldiers, especially those who work in important and secret departments; increase meetings and dialogues with soldiers who face difficulties in life in order to understand their thoughts and help them overcome difficulties and solve their problems. Last but not least, it strengthens inspection, supervision, soon detects and prevents disciplinary violations and social evils from infiltrating into the unit, and resolutely handles violations. Therefore, since the beginning of 2022, the Division has witnessed no serious disciplinary violations. Common violations are handled and resolved appropriately. The Division is maintained absolutely safe in all aspects, contributing to creating the foundation for building an all-strong, "exemplary and typical" unit, excellently completing all assigned tasks.
