Division 315 improves the quality of reservist training as per CMC’s Resolution No. 1659

Thoroughly implementing Resolution No. 1659-NQ/QUTW, dated 20 December 2022 of the Central Military Commission on improving the quality of training for the 2023 – 2030 period and the following years, the Party Committee and Command of Division 315 focus on leading and directing the implementation of many synchronous and effective solutions to improve the quality of reservist training, meeting requirements and tasks.

As an under-staffed unit, Division 315 has 02 regiments tasked with training the reservists of 06 districts of Quang Nam province. Over the years, it has always thoroughly grasped the resolutions, directives, and conclusions of the Central Military Commission and the Party Committee of Military Region 5 (MR5) on training work to focus on leading the improvement of training quality for the reserve force. Accordingly, the Division focuses on directing its agencies and units to complete the system of mobilisation documents at each level in accordance with regulations; carefully prepare lesson plans, training grounds, and teaching models; proactively coordinate closely with local military agencies to conduct post-checks, and put over 95% of the reservists in the ready list. On a yearly basis, it conducts checking of the reservists, and carries out military training for them to meet the planned targets; properly arranges military professionalism up to over 88%, and the average rate of concentrated training reaches over 86% each year. In training, the Division requires units to thoroughly adhere to the motto "Basic, practical, effective"; manage and train the reservists like regular soldiers. Basing on the 2015 draft programme of the General Staff, it focuses on innovating the content, form, time, and conducts training suitable to the conditions and situation of the reservists in each mobilised period. Besides, it also conducts tactical drills at battalion level close to the actual requirements of tasks. As a result, 100% of the results of the annual training tests are satisfactory, in which over 75% are good and excellent. When conducting drills for the reserve force with air bullets, explosives and live-firing drills at company and battalion levels, it was rated good in tactics, excellent in techniques with absolute safety.

So far, reservist training has become its regular task. Despite the experience gained, to meet the requirements of tasks, agencies and units of the Division are required to make more efforts, thoroughly grasp the resolutions, directives, and instructions of higher echelons, and closely coordinate with relevant forces to perform this important task well. Accordingly, the grasp and implementation of Resolution No. 1659-NQ/QUTW, dated 20 December 2022 of the Central Military Commission should focus on the following key contents and solutions.

Firstly, strengthening the unified, smooth, and effective leadership and direction for the task of reservist training. The Division promotes education, dissemination, and serious implementation of resolutions, directives, orders, and instructions on training and combat readiness, focusing on Resolution No. 1659-NQ/QUTW of the Central Military Commission, Resolution No. 20-NQ/DU, dated 28 March 2023 of the MR5’s Party Committee, Resolution of the Division’s Party Committee on improving the quality of training for the 2023 – 2030 period and the following years. Party committees, party organisations, and leaderships at all levels should specify the contents and targets of reservist training tasks in their regular leadership resolutions and implementation plans that are relevant to the characteristics and requirements of the agencies and units. Continue to implement the policy of "Two improvements, three-correct, four-good"; promote the vanguard and exemplary role of cadres and party members, and the role and responsibility of Party committees, commanders at all levels and all soldiers so as to generate a unity in awareness and action of the entire unit in leading and implementing tasks. Strengthen inspection, re-inspection, and unplanned inspection of reservist training at all levels; periodically conduct review and evaluation of training seriously; promptly commend, reward, and replicate good models, while strictly handling cases of irresponsibility and violations of training regulations.

Secondly, proactively coordinating closely with local Party committees, authorities and military agencies; properly, fully and in-depth implementing procedures in training i.e. recruiting and training the reservists at units to handing over, registering, managing and monitoring them at the localities. The Division directs its units to regularly conduct inspections, re-examinations, infiltrate and check lists, grasp the quantity and quality, promptly supplement and replace fluctuating numbers to ensure sufficient number of reservists as required. Prior to each mobilisation and training season, agencies and units must follow the "three meets, four knows" requirement to grasp the all-round situation of the reservists, especially in political, medical, and professional fields to avoid employing inappropriate cases. At the same time, it is necessary to closely coordinate with localities in determining appropriate times for mobilisation and training, avoiding peak time of production, etc. so that they can mobilise the highest number of reservists possible. Together with inspection and re-inspection, they should ensure full payment of incentives according to regulations so as to promptly motivate the reservists in their task performance.

Thirdly, improving the quality of the coaching staff; making careful preparation for the task of reservist training. Besides making good plans,  carefully sourcing, selecting and appointing frame-A and frame-B cadres, the Division also focuses on improving the quality of training and fostering cadres and reserve officers, especially young and newly appointed ones, and those who directly manage and train the reservists in units. Training is focused on new contents, including military, political, logistics, technical fields, and the methods for conducting training, and the management and education of troops. During training, the units should thoroughly grasp and implement the viewpoint that quality and efficiency are valued, not the achievements nor the quantity; carry out inspections and evaluation of the learning of cadres and reserve officers in a serious and accurate manner, and use this result as one of the KPIs to evaluate cadres at all levels. Strive for the goal that 100% of frame-A cadres are able to conduct training as allowed, in which 100% of battalion cadres and 70% of company cadres are rated good and excellent; 50% of frame-B cadres are able to conduct training as required.

In addition to human resources preparation, the Division requires its agencies and units to pay attention to making all-round preparations, especially facilities, before training. Emphasis should be placed on developing plans, contents, and programmes of training. They are required to carefully prepare facilities in a regular and consistent way, etc. Moreover, it is necessary to promote initiatives, improve teaching and learning aids and equipment; increase the application of technology in training. Making thoughtful logistics and technical supply for training; actively generate resources invested in the renovation of barracks, ensuring standardised accommodation and living conditions for the reservists as per regulations.

Finally, enhancing the management of reservist training in a focused, unified, synchronous, effective, and non-overlapping direction; actively innovating content and methods; conducting full and correct training. The Division directs its units to continue to thoroughly grasp and strictly implement viewpoints and mottos, and effectively apply viewpoints, principles, and combinations in training. Actively innovate training methods to make it relevant to the unit's reality; focus on synchronous and in-depth training, in which practice is of primary concern; improve the ability to skillfully exploit the existing weapons and equipment, and master new ones. Conduct training in a sound and sufficient manner according to plan and regulations; strictly implement the training process from low to high, from simple to complex.

Improving the quality of cross-major training. Closely combine training with formality training, discipline management, between in-barrack concentrated training with field training and drills; combine technical and tactical training with physical training. Maintain and strictly implement training regimes; attach importance to safety assurance, especially in live-firing drills with the use of air bullets and explosives. Strive to make the units excellent at techniques, good at tactics, and absolutely safe; at least 95% of the results of combat readiness and reservist training tests are satisfactory; 85% or more of checks of contents are satisfactory in which 50% or more are rated good and excellent. Implementing this solutions and goals with help contributing to building a strong, high-quality reserve force in Quang Nam province, which is ready to enlist and complete all assigned tasks.
