Division 312, also known as the Victory Division under the 1st Military Corps, is a regular unit which is tasked with training, combat readiness and being responsible for handling situations assigned by the superiors. Besides basic advantages during the process of performing the tasks, the Division has encountered several difficulties, especially the management of a large number of soldiers from various regions with different customs and cultures. The Division’s subordinate units are stationed in a large area (Thai Nguyen province, Vinh Phuc province and Hanoi city) where complicated security and social evils partly influence soldiers’ awareness, behaviour, discipline and law observance, as well as the units’ regularity building and discipline management. Along with successfully implementing and performing all tasks, the Party Committee and commanders of the Division always focus on leading and directing the implementation of law propaganda, dissemination and education with creative and realistic practices. Those practices have improved the awareness, responsibility and actions of cadres and soldiers in the observance of State laws and military discipline, contributing to the building of a comprehensively strong, “exemplary and typical” unit in order to successfully complete the assigned tasks.
First of all, the Party Committee and commanders of the Division have focused on improving the effectiveness of leadership and direction in law dissemination and education. Thoroughly grasping the conclusions, directives, resolutions and instructions of the Party, State, Central Military Commission, Ministry of National Defence on law dissemination and education, the Party Committee and commanders of the Division have directed its organisations at all levels to include the work of law dissemination and education in their regular leadership resolutions, properly assess the situations and build up plans and solutions to eliminate weaknesses. On that basis, political commissars, politicians and commanders at all levels concretise into weekly, monthly, quarterly and yearly work plans of the units; clearly identify the purposes, requirements, contents, and time of implementations. At the same time, assign specific responsibilities to members and cadres in charge of guiding, directing and implementing; promptly supervise the units, especially those stationed in remote areas and/or perform specific tasks. In order to create the synergy and to improve the quality of law propaganda and education, the Division has required the participation of several organisations and forces, especially the Coordination Council for law dissemination and education and political agencies at all levels. The Division regularly reviews the practices and assesses the responsibility of collectives and individuals for limitations and weaknesses in law dissemination and education work of agencies and units. As a result, the Division's law education and dissemination has become more and more effective; cadres and soldiers of the Division have developed positive awareness and sense of self-discipline to strictly abide by State law and military discipline.

In order to increase the interest and persuasion, the Division has actively renewed the contents, forms and methods of law propaganda, dissemination and education. Accordingly, the Division has directed its agencies and units to complete the general contents and programs according to superior’s regulations and instructions. At the same time, based on the actual situations, the units have selected and supplemented new, comprehensive and intensive contents to meet the requirements of different tasks. The focus of that implementation was on propagating, disseminating and educating new laws and legal documents; military commands and regulations; directives, guidelines and regulations of the Ministry of National Defence, the Corps and Divisions on regularity building, law and discipline observance, thereby raising soldiers’ awareness and sense of compliance, preventing violations.
Along with renewing the contents, the Division has directed its units to regularly apply flexible forms and creative methods of propaganda and education. During this process, illustrative and realistic examples are used to create the positive changes in soldiers’ awareness, behaviour and attitude to law and discipline observance. In addition, the Division has maintained and effectively promoted models, such as: "Psychology - health - law consulting groups", "Learn one law each week, learn one legal question each day", "No violation of the law or discipline in every unit", "Youth’s self- discipline", etc. The above practices have contributed to making changes in awareness, actions, sense of law and discipline observance of its cadres and soldiers.
Regularly consolidate and bring into full play the role of the Council for coordination in law dissemination and education; improve the quality of propagandists and the psychological and legal consulting groups. Sticking to the requirements of the mission and the fluctuations of the staff, the Division has promptly consolidated the Council for coordination in law dissemination and education in order to ensure sufficient quantity and high quality; regularly reviewed, strengthened and issued operating regulations according to specific functions and tasks. Annually, the Council builds up work plans for law dissemination and education, specifies purposes, requirements, contents and responsibilities of each unit during the implementation.
Along with that, the Division has always attached importance to training and improving qualifications and basic knowledge of law; built qualified teams of propagandists and psychological and legal consulting groups with strong political will, high awareness and sense of discipline, ethics and clean lifestyle. These propagandists should also have creative and appropriate knowledge and skills in propaganda and education; responsibility, enthusiasm in performing tasks; exemplary in learning and obeying the law and discipline. The Division has required responsibility in the implementation of law dissemination and education, promptly solved ideological and psychological problems and provided appropriate consultancy on law and discipline, especially matters directly related to the rights and obligations of military personnel. Thanks to these practices, cadres and soldiers are encouraged to overcome difficulties in order to successfully accomplish their tasks and contribute to the building of the unit.
In order to create a synergy between awareness and actions of the soldiers, the Division has closely combined law dissemination and education with discipline management, regularity building and emulation movements of the unit. The Division has directed agencies and units to maintain strict discipline and work regulations based on duty and responsibility. The Division has closely coordinated with Party committees, authorities, local people and families to manage and educate soldiers; managed soldiers’ thoughts, aspirations and relationships; at the same time, raised the sense of self-discipline to abide by the regulations and regimes; maintained inspection and supervision at all levels, promptly detected the violations of discipline and prevented social evils, strictly punished violations.
In order to create motivation in the implementation, the Division has directed the units to closely combine education on discipline observance with the Emulation movements, the Grassroots Democracy Regulation and the campaigns, especially the Campaign to promote tradition and dedicate talents, worthy of the title of "Uncle Ho's Soldiers" in the new period; the "Solidarity, democracy, discipline, safety, determination to win" movement. Examples of "good people, good deeds" have been created and replicated, contributing to building up a healthy culture for soldiers and minimising the violation of the law and discipline of the Army.
By the above measures and methods, the law dissemination and education of the Division has created positive changes in the awareness, the sense of obeying the State law, the Army discipline among cadres and soldiers, contributing to building the Division to be comprehensively strong "exemplary and typical" with excellent mass organisations, creating synergy for the Unit to successfully complete all assigned tasks, embellishing the Division's tradition of "Unity - Courage - Victory".
