Enhancing the overall quality and combat strength is a central political task and the ultimate goal of each agency and unit in the entire Army. As for Division 309, the regular and strategic unit in the South of Vietnam, good implementation of this content is of utmost significance. The Division’s Party Committee and Command have concentrated on leading and directing this goal with multiple synchronous and appropriate measures to satisfy the requirements and tasks of safeguarding the Fatherland in the new situation.
Division 309 (of Military Corps 4) is tasked with training, combat readiness, and implementation of natural disaster prevention, search and rescue, mass mobilisation, participation in building all-people national defence in association with people’s security posture, etc. To accomplish all assigned tasks, the Division’s Party Committee and Command have determined to make a further step in the overall quality and combat strength. In particular, importance has been attached to the breakthrough in building the Division with strong politics, ideology, and organisation; enhancing training quality and combat readiness; accelerating the building of regularity and discipline and the implementation of logistic and technical work.
1. Building a strong Division in terms of politics, ideology, and organisation
The Division’s Party Committee and Command have led and directed their agencies and units to continue the acceleration of political and ideological education with comprehensive contents. In particular, the focus has been placed on educating cadres and soldiers so that they can grasp the viewpoints, military-defence guidelines of the Party, the tasks of the Army, and the conspiracies and tricks of hostile forces. Bringing into play Project on “Renewing political education at units in the new period” of the General Political Department, the Division’s Party Committee has required its party committees and organisations at all levels to renew appropriate forms, contents, and methods of education; combine fundamental political education with other forms of education as well as stringently maintain all of the regimes including meetings, news briefing, political announcement, and thought orientation. In line with strengthening and enhancing the effectiveness of mass organisations, Military men’s Council, agencies and units have attached much importance to accelerating Determination to Win Emulation movements on the foundation of paying attention to grass-roots levels, keeping track of central political tasks, making great shifts in all works, especially discipline, the building of regularity, methods, working manners, and responsibility in task implementation; duplicate the emulation model entitles “three-best units, three-best agencies”. Regular emulation has been attached to peak emulation, Patriotism Movement, and the Campaign “Promoting tradition, devoting talents, deserving the title Uncle Ho’s soldiers”; studying and following Ho Chi Minh’s thoughts, ethics, and manner has been accelerated with specific and practical targets and measures. Accordingly, all military men can be equipped with firm political zeals and detailed insight into situations and tasks to ensure work commitment, autonomy, and creativity to readily receive and accomplish all assigned tasks.
Additionally, party committees at all levels have attached special importance to party building; promptly strengthening and enhancing the quality and effectiveness of party committees and organisation at all levels; associating the building of party committees with the building of presiding cadres with appropriate and sufficient quantity. Thoroughly grasping and strictly implementing resolutions, directives, conclusions, and regulations on Party building and rectification with the Resolution of the Fourth Plenum (12th tenure) at the core. Educating, training, and managing party members have been combined with intensifying supervision, inspection, and determination to fight against the degradation of political thoughts, ethics, and lifestyles, “self-evolution” and “self-transformation” to build transparent, strong, and competent organisations with high combat strength to lead all agencies and units.

2. Making a breakthrough in enhancing training quality and level of combat readiness
The Division’s Party Committee has determined that training is a central political task and a crucial measure to enhance the level and capacity of combat readiness. On that foundation, party committees at all levels have concentrated on leading and directing the effective implementation of grasping and performing resolutions, directives, and orders on training and combat readiness; the focus is placed on Conclusion No. 60-KL/QUTW issued on January 18th, 2019 by the Central Military Commission on continuing implement Resolution No. 765-NQ/QUTW and the Order of Commander of the Military Region on military and defence work. To ensure constant combat readiness and prompt and flexible reaction to all situations, the Division’s Party Committee has required its agencies and units to enhance cadres’ and soldiers’ awareness of combat readiness. Attention has been paid to strengthening and supplementing combat documentation that matches the units’ organisation, structure, weapons, equipment, topography, etc., and well organising the training; strictly maintaining the regimes and state of combat readiness at all levels. Coordination has been established with agencies, units, and localities to grasp and forecast situations so that flexible, prompt, and effective solutions can be adopted in accordance with higher echelons’ viewpoints.
To implement the training principle of “Being fundamental, practical, thorough”, synchronous and in-depth training, the Division’s Party Committee and Command have led and directed all units to well prepare for training and attach importance to improving the qualification and all-around competence for the contingent of cadres. All agencies and units have accelerated “Good training” emulation movement; combined training and practice and imparted combat experience; organised training in numerous different terrain and weather condition and night training to improve soldiers’ manoeuver. To satisfy the requirements of modern warfare, the Division’s Party Committee has proposed ensuring the comprehensiveness of tactics, techniques, durability, etc. Simultaneously, importance has been attached to training in natural disaster prevention, search and rescue in response to possible incidents to minimize casualties and damage. Implementing the training motto "Reserve as permanent", the Division’s Party Committee directed units of reserve forces to coordinate with localities to transfer and arrange reservists; comply with the regulations on organising re-inspection, complete units’ structure, and establish the reserve unit in accordance with the model of structure stipulated by the Ministry of Defence; attach importance to both political education and military training and staff training in combination with the unit training. The Division strives for the accomplishment of training objectives and absolute safety.
3. Accelerating the building of regularity, discipline, and a green and wholesome cultural environment
On the foundation of regulations and criteria for the building of an all-powerful, “exemplary and typical” unit, the Division’s Party Committee and Command have required their agencies and units to drastically perform tasks and attach importance to the building of regularity and discipline in training and combat readiness. In particular, emphasis has been placed on the effective implementation of education to heighten all military men’s self-discipline; intensification of managing discipline and breakthrough in performing daily and weekly regimes, military men’s dressing and manner, and traffic safety. It is important to bring into play the functions of mass organisations to organise cultural activities, arts, physical training, and sports during days off and Tet holidays to manage the soldiers; building barracks into "cultural spotlights". Currently, due to numerous factors that impact upon complying discipline, the Division’s Party Committee has required its party committees at all levels, especially presiding cadres to strictly implement the “four-together” principle (eat together, live together, do together and share with each other), thereby keeping track of ideological situations and promptly deal with problems to establish unity between superiors and subordinates and cadres and soldiers. The roles of organisations, especially Psychology-health-law Consulting Group have been promoted to keep track of and orient soldiers’ thoughts; well perform the Democratic Statute, and maintain “democratic dialogue” between leaders, commanders, cadres, and soldiers. Importance has been attached to Actively innovating and improving the effectiveness of the inspection and supervision to proactively detect and strictly handle in accordance with the Army's regulations and the State's laws for all violations to create a consensus and complete unity in the unit.
In line with the above-mentioned measures, the Division’s Party Committee and Command have concentrated on leading and directing agencies and units to improve the quality of logistic and technical work with the focus on ensuring sufficient materials and reserves for combat and technical coefficients as stipulated to contribute to enhancing the Division’s overall quality and combat strength to satisfy the task requirements in the new situation.
