Determined to win Emulation movement - Motivation for the 301st Division to successfully accomplish the mission
The 301st Infantry Division (Hanoi Capital Command), established on 27 February 1979, is tasked with training, being combat-ready to protect key targets, ensuring political security, order, and social safety in the capital area under all circumstances. Over the past 45 years, under the direct leadership and guidance of the Party Committee and Hanoi Capital Command, with the attention and support from the Party and the authorities of Hanoi in all aspects, and with the wholehearted support of the local people, the Infantry Division has overcome all difficulties and hardships, excellently completing the assigned tasks, establishing the glorious tradition of "Infinite loyalty, united determination, deeply connected with the people, victory upon deployment”. In acknowledgment of these achievements, the Division has been awarded the Third-Class Military Exploit Order (in 1989 and 2019) and the First-Class Combat Exploit Order (in 1996), two collective entities and three individuals of the Division have been honoured as Heroes of the People's Armed Forces.
To achieve these successes, one of the key measures undertaken by the Party Committee and the command of the Division is to promote the Determined to win Emulation movement, promote internal strength, elevate the sense of responsibility within each collective and individual, and create motivation to drive the unit to successfully fulfill its missions.

In execution, the Division strengthens leadership and direction, unifying awareness of organising the Determined to win Emulation movement, builds a proper emulation motivation, and integrates emulation activities into the organisational routine for practical effectiveness. Embracing President Ho Chi Minh's admonition that "Emulation is patriotic, and being patriotic must emulate" and deeply adhering to the directives of the Party, the Government, the Central Military Commission, and the Ministry of National Defence on emulation and rewards, the Division's Party Committee issues a specialised resolution: "Continuing to innovate the Determined to win Emulation movement and the work of emulation and reward" to ensure unified and coordinated leadership and direction. The guidelines and instructions for the Determined to win Emulation movement and the work of emulation and reward are specifically tailored to the conditions of each agency and unit and at the same time, it serves as a basis for Party Committees and commands at all levels to incorporate them into leadership resolutions, develop implementation programmes and plans. Adhering closely to the leadership's directives, Party Committees, and cadres at all levels have effectively implemented the Determined to win Emulation movement through specific, innovative measures. Emulation and commendation boards at all levels are regularly reviewed and improved, operating systematically according to the mechanism where "Party committees provide leadership, emulation and commendation boards serve as advisors, political agencies provide guidance, and political officers directly manage the process". Mass organisations actively mobilise their members to participate in the emulation movement according to their functions and tasks. The work of identifying, training, honouring advanced and exemplary individuals who embody "good people, good deeds" is emphasised and truly become a shining example for everyone to learn from and emulate. Each agency and unit has integrated the Determined to win Emulation movement with the implementation of resolutions of Party Congresses at all levels; resolution of the 4th Central Committee (13th tenure) on building and rectifying the Party and political system; promote the study and following of Ho Chi Minh's ideology, morality, and style, as well as the movement to promote traditions, dedicate of talent, be worthy of the "Uncle Ho's Soldiers'' in the new period and resolution No. 847-NQ/QUTW dated 28 December 2021, of the Central Military Commission on promoting the qualities of "Uncle Ho's Soldiers'', resolutely preventing individualism in the new situation, creating unity in awareness and responsibility in organising the implementation of the Determined to win Eemulation movement for all cadres and soldiers. Leading cadres, party members at all levels have accurately grasped the purpose and requirements of the work of emulation and reward, as well as the Determined to win Emulation movement. The results of emulation are identified as one of the important criteria to evaluate the level of task completion for both organisations and individuals, rectify the tendencies of pursuing achievements, avoid being overly results-oriented and instances of lack of truthfulness or attempts to conceal shortcomings, etc.
Implementing the guiding principle of focusing on the grassroots, selecting the right breakthrough phase to organise the movement, the Division regularly innovates the content and form of the Determined to win Emulation movement; focuses on addressing weaknesses in mission execution. Adapting closely to the characteristics and task situation, the Division consistently and effectively launches and maintains phased movements, peak competitive periods, attracting the participation of all cadres and soldiers. Numerous Determined to win movements have been launched, such as "Excellent training, strong solidarity, strict discipline, high combat readiness, absolute safety", "Unity, exemplary, disciplined, creative, determined to win", "Cultivate moral, train talents, be proactive, innovative, reach new heights", "The armed forces and self-defence force of Hanoi unite to build a new countryside", "The military works together for the poor - Leaving no one behind", "Cadres and soldiers of the Division unite, cooperate, and strive to compete, prevent, and triumph over the Covid-19 pandemic," etc. From within these movement, many new models and effective practices have emerged, such as "Commending exemplary soldiers who are worthy of the title “Uncle Ho's Soldiers", "Party members guiding the masses", "Every evening, one question, one politically beneficial answer", "Train cadres, train soldiers, train oneself before training soldiers", etc. Although the themes, content, and target of different competition phases vary, the focus and purpose are consistently aimed at improving the quality of central political tasks, especially training and combat readiness work in a "practical, effective, and solid" manner. This contributes to promoting the qualities of "Uncle Ho's Soldiers", the cultural beauty of "Capital Soldiers" and plays a part in building a clean and strong party organisation, a comprehensive and exemplary unit, and strong grassroots organisations.

The emulation movement has created a new momentum and a fresh atmosphere in the Party building efforts. The Division consistently emphasizes the implementation of the "4 Goods" criteria for building Party cells and the "5 Goods" criteria for Party members; focus on addressing shortcomings in accordance with the Resolution No. 4 of the 13th Central Committee; elevate the role-modeling of cadres and Party members; effectively implement the principle of "self-reflection, self-correction". The spirit of daring to think, daring to speak, daring to act, daring to take responsibility, daring to innovate, and daring to face difficulties and challenges, as well as taking actions for the common good, is highly promoted. Regarding the combat readiness task, through the Determined to win Emulation movement, there has been a thorough and extensive implementation of the directives and orders from higher authorities, particularly Command No. 285/CL-BTL, dated 20 October 2009, and Command No. 860/CL-BTL, dated 16 June 2017, of the Hanoi Capital Command on combat readiness for regular forces, reserve forces, and people's self-defence forces. Maintain strict command and control on duty; the forces and transportations involved in assisting civil defence, disaster response, and rescue operations are always in a state of readiness; the system of documents and combat readiness plans is regularly reviewed, supplemented, and improved. Following inspections by the Ministry of National Defence and the Hanoi Capital Command, the Division has been assessed as having performed well in its combat readiness mission. Regarding training activities, the Determined to win movement has closely adhered to the principles of "fundamental, practical, and solid", focusing on achieving victory as outlined in Resolution No. 1316-NQ/ĐU, dated 28 February 2023, of the Party Committee of the Hanoi Capital Command on "Improving the quality of training in the period 2023 - 2030 and the following years" and the annual Military Affairs Directive of the Commander of the Hanoi Capital Command. Focus on performing well in training and fostering the development of cadres, preparing the infrastructure, training tools, lesson plans, training grounds, and exercise areas. In training, comprehensive coverage in terms of techniques, tactics, commands, physical strength and absolute safety regarding personnel, weapons and equipment. The evaluation and assessment of training results are done in line with the actual situation. Innovative and practical approaches are applied to the content, form, organisation, and methods of training, closely aligned with the realities of combat. The results of training have been consistently good and excellent; competitions and sports events have gained numerous high awards; good tactical level and excellent technical level; participation in exercises such as the military law competition, handling situation A2, and defence of Hanoi City have yielded positive results, ensuring absolute safety.
The Determined to win Movement has actively contributed to the development of disciplined order. As a unit chosen by the Hanoi Capital Command to serve as a focal point for commanding training and establishing disciplined order, the Division places great emphasis on enhancing the level, capacity, and self-awareness in building disciplined order, and adhering to the discipline, principles, and laws among cadres and soldiers. The Party Committee, commands and the entire cadres at all levels have concretised the competition targets through regulations, rules to make the unit comprehensively "strong and exemplary". Agencies and units have implemented specific and practical measures to achieve breakthroughs in "Discipline management and building a formal, safe and resilient unit". As a result, the quality of building disciplined order within the Division has continuously improved, and there has been a noticeable improvement in the compliance with the laws of the state and military discipline among cadres and soldiers.
In response to the emulation movement "Military logistics emulating Uncle Ho's teachings", the Division has incorporated this content into specific emulation targets for each part. The cadres and soldiers in the Logistics sector of the Division actively engage in learning, training, enhancing their professional competence with a proper service-oriented attitude to successfully fulfill all missions. The barracks system is gradually built synchronously and officially, ensuring "green, clean and beautiful". The work of increasing production is implemented in various effective forms, contributing to improving the military's quality of life. In technical work, the Determined to win Emulation movement has focused on education, enhancing responsibility in the management and use of weapons and equipment; promotes efficiency, prevents waste; harnesses creativity, enhances the quality of repairs, maintenance, and strict adherence to the preservation regime on a daily and weekly basis. This ensures the synchronisation of weapons and equipment, meeting the requirements of training, combat readiness, and other sudden missions.
The Determined to Win emulation movement has created positive momentum for the Division to effectively perform the function of an "working army" and strengthen the relationship between military and people. The Division actively participates in activities such as "Eradicating hunger and reducing poverty", "Repaying the favour", "Good solidarity, strict discipline, and effective people's mobilisation"; the movement "People unite to build cultural life" and so on. Through specific actions like participating in the construction of solidarity houses, friendship houses, rural roads; organising free medical check-ups and treatments for the people, taking care of Vietnamese Heroic Mothers, the cadres and soldiers of the Division have contributed to the development of the local economy, socio-cultural aspects, building a solid "people's heart and mind posture"; uphold the tradition of "Uncle Ho's Soldiers", the cultural beauty of "Capital Soldiers", creating great motivation in building a strong and comprehensive exemplary unit, successfully completing all assigned missions.
