In the spirit of “Everyone emulates, every sector emulates for every single day”, the “Determined to win” emulation movement has really accompanied and closely linked with each field of work, always stuck with political tasks, specific activities and missions of each type of organs and units in the Army, and obtained practical results. Among these, the highlight of the “Determined to win” emulation movement is to focus on breakthroughs in order to overcome weaknesses and encourage sense of self-reliance for better achievements in all fields of work. At all levels, emulation and reward councils are frequently consolidated to successfully perform their function of providing consultations to the party committees and commanders about emulation and reward work. Political organs have well performed their role to give units advice, guidance, and concretize emulation contents, targets, and measures in accordance with each organ and unit’s characteristics, functions, and tasks. Recently, the “Determined to win” emulation movement in the Army has closely linked with the implementation of the Politburo’s Directive 03-CT/TW (11^th tenure) on “Continuing to study and follow Ho Chi Minh’s moral example”; Central Resolution No.4 (11^th tenure) on “Current urgent issues on Party building”; attaching regular emulation to the breakthrough emulation, movements, and campaigns of sectors and mass organizations, and to the effective implementation of the “three breakthroughs” in the National Defence Ministry’s emulation work. That provides an impetus for lively large-scale emulation in training, combat readiness, and work to reach new best achievements.

“Determined to win” emulation congresses of units under the Ministry of National Defence have brought many useful lessons on the leadership, commanding, and implementing work. Adhering to goals and requirements of the emulation movement, the whole Army has organized various lively and effective activities; a number of typical collectives and individuals, “good people did good deeds” examples have been praised and duplicated. In addition, in the process of carrying out the movement, there have appeared many patterns with good, creative, and practically effective methods, such as the movements of “Good training, strict practice, high-level combat readiness”, “Be active, proactive, creative to successfully fulfil assigned tasks”, “Exemplary, responsible, resolute to gain 3 accomplishments”, “Good training, strict practice, and absolute safety” in military zones, corps, and services; the movements of “Good work, good service”, “3 enhancements, 3 exemplifications” at academies and colleges; the movement of “Building military medical units good in 5 points, medical troops follow Ho Chi Minh’s instructions” in military hospitals; the movements “Solidarity, difficulty handling, proactiveness, creativeness” and “Labour safety – Traffic safety” in economic production units. Particularly, since 2014, the “Determined to win” emulation movement has been closely stuck to the Campaign “Promoting traditions, devoting talents, deserving to be Uncle Ho’s Soldiers” launched by Standing Committee of the Central Military Commission, bringing about a positive effect on the movement. Units have proactively received and concretized criteria, making contributions to raising cadres and troops’ awareness, building up their patriotism, national pride, Army traditions, humanity values, military-people solidarity, comradeship. Alongside with the “Determined to win” emulation movement, the reward work has been seriously carried out to ensure its correct procedure, democracy, equality, accuracy, and to overcome weaknesses of the previous emulation and reward work.

It can be reaffirmed that the “Determined to win” emulation movement in the Army over the past 5 years has been an incentive for the entire Army to successfully fulfil the tasks, namely training, being combat readiness, firmly protecting the Homeland’s sovereignty over seas and islands; natural disasters prevention and relief, search and rescue; enhancing productivity, quality, effectiveness of production and business; building pure military cultural environment; maintaining good service in logistics, finance, technique, and troops’ material and spiritual life. Moreover, it has made direct contributions to building strong and pure party organizations, comprehensive strong units, and excellent strong mass organizations, which has been a propellant to build a politically strong Army with its increasingly enhanced synergy and combat strength to successfully fulfil any assigned task.

In order to uphold and improve the effectiveness of the “Determined to win” emulation movement in the Army for the time to come, we should focus on the following fundamental measures:

Firstly, pushing up the communication and education work to raise awareness and responsibility, and to build sound motivation and determination of emulation for cadres and troops.

Secondly, strengthening leadership and direction of executive party committees, commissars, junior commissars, commanders at levels in the “Determined to win” emulation movement.

Thirdly, focusing on renovation of methods to encourage the “Determined to win” emulation movement so that it can meet new requirements.

Fourthly, detecting, fostering, and duplicating typical examples in the “Determined to win” emulation movement.

Fifthly, closely combining emulation with reward.
