National defence work in central and local ministries and branches is part and parcel in the cause of national defence consolidation. This is an issue identified by the Vietnam Coal-Mineral Industries Group as a crucial and regular task to focus on leading and directing with many synchronous and effective solutions, contributing to the successful implementation of the two strategic tasks of national construction and defence.
In accordance with Government Decree No. 105/2018/ND-CP, issued 8/8/2018, Vietnam Coal-Mineral Industries Group is a one-member limited liability corporation owned, established, and run by the State. The primary responsibilities of the Group are to coordinate, oversee, and conduct coal-mineral production and trading operations for both domestic and international markets. With 66 member companies and a staff of over 94,000 employees, the Group has produced and supplied millions of tons of coal and minerals to domestic and international markets annually, generating a sizable amount of foreign currency for our nation and reaffirming its position as one of the three pillars of ensuring national energy security.
The Group's Party Committee and Members' Council have strengthened leadership and instructed its subordinate agencies and units to synchronously deploy solutions to improve quality stemming from the characteristics of the Group's production and business areas, which are primarily located in mountainous, border, and coastal provinces - places of strategic significance in terms of national defence, security work and produced remarkably thorough results. This is seen in the officials' and employees' awareness, conscience, and responsibility for the nation's defence, which are continually being enhanced; the growth of production and business related to upscaling and solidifying the nation's defence and security is given prominence from the Group's agency to the base units, the system of leadership, command, and administration of defence activity has been established, unified, and successfully carried out its assigned duties. The self-defence force is strong, widespread, and of high quality; the reserve mobilisation force is similarly constructed, staffed in accordance with the production and economic conditions, and prepared to mobilise in any circumstances. The Group currently has 3,400 reservists and more than 8,600 self-defence members who are well organised and staffed into the units, capable of fulfilling the task of protecting businesses and maintaining security, local order, etc.
With the aim of striving to become a powerful state-owned economic group, possessing modern technology and production techniques, and gradually meeting international standards on corporate governance, in the coming time, the corporation will: continue to innovate, improve the enterprises’ effectiveness, operational efficiency and competitiveness, improve labour productivity, product quality, develop sustainably, harmonise with the environment and employees, making an important contribution to ensuring national energy security and socio-economic development of the country. To achieve this, the Party Committee and Board of Directors of the Group concentrate on leading and directing the complete and synchronised implementation of all work-related activities, successfully completing all tasks, including those related to national defence, comprising the following principal contents and responses:
Firstly, strengthen propaganda and education to raise awareness, consciousness and responsibility of officials and employees about national defence tasks. On the basis of deeply grasping the guidelines of the Party, policies and laws of the State on national defence and military, agencies and units should intensify propaganda and education for cadres and employees so that they fully understand the significance, importance, and necessity of carrying out national defence tasks in the current period. Educational content should be comprehensive, focusing on resolutions and directives of the Party, State, Government and Ministry of National Defence on national defence work, especially Resolution No. 28-NQ/TW, dated October 25th, 2013 of the Central Committee of the Party (11th tenure) on the Strategy for the Defence of the Fatherland in the New Situation; National Defence Law 2018, Decree No. 168/2018/ND-CP, dated December 28th, 2018 of the Government on national defence work in ministries, central branches, localities, etc. The Group also instructs agencies and units to update knowledge, skills, and new content on national defence and security to ensure that everyone can understand and perform this work well at agencies, units, and enterprises. This is done to foster nationalism, self-reliance, and the tradition of resistance to foreign invaders. The Military Command of the Group actively collaborated with the Ministry of National Defence's responsible agencies throughout the implementation process to examine and carefully control the number of officials and party members who were subject to defence and security training to make plan for holding suitable courses. Actively coordinate with the mass media to promote activities of national defence work, miner customs, and traditions specific to the coal sector, etc. thereby changing their awareness, consciousness, and responsibility for the nation's defence and defence-related responsibilities.

Second, expand production while enhancing and consolidating national defence and security. Derived from the business environment, carrying out the tasks and objectives assigned by the Party and State, the group mobilised all resources to bring into full play internal resources by focusing on in-depth investment, actively innovated technology, and established appropriate management mechanisms, in order to create a new breakthrough in labour productivity, quality and content of knowledge in each type of product. Since our country's coal and mineral are frequently found in areas with significance for our national defence and security, the Group attaches special importance to successfully harmonise the goals and requirements for the development of the industry in the direction of modernity with the assurance of national defence and security. Accordingly, even in the coal-mineral industry development plan, the Group takes into account the requirements of combining economy with national defence and security both in peacetime and in war. In addition, the group also focuses on building and developing socio-economic infrastructure in association with the construction of defence works, enhancing defence capabilities in each area and the whole country, especially constructing and renewing road and waterway transport routes; adjusting and arranging residential areas, building schools and hospitals; expanding and upgrading new system of seaports and inland wharves, etc., contributing to promoting marine economic development and enhancing the country's coastal defence potential and strength.
Third, promote the core role of military agencies and self-defence and reserve forces at all levels in the performance of national defence work. The Group orders its affiliated agencies and units to regularly strengthen the military command board, the contingent of officers and workers in charge of defence work, command the self-defence forces at all levels, and staff the reserve forces in order to ensure sufficient quantity, high quality, reasonable structure, suitable to production and business conditions. On the one hand, military commanders at all levels actively counsel the heads of their agencies and units to produce documents, resolutions, directives, programs, and plans to lead, direct, and guide the implementation carrying out national defence activity in accordance with the actual situation, ensuring quality and efficiency. On the other hand, actively collaborate closely with the armed forces and pertinent units in understanding the local situation, strictly uphold the combat readiness regime, and responding to disasters, natural disasters, and epidemics, and link training with contests, competitions, and drills, and maintain security, order, and social safety in the defensive area. In addition, organise combat drills to safeguard organisations and units on a regular basis, and have preparations in place for mobilising soldiers and vehicles to take part in drills in defence-related areas at the provincial and district levels, and execute military and defence activities as required.
In order for the self-defence force and mobilisation reserve to operate effectively and be able to perform assigned tasks, the group proactively and reasonably balanced the funding to ensure on-site logistics and mobilise resources for security work, activities of self-defence forces and reserve mobilisation in accordance with the provisions of law; organised the procurement of self-defence and protective clothing, equipment and support tools to ensure the necessary conditions for self-defence mobilisation and reserve mobilisation so as to promote the central role in the task of readiness fighting, patrolling, guarding, ensuring security and order, protecting the security of agencies and businesses. Military commands at all levels work to increase the quality of recruitment, encourage people to enlist, ensure that the targets assigned are accurate and met, receive and promote stable jobs for servicemen after their demobilisation. As a result, the Group's self-defence and reserve forces are constantly expanding and playing a significant role in fulfilling the overall plan for socioeconomic development, bolstering national defence and security, meeting the requirements of Fatherland protection in the new situations.
