Defence work at the Ministry of Labour, War Invalids and Social Affairs

Defence work in the ministries, localities, branches has an important position and role in the consolidation of national defence and Fatherland protection. Fully aware of that, the Ministry of Labour, War Invalids and Social Affairs has been implementing synchronously and drastically many solutions to improve the quality and efficiency of this work.

The Ministry of Labour, War Invalids and Social Affairs is an agency of the Government, performing the state management in the fields of: labour, wages; employment, vocational training; social insurance; occupational safety and hygiene; people with meritorious services; social protection; children; gender equality; social evils prevention and control nationwide. At the same time, it manages public non-business services in sectors and fields under its authorities.

On the basis of deeply grasping the Party’s views and lines on national defence, besides implementing its assigned political tasks, over the years, the Party Committee and leaders of the Ministry have led and directed its agencies and units to implement synchronously solutions to improve the quality and efficiency of defence work and achieved rather comprehensive results. Notably, the Ministry has closely coordinated with central and local departments, ministries, branches in researching and advising the Government to plan and implement policies on labour, training, employment, people with meritorious services and social security, stabilising political security, building a "people’s heart and mind posture"; combining defence work with socio-economic development. The task of fostering national defence and security knowledge is concerned and conducted in a serious and scientific manner; the awareness of its officials and employees towards defence tasks of the Ministry has been gradually improved. The consolidation of military commands at all levels from the Ministry to the grassroots is often focused on, ensuring sufficient capacity to direct, guide and organise the performance of national defence tasks. Self-defence forces are built strong and widespread with high quality. To date, the self-defence rate of the Ministry has reached 08%, in which Party members is 30%, union members accounts for 70%, making it capable of completing all assigned tasks.

Applying technology in shooting training for the self-defence force

In the coming time, the situations of Covid-19 pandemic, disaster and natural calamities, etc., are forecasted to develop complicatedly, adversely impacting and leaving many consequences in all areas of social life, including defence field, directly relating to the functions and tasks of the Ministry. This requires the whole sector to continue to actively advise, develop and implement guidelines and solutions to meet both immediate and long-term requirements. Accordingly, the agencies and units under the Ministry should focus on leading, directing and well implementing the following main contents:

Firstly, strengthening propaganda and education to raise awareness and responsibility for its cadres, party members and employees for national defence tasks. On the basis of deeply grasping the guidelines and views of the Party, policies and laws of the State on national defence and military, agencies and units of the Ministry should strengthen propaganda and education for cadres, Party members, employees to make them firmly grasp the meaning, importance and necessity of performing Fatherland protection and defence tasks in the current period. The content of education should be comprehensive, focusing on resolutions and directives of the Party, State, Government and Ministry of National Defence on national defence work, especially the Resolution of the 13th National Congress of the Party, the 8th Resolution (11th tenure), dated October 25, 2013 of the Politburo on the Strategy for Fatherland protection in the new situation; Law on National Defence 2018, Decree 168/2018/ND-CP, dated December 28, 2018 of the Government on defence work in ministries, localities, and branches, etc.

In addition, the Ministry directs its agencies and units to step up the defence and security training for the target subjects in order to foster communist ideals, moral qualities, the nation's history of anti-foreign invasion, update knowledge, skills, and new content on national defence and security so that they understand properly and perform this work well in the new situation.

Second, promoting social security policies in association with well performing national defence tasks. In the coming time, the Ministry will advise the Government to solve the problems caused by the Covid-19 pandemic, such as: unemployment, poverty, social evils, etc. The Ministry continues to study and advise the Party and State to have policies to support people to overcome difficulties caused by the Covid-19 pandemic in a timely and effective manner, suitable to the conditions and circumstances of the country.  In the short run, the Ministry will implement Resolution No. 68/NQ-CP dated July 1, 2021 of the Government on a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic, contributing to the recovery of production and business, minimising the negative impacts of the pandemic, ensuring the normal life and safety of employees.

In the long run, the Ministry will continue to facilitate the development of the labour market to create new jobs, reduce unemployment and underemployment rates due to the impact of the Covid-19 pandemic, improve the quality of human resources, and ensure the good implementation of the provisions of the law, especially the Labour Code 2019 (effective from January 1, 2021). Implement social progress and justice in a harmonious and reasonable manner, suitable to the conditions and circumstances of the country and the guidelines, policies and laws of the Party and State. Continue to pay attention to well implement the policy for the army rear, the policy of preferential treatment for people with meritorious services to the revolution and the prevention and combat of social evils, contributing to maintaining political security, social order and security, and strengthening national defence and security. The functional agencies of the Ministry closely coordinate with the functional agencies of the Ministry of National Defence, especially the Policy Department, to prioritise the implementation of social policies related to national defence work, search and rescue work, the prevent and control of natural disasters and epidemics in accordance with law. In particular, focus on restoring and improving people's lives, especially those living in ethnic minority areas, poor communes, villages and hamlets with special difficulties in remote areas, border areas, islands and other strategic locations. Develop socio-economic infrastructure systems in key national defence and security communes. Formulate and implement appropriate policies to mobilise and deploy population from other places to border and remote areas. Continue to well implement the policy of sustainable poverty alleviation for poor communes, contributing to building a "people's heart and mind posture" and a solid defence area.

Third, bringing into play the role of military agencies and self-defence forces at all levels to well perform national defence work. In order to improve the quality of military agencies and self-defence forces, the Ministry directs its affiliate agencies and units to regularly strengthen the military commands, the officers in charge of national defence work, the commanders of the self-defence forces at all levels, ensuring sufficient quantity, high quality, reasonable structure and appropriate components; strictly maintain operating regulations, assign and decentralise specific responsibilities for each member.

In order to build a strong self-defence force capable of completing assigned tasks, the Military Command of the Ministry directs to consolidate the organisation and size of the self-defence force, ensuring adequate structure and reasonable composition, high quality, especially the political quality. At the same time, it coordinates with local military agencies to hold training to improve their level and capability of combat readiness and combat service, ensuring that 100% of the self-defence forces master and skillfully use the available weapon and support tools as well as firmly grasp the plan to coordinate with forces in the area in handling national defence, security, social order and safety situations. Strictly maintaining the order and mode of duty in accordance with regulations, ensuring the safety of agencies and units in all situations, contributing to improving the quality and effectiveness of the Ministry's defence work, ensuring the maintenance of political security, social order and safety in each area and the cause of Fatherland protection in the new situation.
